Team Rocket Grunts wear a black latex leotard (with a red R on the chest) over a grey latex bodysuit, a black robbers hat, black latex opera gloves beneath white latex gauntlet gloves, and black latex stockings beneath white thigh-high leather boots. Team Rocket Grunts usually have short pixie haircuts, pink in the vast majority but some of them also have short orange hair, blue hair, brown (like Gloria), red hair or green hair.

Gloria has brown hair in a bob and wears a black bonnet. Gloria's last name is Yuuri. Gloria is Team Rocket Grunt #4215. Gloria speaks in a Scots brogue.

Brainwashed grunts' eyes are lifeless.

Team Rubber Rocket's (often shortened to just Team Rocket, the Team, the Rocket, or the Rubber) main focus was stealing or capturing rare and strong Pokémon, and subsequently selling them, it also funds and conducts cruel experimental research on Pokémon to make them stronger. At times, it has even killed Pokémon during testing. Their oath, as posted on the walls of one of their many bases, is "Steal Pokémon for profit. Exploit Pokémon for profit. All Pokémon exist for the glory of Team Rocket." Their main goal now is to take over the world by brainwashing trainers into Team Rocket grunts, with the whole "acquiring rare Pokémon" thing taking a backseat to the expansion of Team Rocket.

Not all Team Rocket grunts are brainwashed. For example, Gloria is not brainwashed. Those who join willingly get to keep their identity and personality.

Team Rubber Rocket is a successor to the original Team Rocket. Its leader is the mysterious, tea green-haired, Pokémon-whispering twink known only as N, the former 'king' of Team Plasma. When Team Plasma collapsed, N reorganized his remaining supporters into Team Rubber Rocket. Unlike the original Team Rocket (which was based in Kanto), Team Rubber Rocket is based in Unova, in Team Plasma Castle.
