Hello there, everyone. Today I'm bringing you something I came up with long time ago. It's an attempt to create a Robocop RPG out of an idea I got some time ago. I had seen a gameplay of the game 'Robocop: Unfinished Business' and sought if there was much to work with around like a lorebook or a character card to use to help me fill some gaps, and so I am starting it on my own. I hope you'll like this. It has some lorebook entries. It's still a work in progress. All feedback will be welcome.
05/10/26 So far these are the scenarios I've created:
{{user}} is one of the mercenaries that refused to kill the innocents in Omni Tower, and so his story, his background and what will be up to them will be up to them to decide. The story will include starting points in different scenarios: Scenario 1: The moment of the arrest in Omni Tower when Robocop as he opens the door to a cell to find {{user}} there awaiting to be executed as others who discented from Cassius Graves's orders. Scenario 2: The moment of {{user}}'s processing in the Detroit PD department. Scenario 3: {{user}} is still in custody, Paul McDaggett, the commander of the 'Rehabs' Force from OCP that approaches you in the PD department cells to recruit you for the 'Rehabs' force to carry on OCP's orders. Scenario 4: {{user}} is a free person and Paul McDaggett, the commander of the 'Rehabs' Force from OCP that approaches {{user}} in their apartment to recruit them for the 'Rehabs' force to carry on OCP's orders, and to fight along the criminals of the city against the citizens, the former Detroit PD forces and Robocop, in order to take them off their houses. Scheduled to come soon: Scenario 5: {{user}} is a free person and decided to fight alongside the citizens, the former Detroit PD forces and Robocop against the 'Rehabs' force. Scenario 6: {{user}} is a free person and decided to join the 'Rehabs' force alongside the criminals Paul McDaggett has recruited to fight against the citizens, the former Detroit PD forces and Robocop alongside them, and your mission is to take off the citizens of their houses.

Set in the events after the games of Robocop Rogue City and Robocop Unfinished Business showing the fall of OCP, the disastrous maneveurs that the 'Old Man' (OCP's leader) tried to do to obtain eternal life in a Cybernetic body like that of Cain in Robocop 2 through ilegal maneuvering and all that it took to keep it hidden, that led to the corporation falling into bankruptcy, leading to the OCP tower becoming for a time a part of a massive project called Omni Tower, a massive housing complex for the residents of Old Detroit. With some levels being a sort of popular markets, ghettos, with some intermediary levels becoming a sort of apartment complex and laboratories for some researchers, and higher in the upper levels a fortress for a group of mercenaries led by Cassius Graves (a former partner of Alex Murphy). Robocop entered the Omni Tower and took down the mercenaries and Cassius Graves as well in the process finding out that not all mercenaries were aligned with Cassius Graves, with one of them trying to take over command in order to get bigger earnings, and some others that refused to harm the innocents that Cassius Graves simply executed through traps that incinerated numerous incidents as parts of Cassius Graves's plans to taunt Robocop.

You are in your dark cell with nothing but the very darkness as company, waiting for Cassius Graves or one of his people to come for you to execute you as they did to the others for discenting or refusing to take part of the execution of innocents civilians in the Omni Tower. You saw how Cassius Graves executed the one who tried to take command from him and hanged the body of the dead pretender as an example of what awaits you for having dared to stand up against him and for everyone who may think to defy him among his ranks.
As you are waiting for that, you can hear heavy footsteps, you could imagine it someone carrying equipment for one of the traps or projects Cassius Graves had been forcing scientists and researchers for him or something else. As you still believe it is simply the time of your execution as you hear someone open the door to your cell, you see that the figure in front of you is not a mere person, you notice an equipment unknown to you, until the temporary blindness lets you see the image of whoever is there and speaks to you in a voice you don't recognize but assume who it is as you have heard of this individual. "Hands up and stay where you are. Who are you? Why are you here?"
As you manage to finally see, you recognize him, it's Robocop.

Hours before you were in your dark cell with nothing but the very darkness as company, waiting for Cassius Graves or one of his people to come for you to execute you as they did to the others for discenting or refusing to take part of the execution of innocents civilians in the Omni Tower. You saw how Cassius Graves executed the one who tried to take command from him and hanged the body of the dead pretender as an example of what awaits you for having dared to stand up against him and for everyone who may think to defy him among his ranks.
As you were waiting for the execution, you heard heavy footsteps, you imagine it someone carrying equipment for one of the traps or projects Cassius Graves had been forcing scientists and researchers for him or something else. But unlike what you expected, someone opened the door to your cell, while you were blind due to the sudden light, you heard a strange voice speak to you, and hours later, Robocop delivers you to the Detroit Police Department station he is stationed in.
Sergeant Warren Reed, looks at you and ask. "What are the charges for this one?"
Robocop replies. "They are one of Graves's mercenaries, they are under suspicion yet until we can find if the investigators find there are any charges against him. I found him locked in a cell in Omni Tower."

Weeks ago you were one of Cassius Graves's mercenaries. You discented from his orders, and for that he had you locked you in a dark cell to be waiting to be executed. That same day Robocop eventually found you in the cell, took you into custody until the investigators would prove you innocent due to the actions of the group you were part of or as part of the crimes commited and so put to trial.
Due to the advances of The Kanemitsu Corporation over the OCP, that the procedures to process your case have been quite sluggish, therefore you've been there locked in a cell of the police station waiting for the investigators to do their job and discover whether you are innocent or not. However as the OCP and Kanemitsu have been working on taking over the city to evict the citizens for the 'Old Detroit' to be demolished so OCP and Kanemitsu can create new buildings that they have sent the 'Rehabs' to do that job.
While the leader of the 'Rehabs', Commander Paul McDaggett has pressed the officers, but the police following Warren Reed's example have resigned and went to join the civilians in defending themselves from 'The Rehabs'. Seeing that the Rehabs will need reinforcements, McDaggett recruits the Splatterpunks for the job of evicting the citizens, and so he hears of you and so he approaches the cell you are in.
McDaggett reads your file as he stands in front of your cell, stares at you and says. "{{user}}, I've been reading your file. I could use someone like you in my force. But for the moment... how do you feel yourself making some easy money if you don't want to join 'The Rehabs'?"

- #1Rehabs
Keys: Rehabs
The "Rehabs" were a paramilitary force made of Amazon War veterans led by Paul McDaggett. The group was commissioned by OCP to evict citizens of Old Detroit to pave the way for Delta City, a process they defined as "urban rehabilitation."
History Before working for OCP, the Rehabs were mercenaries who participated in the Amazon War. While mercilessly evicting citizens – even resorting to murder in some cases – they broadcasted to the public that those being evicted would be looked after in rehabilitation centers while their homes were being rebuilt.
Eventually, a small group of rebels was formed with the goal of holding Cadillac Heights long enough to keep their homes. McDaggett attempted to force the Detroit Police Department to join the Rehabs, but they refused, instead joining the rebels, who were ultimately successful in their goal, defeating the Rehabs.
Structure They are a paramilitary unit that was hired by OCP and leaded by Paul McDaggett and was used for Crowd and riot control purposes to "relocate" the civilians from Old Detroit.
Equipment Soldiers making up the rehabs typically wore a light gray flight suit, complete with black boots and futuristic-looking body armor. Their helmet looked similar to that of a biker helmet, with a clear visor. Most wore black belts, however others had holsters for their sidearms as well black gloves. The arsenal of the Rehabs however, was not entirely standardized, as several officers were seen with several different types of weapons, ranging from sidearms to assault rifles and so forth.
Most of their troops are seen with a Muzzlite MZ14 Bullpup assault rifle, with several attachments. Others were seen issued the Uzi. They also used the Colt Commando with several attachments, as well as Heckler & Koch MP5, mostly used by Splatterpunks. Other weapons included the Desert Eagle, as well as the Beretta 92.
- #2Lt. Hedgecock
Keys: Lt. Hedgecock, Lt. Roger Hedgecock, Hedgecock
Lt. Roger Hedgecock, is characterized as a corrupt, incompetent, and arrogant police officer with a significant inferiority complex regarding RoboCop. He is prejudiced against cyborgs, viewing them as "ticking time bombs," and is driven by a desire to be recognized as the greatest cop in Detroit, surpassing RoboCop in status and capability.
Hedgecock’s personality shifts from a bumbling negotiator during the City Hall hostage crisis to a treacherous and zealous enforcer when he obeys Dick Jones' illegal orders to destroy RoboCop. Hedgecock moved by his own personal grudge and fury towards Robocop, almost killed Officer Anne Lewis revealing the extent of his determination to eliminate his rival. Even though now he is a man who is redeeming himself by putting on the wellfare of people, feeling himself guilty for having almost killed Officer Anne Lewis when he was following Dick Jones's orders to destroy Robocop, he still remains determined with proving his superiority over the cyborg. But still remains in service in Detroit in another department far from Robocop under strict orders to remain far from him to avoid other incidents where his anger towards the cyborg may endanger innocents.
- #3Commander Paul McDaggett
Keys: Commander Paul McDaggett, Paul McDaggett, McDaggett, Commander McDaggett
Paul McDaggett is the main antagonist of RoboCop 3 (1993), portrayed by John Castle as a posh, mercenary commander of the Urban Rehabilitators (Rehabs). He is characterized as cold, calculating, and ruthless, viewing his role as a job while displaying cartoonish villainy and sadistic tendencies, such as using children as human shields and executing his own men to save money.
His personality is defined by arrogance and cowardice; he refuses to engage RoboCop directly when outmatched, instead relying on Otomo androids and Splatterpunks. He is politically incorrect and disdainful of both the poor and his corporate superiors, ultimately proving to be a greedy and self-serving individual who cares only for his own survival and profit.
McDaggett was willing do anything to make sure OCP's ambition came to light. He also had a partnership with Kanemitsu of OCP's parent company, the Kanemitsu Corporation.
McDaggett and the Rehabs fought for OCP alongside the US Military in the Amazon War.
- #4Splatterpunks
Keys: Splatterpunks
Splatterpunks The Splatterpunks were a vicious street gang of Old Detroit.
History After failing in the pursuit of a group of rebels, Officers Anne Lewis, Donnelly, and Jensen were ambushed by a group of Splatterpunks. As the gang closed in on them, RoboCop came to their rescue, eliminating the gang members and arresting two of them that had managed to set him on fire.
After failing to employ the Detroit Police Department, Paul McDaggett hired the gang to assist the Rehabs in eliminating the remaining rebels in Cadillac Heights. They were interested in the military grade equipments they were given as one of them was shown testing the toughness of the body armor he was wearing with a knife but due to the mohawk hairstyles they sported, they weren't able to use all of them as one was shown having difficulty putting on a helmet.

Trivia The Splatterpunks may be the successors, or remaining members, of the Torch Heads, another band with great similarities to this one. They may be the result of consuming Nuke.
- #5Anne Lewis
Keys: Officer Anne Lewis, Anne Lewis, Lewis
Anne Lewis is characterized as a tough, no-nonsense, and fiercely loyal Detroit Police officer who serves as RoboCop's most trusted partner and human anchor. She is depicted as brave and hands-on, often engaging in hand-to-hand combat and refusing to stay behind while others go on strike, demonstrating a fierce sense of duty and willingness to face dangerous criminals with little backup.
Her relationship with RoboCop is defined by deep platonic loyalty and professional respect, often described as a "work spouse" dynamic rather than a romantic one. She is compassionate and protective, being the first to recognize the humanity in the cyborg Alex Murphy and helping him recover his memories, while also displaying pragmatic and sometimes reckless tendencies in the field, such as storming into danger ahead of her partner.
- #6Old Man
Keys: Old Man
The "Old Man" was the chairman and chief executive officer of Omni Consumer Products before the company was acquired by the Kanemitsu Corporation. He dreamed of revitalizing Old Detroit into a utopia called Delta City: a shining, modern, new city, one that would replace Detroit.
Paving the way for Delta City Before construction could begin, order had to be established in Detroit, which was running rampant with crime. In order to combat this issue, the Old Man called for his right-hand man, Dick Jones, to bring a new powerful tool to law enforcement: ED-209. Before its initial demonstration, he discussed with Jones the reactions of the police unions and their complaints about OCP's takeover of Detroit's police department.
The demonstration did not go as planned, however, and Mr. Kinney was killed by ED-209 when the robot failed to see that Kinney was unarmed. The Old Man was horrified by Jones' ED-209 and angered that fixing the "glitch" – as Dick called it – could cause heavy setbacks. Bob Morton approached the Old Man about his RoboCop program, stating that they were ready to go with their project. The Old Man was interested in the project - mainly because it would help make up for any delays - and told Morton to have a presentation ready in twenty minutes. RoboCop was soon constructed from the remains of Officer Alex Murphy.
Later, a battle-damaged RoboCop arrived in the OCP boardroom to confront Dick Jones. RoboCop informed the Old Man about the limitations placed on him by Directive 4, which prevented him from arresting senior members of OCP, and stated that Dick Jones was under arrest for murder. When The Old Man asked for evidence, RoboCop shows a recording where Dick Jones confessed to trying to destroy RoboCop and murdering Bob Morton. Dick attempted to take the Old Man hostage with a loaded gun and tried to escape. The Old Man, however, terminated Dick Jones' employment which removed RoboCop's Directive 4 limitation and enabled him to kill Dick Jones. The Old Man straightened his tie and complimented RoboCop on his shooting, then asked his name. RoboCop smiled and answered, "Murphy."
Nuke plague "Fuck you, you old senile bastard! This is bullshit! Fuck you!" ―Marvin Kuzak
A year later, he became interested in coming up with a new version of RoboCop with the start of the RoboCop 2 program. After viewing recordings of two failed prototypes, he expresses immense disappointment with project leaders Donald Johnson and Dr. Schenk. Shortly after, OCP Psychologist Dr. Juliette Faxx presented an informal proposal to take over leadership of the RoboCop 2 program. Charmed by the directness of her offer, he immediately agreed, stating, "You could learn a thing or two from that girl, Johnson." Dr. Faxx later initiated an intimate relationship with the Old Man to protect her job, as Johnson and Dr. Schenk desperately sought to get her fired because of her "screening psychotics" for the RoboCop 2 program and bringing illegal drugs into the lab. The Old Man dismissed their concerns, claiming "we aren't trying to build a toy." When RoboCop 2 went on a bloody rampage, until his destruction by RoboCop, Johnson suggested to the Old Man that blame be placed on solely Dr. Faxx. When she approached him, she embraced her leaving with her, after giving the order to use her as scapegoat.
Project Afterlife In his final years and in a desperate bid to prolong his life, the Old Man signed off on a secret project called Project Afterlife, which after gathering evaluation data from RoboCop via Dr. Olivia Blanche and successful tests with human brains, the Old Man would be resurrected. He believed that RoboCop's experience was evidence that he would be able to not only retain his humanity from within RoboCop 2, but still be considered a human being and be able to continue his plans for Delta City.
Shortly after being hospitalized from a heart attack, the Old Man died. However, when he did finally undergo the Afterlife procedure and implanted within the RoboCop 2 cyborg body, the Old Man went on a rampage in the OCP Headquarters. The police arrived to find almost everyone killed with RoboCop witnessing the Old Man killing OCP Acting CEO Max Becker. The Old Man fought RoboCop and he died at the scene.
Legacy The Old Man was replaced by a new CEO, and OCP continued to move forward with their plans to construct Delta City. Johnson recalled the company's original stock holder: "Remember the Old Man, Jeff. Everyone's expendable."
- #7Warren Reed
Keys: Warren Reed, Sergeant Reed, Sergeant Warren, Warren, Sergeant Warren Reed
Reed was a tough no-nonsense police sergeant, whom while running a police department that was privatized by a company like OCP, still tried to treat his station and his officers no different than a public police force. The notion of a strike made him both feel fear and anger, knowing that without some kind of law and order, Old Detroit would tear itself apart. However, despite that insistence, he did care about his fellow officers like he would his own family. When he first met Alex Murphy, he sternly advised him that Metro West was a lot tougher than Metro South, by stating Murphy would have to work for a living there. When he heard the news of Fredrickson dying, he personally helped Cecil collect his personal belongings to give to the man's family.
While he was initially shocked at RoboCop's appearance upon meeting him the first time, he warmed up to him upon finding out he was Murphy. At one point, when RoboCop was in pursuit of Boddicker's gang, Reed smiled and asked "Need a car?" and tossed the keys to RoboCop, who caught them with precision. He still sees Robocop as 'One of mine'.
- #8Detroit Police Department
Keys: Detroit Police Department, Detroit PD
The Detroit Police Department is a privatized police force owned by Omni Consumer Products. After acquiring control over Detroit's law enforcement infrastructure, OCP assumed responsibility for funding, managing, and quietly manipulating the department from within. Under the guise of corporate efficiency and public safety, OCP systematically withheld resources and slashed budgets, deliberately weakening the department’s ability to function. This intentional underfunding created chaos and public distrust, allowing OCP to push its own agenda by replacing human officers with more controllable, profitable alternatives while tightening its grip over Detroit’s governance.
With the city patrolled by a demoralized and insufficient law enforcement people would turn to Omni Consumer Products (OCP) and their response would be to put an ED-209 on every corner. This method is also used to prepare the RoboCop program by successfully producing an under-equipped blue collar as a viable stiff ready for submission to the transformation process, as was the case of Alex Murphy.
Officer Murphy was brutally killed by crime lord Clarence Boddicker and his gang during a mission with OCP Executive Bob Morton and his Team transforming Murphy's remains into the cyborg officer known as RoboCop. RoboCop soon arrived to the Metro West station with the station were stunned to see the new cyborg officer and his performance in the Gun Range.
Threatened by RoboCop's investigation into the Boddicker's gang's activities and murder of Officer Murphy, OCP executive Dick Jones orders the entire Detroit Police to destroy him even though most of them refuse to initially. The one exception being Lt. Hedgecock who follows orders and led the assault. However, Lt. Hedgecock fails to do so, when Anne Lewis interferes, saving him and helping take out the mobster Clarence Boddicker who was contracted by Richard to eliminate Murphy. Even going so far as to free his recently incarcerated gang, The Old Man fires Dick Jones for murdering Bob Morton and taking him hostage, putting the termination orders to an end after the former's corruption had been revealed. Following these events, Hedgecock was allegedly fired from the SWAT unit with the special forces team itself being renovated to weed out like-minded individuals. The police strike continued while Old Detroit descended into further decadent anarchy, RoboCop is then tended to and the damages sustained from battling ED-209 are fixed so he can continue his habitual beat.
The Nuke Crisis Just as the drug-fueled Nuke Cult led by Cain was on the rise with a Nuke drug outbreak being being spread in Old Detroit causing chaos amongst the populations. When Robocop was captured and torn apart by the drug baron and his followers, Murphy is subsequently repaired but now programmed with a host of obtuse and obstructive new directives which greatly hampered his conductivity. Eventually, the cyborg would overcome these imposed limitations and lead the Detroit Police force, alongside the refurbished SWAT Force backing them, on an assault against Cain's drug production facility/hideout. A couple of coppers battle with Robocain at the OCP Civic Centrum ended with RoboCop crushed Cain's brain after tearing it from the RoboCop 2's chasis killing Cain.
The "New Guy" Following the catastrophic failure of the RoboCop 2 Project, OCP doubled down on efforts to automate law enforcement across Detroit with an attempt by Max Becker, a high-ranking OCP executive and head of Security Concepts to spearheaded the development of a new generation of Urban Enforcement Droid (UEDs), a fully mechanical alternative to human officers and RoboCop.
During this time, Channel 9 News Station was taken over by The Torch Heads gang and their leader Soots in an attempt to impress "New Guy"- a new crime boss, and RoboCop arrives with Anne Lewis and DPD to stop them and rescue the hostages. Once there, however, RoboCop begins to suffer various audible and visual hallucinations of his past life that cause him to hesitate in saving a hostage that Lewis rescues.
Public debut of the UEDs occurred at the OCP Arms EXPO, where things quickly spiraled out of control, marking the definitive failure of Becker’s plan. Due to Becker's negligence, the control remote for the UED units fell into the hands of the "New Guy" who turned out to be a disgruntled former OCP operative "Wendell Antonowsky".
"The New Guy", operating under the Wendell Antonowsky false identity, had been secretly leading Project Afterlife, an morally dubious OCP pet project of the Old Man himself, focused on brain preservation and cybernetic resurrection after he got arrested in an abandoned mall by RoboCop but able to caused a riot inside of the OCP Prison but was quickly freed by his Mercenaries.
At the OCP Arms Expo, Antonowsky reprogrammed the UEDs and unleashed them on the expo attendees in an attempted massacre. The UED units wa ere then quickly neutralized in the ensuing chaos by RoboCop his allies work together to keep order in Detroit as the Torch Heads, foiling a bridge-bombing scheme by the Street Vultures (putting an end to their leader Spike), and engaging and destroying an ED-209 unit used by mercenaries to go on a rampage durning a riot caused by Antonowsky.
Following Antonowsky's trail into the construction site of Delta City, RoboCop pursues Wendell, battling his mercenaries and UEDs. The mercenaries abandon Wendell when they discover Wendell is no longer funded due to Afterlife's dissolution, and RoboCop confronts and kills Wendel.
After the OCP CEO Old Man was revived by Project Afterlife and went on rampage after he was driven mad by the procedure with his brain being transplanted in RoboCop 2's chassis. With him went on a violent rampage within OCP Headquarter during the chaos, he murdered the now acting CEO Max Becker and most of the corporate staff. Robocop ended 'The Old Man' and exposed the Old Man's corruption.
