- #1Harvardville
In late 2005, Harvardville was the centre of a bioterrorism conspiracy orchestrated by Drs. Frederic Downing and Curtis Miller. The attacks were designed for shock-and-awe, taking advantage of the heightened press coverage; Downing was the mastermind of this operation, with Miller serving as the fall, unaware of who he was working for or his true motives. The first target was Atmos Airlines Flight N538-GA bound for Harvardville, where a WP employee was infected prior to boarding, leading to an outbreak on the plane. At Harvardville Airport itself, Miller infected several members of the public and set them loose to cause a stampede in front of the media.
- #2Flight N538-GA
Keys: Flight N538-GA
Flight N538-GA was an Atmos Airlines commercial airliner flight en route to Harvardville Airport. The plane itself greatly resembles an Airbus A380 in design.
In 2005, a passenger aboard the plane succumbed to a t-Virus infection, resulting in the infection of everyone on board, causing the plane to crash into the Harvardville Airport Terminal.
- #3Ron Davies
Keys: Ron, Ron Davies, Senator Davies
Ron Davis was a senator in the United States congress. He approved of WilPharma Corporation's human test subjects to find the vaccine for the T-Virus.
Davis was on the committee that decided to bomb Raccoon City.
Harvardville Airport Incident: At Harvardville Airport, his presence was informed by the media which resulted in a protest outside the airport terminal. Forced to hide in the VIP lounge, Davis complained to a security guard to get rid of the protesters. To his annoyance, the guard pointed out that the protesters haven't done anything illegal. He, his bodyguards, a police officer, and his lawyer then tried to slip out through the regular exit, the senator wearing a cap in hopes of remaining incognito.
Unfortunately, Davis was quickly identified by Rani Chawla as "the bad guy on TV", causing a crowd of journalists to accost him. They were then interrupted by a protester dressed as a zombie tried to punish Davis with fear, but was revealed. Shortly after that, an actual zombie approached the group and attacked the police officer, killing him quickly, as several more attacked and killed both of his bodyguards and several people in the airport.
While everyone was at a panic, he was abandoned by his secretary, so he pleaded Claire Redfield to help him due to a back problem.
Ron, Claire, Rani, and a waitress headed to the VIP lounge in search of refuge. Two S.R.T. members; Angela Miller and Greg Glenn, along with government agent Leon S. Kennedy, came to their rescue after they rescued Davis' secretary. While the group was moving through the terminal, Davis separated from the group and ran ahead on his own being the first out. As the marines then began to purge the terminal of all infected, Rani was reunited with her aunt. Annoyed listening to the child's terrified whining, Davis insensitively told a nearby soldier how much he disliked kids. Hearing this, Claire walked up to him and slapped him, reminding that Rani is likely have nightmares for the rest of her life because of him.
While Claire and Leon were at the WP Corporation's headquarters investigating the attack, they uncovered evidence that Senator Davis was engaged in insider trading with the WP Corporation stock, of which he was a notable shareholder. Disgraced, he resigned his position. After the news broke about the WP Corporation being bought out by an organization called TriCell, Davis was murdered by parties unknown, and the data related to the WP Corporation on his servers was erased, as it was data incriminating TriCell.
- #4WilPharma
Keys: WilPharma, WP
WilPharma Corporation was an American pharmaceutical company, known to have been headquartered in Harvardville. The company fell into a downward spiral in 2005 following the arrest of its chief researcher, Dr. Frederic Downing, on charges relating to bioterrorism, and by the end of the year was acquired by Tricell.
History: When WP was established is uncertain, though it was already in 1995 when it opened up offices in Harvardville. Having been stricken by the early 1990s recession, Harvardville became progressively dependent on WP for its local economy over the coming decade. By 2005 Harvardville was seen as a company town loyal to WP, with it becoming a social taboo to criticise the company. Similarly, WP was associated with Senator Ron Davis, who had residence in the city and was a prominent shareholder and could apply political pressure on threats to the company.
Work with the Pentagon During the early years of the Graham Administration, WP Corporation was involved in the development of a t-Virus vaccine, developed to prevent another outbreak like Raccoon City happening again. As the Umbrella Corporation began to collapse, samples of t-Virus made its way to the black market. In 2002 an early version was given emergency authorisation for use in India, and the vaccination of people around the disaster area prevented it spreading beyond where the Indian Army was deployed. The Graham Administration was impressed with its success and, seeing the increasing need for preventatives in future, secured Congressional funding for further vaccine research. Included in this Pentagon anti-bioterrorism programme was the construction of the Air Dome Laboratory, and a clinical trial to take place in India.
In July 2005, footage of the 2002 incident was given over to TerraSave. On 11 July, TerraSave formally accused WP of unethical practices and threatened ICC action, alleging a confirmed case of Cannibal Disease was caused by the unethical clinical trial of a prototype vaccine.[1] Unable to reveal the true nature of the trial, the allegations severely harmed the company, leading to a nationwide distrust of the pharmaceutical industry, which had only recently survived Umbrella's collapse with the founding of the Bioterroriism Security Assessment Alliance.
Collapse In November, Harvardville became the target of a coordinated bioterrorist campaign, resulting in a USARMIID-imposed quarantine of Harvardville Airport, the downing of an Atmos Airlines passenger plane and the subsequent destruction of the Air Dome Laboratory after bombing enabled an outbreak of t-Virus among the researchers. A subsequent investigation by both the Harvardville Police Department and US federal government directly linked WP to the incidents.
- #5Greg Glenn
Keys: Greg Glenn, Greg, Glenn
Out of the team, only Greg and Angela Miller were sent in to the Airport; under instructions from Leon S. Kennedy who also participated, to rescue the civilians in the airport. He is armed with an M4 assault rifle.
During his time in the airport, he repeatedly mocked Leon as well as the undead. He unleashed a barrage of bullets on a large group of undead, and thinking he had killed them all, he begins to walk down the hallway.
As he does this, a female zombie that Angela previously failed to kill bursts through a glass window and tries to bite Greg. However, Leon shoots the zombie and saves Greg, leading Greg to see the direness of the situation, as well as respecting Leon.
- #6Angela Miller
Keys: Angela, Angela Miller
Angela Miller is an American police officer who served in the Harvardville Police Department's Special Response Team during the 2004 Harvardville bioterror incident. She was the sister of Dr. Curtis Miller, who was heavily involved in the attacks.
Little is known of Angela Miller early life other than she was close with her older brother, who lost his own family during the 1998 Raccoon City Destruction Incident. Following this incident, the two lived in Harvardville where Miller got a job at the Harvardville Police Department and her brother became a doctor for WP Corporation. Following an incident where Miller plunged into a river to save a child, that resulted in three other fellow SRT officers sustaining injuries while rescuing her and the child, Miller was compelled to be a better officer and was able to get into their elite Special Response Team (SRT).
- #7S.R.T.
Keys: Special Response Team, S.R.T.
The Special Response Team (S.R.T. for short), was a S.W.A.T.-styled police special forces team unique to the city of Harvardville.
History: Seven years after the Raccoon City incident, the t-Virus was released in Harvardville airport. After most of the airport was infected, and an airliner crashed into the terminal, the whole airport was quarantined and locked down.
A number of S.R.T. members were deployed to the Harvardville Airport in an attempt to stop an outbreak of the t-Virus and to rescue the remaining survivors of the outbreak.
- #8Frederik Downing
Keys: Frederick, Frederick, Downing, Downing
In the 1990s, the man who would become Downing resided in Raccoon City where he participated in the G-Virus Project at Birkin's lab, a top-secret bioweapons research facility located beneath the Arklay Mountains. In mid-1998, Downing became disillusioned with Umbrella and became obsessed with the wealth he could receive working on the black market. In mid-1998, he left the city with stolen samples of G-Virus and a strain of t-Virus. Days later, an experimental t-Virus strain contaminated the city's drinking water, resulting in a catastrophic viral outbreak. This was a blessing for Downing, as he could pretend he had died in the city and take on a whole other identity.
Though he still wanted to engage with the black market, Downing knew that viral weapons would be unsuitable without a vaccine in which the buyers could treat their men. He soon gained employment within one of Umbrella's rivals, the WP Corporation, where he eventually became the research division chief. With the War on Terror slowly escalating with terrorist groups using biological weapons, the US government initiated a defence program where the Pentagon would finance t-Virus vaccine research. Downing's relationship with Senator Ron Davis helped guarantee the WP Corporation would be awarded this contract, giving Downing the necessary tools to mass-produce both the t-Virus and a vaccine.
By mid-2005, Downing had established contact with a spy loyal to the Bajirib head of state, General Miguel Grandé, who wished to purchase his products including G-Virus. This set in motion Downing's master plan, wherein he would fake his death and destroy all research data and samples outside of his own. To advertise the t-Virus' capabilities, Downing provided a sample to an Indian terrorist movement, which started an outbreak there. The WP Corporation's vaccine was then used to stop the spread, but due to the classified nature of the project photographs of the victims were assumed by the international press to be side-effects of an unethical vaccine trial, driving protests against the company and ruining its reputation.
- #9Terrasave
Keys: Terrasave
Its primary functions are to provide aid, both through supplies and manpower, during bioterrorism and medical-related incidents, monitoring medication distribution, ensuring safe drug development and research facilities, in addition to organizing mass protests against corporations and governments.[1] Its members have overwhelming political and public support. Much of the organization's other functions are unknown; however, it is known to be linked to several government-related organizations (e.g., the U.N. World Health Organization, the U.S. Food and Drug Administration, etc.) Additionally, TerraSave took in children who were orphaned by Bio-Terrorism as its wards.
- #10Curtis Miller
Keys: Curtis Miller
Is an American doctor and bioterrorist. Having lost his family in the 1998 Raccoon City Destruction Incident, Miller's protests against corruption in the pharmaceutical industry led to his ostracization and subsequent radicalization. In 2005 he played a significant role in the Harvardville bioterror incident and was killed during an attack on WP Corporation's Air Dome Laboratory.
Early life: Miller was raised in Harvardville, a mountain town in the Midwest, and studied to become a doctor. By the 1990s he had gotten married and had a child; both perished during the 1998 Raccoon City Destruction Incident.[2] He returned to live in Harvardville and remained alone while his sister, Angela, joined the local police force. Miller was briefly a member of TerraSave, and was part of the protest against the 2002 Congressional stimulus budget which constructed a BSL-4 vaccine research facility for WP Corporation, dubbed the "Air Dome Laboratory". Believing WP Corporation to be no different from Umbrella Corporation, Miller's actions proved more extreme than others. Concerned by their refusal to divulge the purpose of the facility, he began his own campaign of harassment designed to force the company to abandon their construction plans, and TerraSave was soon forced to dismiss him to avoid being dragged into a legal battle.[3][4]
Radicalization: Over the next three years, Miller's mental health declined, and he became increasingly ostracized from the other residents of Harvardville, developing a reputation as a drunkard who would start fights regularly. Further, because of the increasing control WP Corporation had on the city's economy, it was unwise for sympathetic residents to engage with him. In mid-2005, TerraSave obtained incriminating photographs linking WP Corporation to vaccine research in India and renewed their campaign against the company. Around the same time, a link was established between Miller and Dr. Frederic Downing. Downing, a senior WP researcher, was secretly involved in the sale of black-market bio-weapons and was planning to trigger a t-Virus outbreak in Harvardville, which would serve as a well-publicized demonstration of its viability as a weapon. Further, he planned to fake his death in an attack on the Air Dome Laboratory which would destroy all the t-virus vaccine samples and data, save for those in his possession, and eliminate all personnel who could replicate the data, or who could have served as witnesses to anything tying him to the attacks. This was all done as part of a plan to boost the sale price of the data and samples to his buyer.
Downing planned for Miller to be a fall-guy, recruiting him into the conspiracy by revealing the truth behind the Raccoon City cover-up to ensure his commitment to the cause. For some time, Miller moved around the country, remaining off-the-grid by avoiding contact with his sister and signing documents with fake names. In October, he met with a contact at the Savoy Hotel in Chicago, Illinois, having posed as a traveler from St. Louis, Missouri.
- #11Air Dome Laboratory
Keys: Air Dome Laboratory
The Air Dome Laboratory was a virus research institute located on the outskirts of Harvardville. This state-of-the-art facility was constructed on behalf of the WP Corporation, and was built for the purpose of research and development of vaccines for viruses such as T-Virus, which poses considerable threat due to its use by bioterrorists.
The facility was designed to work as five movable sectors within the dome, ranging from Sector "0" which was used for administration and meetings, through to Sector "4" where t-Virus samples were stored for vaccine research. These sectors were held in place above a chasm by railings comparable to an elevator, and in the event of quarantine could be lowered into the chasm to prevent further spread whether to the other sectors or the surface. The facility and sectors were also pressurised, and the atmosphere could therefore be changed if necessary. Security for the facility was handled at the top level of the complex, which did not descend. In the middle of the complex was a garden for the personal enjoyment of staff and visitors, but to prevent mutagenic viral spread through the garden, the area could be sterilised with sprinklers spraying Anhydrous Ethanol and set alight.
In November 2005, the facility suffered a catastrophic outbreak instigated to deliberately prevent any further production of the t-Vaccine. This attack was masterminded by Dr. Frederic Downing, who was secretly behind a t-Virus outbreak in India as a means of advertising the virus on the black market. Assisting in the radicalisation and armament of Dr. Curtis Miller, who already held a grudge against the company, Dr. Downing was able to fake his death in Dr. Miller's bombing of the lab, which led to the other researchers mutating into Zombies. Taking advantage of the confusion he abandoned the facility with a briefcase containing T-Virus; T-Vaccine and G-Virus samples. Dr. Miller meanwhile infected himself with a Golgotha sample and mutated into a powerful mutant, killing several Rangers sent after him. The facility responded to the outbreaks by initiating sterilisation procedures, but his survival led to escalating measures. Eventually all Sectors were dumped into a chasm below, where Dr. Miller fell into an explosion.
- #12Harvardville Airport incident
Keys: Harvardville Airport incident
On November 14th, 2005, the t-Virus was released into Harvardville Airport as WP Corporation researchers traveled to Harvardville for the National Medicine Conference taking place in the city. Senator Ron Davis was also in attendance. Known for his heavy investment in the WP Corporation stock and his role in the sterilization of Raccoon City, he became a controversial figure lauded for conflict-of-interest when defending the company after the India bioterror attack. Also in the airport was Frederic Downing himself, who wanted to be in the area ready for the attack, officially awaiting a meeting with Davis. Both in and outside were TerraSave protesters, further represented by Claire Redfield.
A man infected by Miller, Wolfgang Johnston, was let loose into the terminal awaiting Atmos Airlines aircraft where the delegates were to arrive through. The airport police chief and two of Davis' personal bodyguards were infected in the first few minutes, with panic ensuing quickly. The terminal was closed for the evacuation, though Redfield was able to rescue Davis and several other survivors and find shelter in a VIP room. Downing and Miller successfully escaped, with the latter being recognized by Redfield.
Downing of Flight N538-GA: A second attack took place in the air as Flight N538-GA was attacked by an infected passenger. A WP Corporation employee invited to the congress was infected prior to the trip by an unidentified individual. Transforming into a Zombie, he began attacking the passengers and crew. The aircraft, now out of control, crashed into the airport terminal shortly after landing, allowing the infected who survived the crash to escape into the airport.
