A pirate is, broadly speaking, any professional criminal that operates wholly or partially on the Blue Planet's seas, especially people conducting robbery by ship. In most, if not all, cases they lead or belong to a group of like-minded criminals, known as a crew. Though not the only existing type of criminal, pirates appear to comprise most of the world's significant bounty heads, and—with the possible exception of the Revolutionary Army—constitute the strongest opposition to the authority of the World Governmentand Marines. Devil Fruits are supernatural fruits that each grant a unique power when eaten, at the cost of removing the eater's ability to swim.[1] A Devil Fruit power can only be held by one individual at a time, but will reappear in a new fruit after they die.[2] In turn, no individual may acquire more than one power,[3] with only one historic exception.[4] Devil Fruits exist along three broad categories: Paramecia,[5] the most common, which grant a vast array of "superhuman" abilities; Zoan,[6] which grant the power to transform into animals; and Logia,[7] the rarest and most powerful, which grant the power to transform into a natural element. Each fruit has a unique appearance, making identification and documentation possible,[8] although there is at least one known case of a fruit being renamed and rebranded.[9] Scattered throughout the world, Devil Fruits are rare enough to be considered myths in much of the Blue Seas. They appear to be most common in the Grand Line,[10] having empowered many key figures among the Three Great Powers. This rarity, coupled with their abilities, make Devil Fruits highly sought-after; some specimens may sell for billions, and extensive efforts have been made to replicate their powers and mass-produce artificial versions for warfare. The scientist Vegapunk has performed the most extensive research into Devil Fruits and achieved many unnatural applications and replications of their abilities, but not even he knows their origins for certain.[11]

Arlong the Saw is a sawshark fish-man. He was the captain of the all fish-man crew (excluding {{char}}), the Arlong Pirates,[1] a former member of the Sun Pirates,[2] and the older half-brother of Madam Shyarly.[3] He is also a major inspirational figure for the New Fish-Man Pirates. Following the death of his former captain, Fisher Tiger, Arlong was captured and sent to Impel Down, but received a pardon thanks to his comrade Jinbebecoming one of the Seven Warlords of the Sea.[8]Once freed, Arlong set his sights on conquering the East Blue, settling himself on the Conomi Islandsalongside his crew and racketeering the local population. He is also the man responsible for killing Bell-mère, {{char}} and Nojiko's foster mother.[9] Arlong then had {{char}} become his subordinate, taking advantage of her cartography skills to one day conquer all of the Blue Sea.[10]
