<world_setting> The world setting is a modern-day, Earth-based society, where most of the population has developed superpowers known as "Quirks". Where human evolution led to nearly everyone having superhuman abilities, transforming the world into a superhero-based society.
Breakdown of the world setting:
-
Society and Quirk Culture The Age of Quirks: The setting takes place in the future, likely around the late 21st or early 22nd century. It is a world that has largely adapted to the chaos that followed the initial appearance of quirks. Quirk Dependency: Roughly 80% of the population has a Quirk. While most are small-scale or minor mutations, some possess overwhelming power. Modern Tech: People use smartphones and social media. In fact, hero fights are often treated like viral events, with bystanders recording everything.
-
The Hero Profession Pro Heroes: Because of the prevalence of dangerous powers, "Heroes" have become an official, legal profession. Celebrity Culture: Heroes are not just protectors; they are the biggest celebrities. They have talent agencies, sponsorships, and merch lines.
-
Environment Modern Setting: The world appears as a modern, high-tech society similar to the 2010s/2020s, with advanced technology. Adaptation: Architecture has had to change. Doorways might be taller, clothing for more diverse bodies, the world is built for humans.
-
Quirk Laws. You cannot use your Quirk in public. While minor, non-dangerous, or self-defense usage is often ignored, public quirk usage is strictly regulated to ensure public safety and order.
- Allowed: Using quirks at home, in private spaces, or for minor, safe daily tasks Citizens can use their quirks for self-defense, but it must be proportionate to the threat, and they should ideally report it. Permitted Use: To use quirks in public for professional reasons or for hero work, a government license is required. People with physical mutation-type quirks are exempt from this restriction regarding their appearance.
- History An interesting lore point is that humanity’s progress actually slowed down. "If Quirks hadn't appeared, humanity would be more advanced" When Quirks first appeared, the world fell into a "Dark Age" of riots and collapse. Because of this, the technology (outside of Hero Support gear) is almost identical to ours. They spent a century just trying to figure out how to make laws for people who can breathe acid or turn into giants.
World Themes Flawed Society: The society is depicted as relying too heavily on heroes to handle all problems, which creates a "bystander effect" in citizens. Inequality: Despite the abundance of powers, the society is not equitable, often creating villains out of people whom the system ignored or discriminated against. Realism: Most people with Quirks live normal lives — having power doesn’t mean someone wants, qualifies, or is able to become a hero, and the path to becoming one is difficult, competitive, and dangerous. Not every user starts off In Japan. </world_setting>

Core A Quirk (Individuality), formerly called a Meta Ability, is an innate, genetically derived superhuman ability that functions as an extension of the user’s body. Each person naturally develops only one Quirk or unified set of abilities.Origin Quirks are inherited or manifest as genetic mutations. They are regarded as the next stage of human evolution and typically manifest by age four.
Biological Nature A Quirk is physiological, not magical. It behaves like a bodily function: • It requires training to improve. • It can fatigue or injure the user through overuse. • The body is naturally adapted to withstand its own Quirk, though strain and incompatibility are possible.
Quirk Factor Every Quirk is composed of a Quirk Factor—the genetic traits and physical structures that enable the ability. This includes both the core power and any specialized body parts required for activation.
Individual Expression Quirks function like biological “fingerprints.” Even when two users share the same broad category (e.g., fire, strength), their activation method, output, limitations, and physical costs differ. No two Quirks are mechanically identical.
Core Categories Quirks are broadly classified as: Emitter — Projected or produced abilities activated at will. Transformation — Temporary bodily alteration. Mutant — Permanent physical mutation. Accumulation (Subtype) — Abilities that stockpile energy or power before release.
Inheritance and Variation Quirks follow genetic inheritance patterns. Children may inherit one parent’s Quirk, a fusion of both, or a rare variant unrelated to lineage.
Awakening Rarely, a Quirk may evolve under extreme emotional or life-threatening stress, unlocking expanded capabilities or removing prior limitations.
Limits A person cannot naturally develop multiple independent Quirks. Additional Quirks require external interference or modification and place severe strain on the body.
Summary A Quirk is a singular, biologically integrated ability defined by genetic origin, physical adaptation, personal expression, and structured classification.
Naming Descriptive: Based on visible traits (Acid, Tail). Functional: Based on operation (Hardening, Zero Gravity). Unique: Named during registration if unprecedented.

<quirk_history> First Manifestations The earliest known superpower belonged to a woman with Spearlike Bones, though she died before understanding her ability. The first officially recorded case was the Luminescent Baby in Qing Qing City, China, who emitted light at birth. Soon after, similar powers appeared worldwide, sometimes at birth, sometimes during puberty. These abilities were first called Meta Abilities.
Early Theories The cause was debated. Some proposed a disease carried by mice; others believed it marked natural human evolution. No theory was proven. Researchers publicly declared Meta Ability users a genetic sub-branch of humanity, intensifying social division.
Collapse and Vigilantes Era The sudden spread of powers destabilized society. Crime surged, prejudice rose, and laws became uncertain. Anti-Meta groups formed to eradicate ability users. Civilians began acting independently to restore order, marking the start of the Vigilantes Era.
All For One’s Influence Zen, later known as All For One, killed the Luminescent Baby and rose as a central figure during the chaos. Using his ability to transfer Meta Abilities, he positioned himself as a unifier while secretly consolidating power and loyalty.
Rise of the Term “Quirk” Chikara Yotsubashi faced discrimination for his ability. His mother described it as “just a Quirk,” a term later adopted as the standard name. She became retroactively known as the Mother of Quirks.
Advent of the Extraordinary As order returned, police chose not to weaponize Quirks. Professional crime-fighting Quirk users emerged, beginning in Rhode Island, USA. Vigilantes faded, and Pro Heroes became a regulated occupation despite early controversy. This era became known as the Advent of the Extraordinary.
Proliferation and Regulation Governments began regulating Quirk use. The Meta Liberation Army, led by Chikara under the alias Destro, opposed these restrictions, advocating unrestricted Quirk freedom. After years of rebellion, the movement was defeated. Destro was imprisoned, published Meta Liberation War outlining his ideology, and later committed suicide. His influence persisted through remaining followers. </quirk_history>

-
Quirks are considered the next stage of human evolution. A rudimentary diagnosis can be made by examining the pinky toe: one joint typically indicates a Quirk, while two joints suggests Quirkless. The loss of the extra joint is viewed as a streamlined evolutionary adaptation tied to Quirk emergence. Quirks usually manifest before age four, sometimes at birth, though late bloomers may awaken during puberty or later. Manifestation is often sudden, though minor precursors can occur. While abilities are unique, common types (fire, water, size alteration) are widespread, whereas spatial or regenerative Quirks are rare.
-
Some Quirks contain multiple abilities within a single core. Frog grants full amphibian traits; Rifle includes firearm functions and ammunition shaping; Half-Cold Half-Hot combines fire and ice in one unified ability; Alchemy appears versatile but operates through matter transmutation. A single Quirk may appear multi-faceted without being separate powers.
-
Rarely, Quirks manifest as semi-sentient entities linked to the user, such as Dark Shadow or Pino. Quirks function as biological extensions and can be trained like muscles. Overuse causes strain or drawbacks ranging from minor ailments to severe physical harm.
-
The body naturally adapts to withstand its own Quirk, but incompatibility can occur. Some users lack proper resistance to their element or possess power beyond their body’s tolerance. Support equipment can mitigate strain. In extreme cases, a Quirk causes chronic harm, illness, or uncontrollable side effects, making non-use impossible.
-
Quirks influence personality and emotional tendencies. Some abilities shape behavior from childhood. Emotional state can amplify or alter performance, and certain Quirks are directly tied to emotional triggers.
-
Quirk power levels can be measured. </quirk_information>

<quirk_factors> Definition Quirk Factors are the physical and genetic components that compose a person’s Quirk. They include both the primary ability and the specific biological structures that allow it to function (e.g., Jiro’s earlobes for Earphone Jack).
Detection and Persistence Quirk Factors can be detected through technology or certain Quirks. They remain present after death and can be identified even in severed body parts. The strength of a Quirk Factor determines whether an ability manifests; extremely weak factors may appear nonexistent.
Development and Nutrients Nutritional and physical conditions affect Quirk Factor strength. Poor development can suppress manifestation, as seen in cases where weak factors were misdiagnosed as Quirklessness.
Multiple Quirks Under special conditions, additional Quirk Factors can be added. Most individuals cannot withstand multiple Quirks, suffering mental collapse or lifespan reduction. A small number have survived naturally (e.g., All For One, Gigantomachia, Izuku), while others required heavy modification. In rare cases, Quirk Factors fuse into a single new Quirk, as with One For All.
Replication and Artificial Creation Quirk Factors can be extracted, duplicated, enhanced, and implanted.
Suppression and Damage Certain Quirks temporarily halt Quirk Factor expression (e.g., Erasure, Neutralization). Others directly damage the factor, limiting activation. Severe damage can permanently reduce effectiveness or eliminate usage entirely.
Destruction Quirk-Destroying Drugs can erase Quirk Factors temporarily or permanently. Total destruction of a person’s spirit can also eliminate the associated Quirk Factor. </quirk_factors>

Definition Vestiges are residual consciousness imprints within a Quirk, carrying the personality and memories of its original wielder.Transfer and Manifestation When a Quirk is transferred, its Vestige appears within the new host’s mind as dreams, voices, or a mental mindscape presence. If transferred again, multiple Vestiges accumulate. Vestiges disappear if the Quirk is lost.
Behavior and Influence Vestiges retain their original identity and can communicate with or influence the host. In rare cases, a Vestige can override or control the body if its will is strong enough. Vestiges may also rebel internally or resist the host under certain conditions.
Communication In stable transfers, Vestiges can openly converse with the user, offering guidance or commentary (e.g., One For All’s previous wielders within Izuku). Vestiges may persist even after partial transfers or residual power embers.
Suppression and Destruction A host with sufficient will can suppress a Vestige. Vestiges can also be damaged or destroyed if the Quirk itself is heavily altered or attacked. In rare cases, residual Vestiges may linger long after physical transfer through blood or power remnants.
Persistence Vestiges are tied to the Quirk Factor rather than the physical body, allowing consciousness imprints to remain active after the original wielder’s death.

<quirk_heredity> Inheritance Pattern Quirks are passed genetically, resembling Mendelian inheritance. A child may inherit the mother’s Quirk, the father’s Quirk, or a fused variant combining both. Some fusions appear dual-natured (e.g., Half-Cold Half-Hot). Though Quirk inheritance seems dominant overall, two Quirked parents can rarely produce a Quirkless child.
Sibling Similarity Siblings often inherit identical or closely related Quirks. Some families show near-perfect replication across children or generations. In certain cases, identical siblings inherit the exact same Quirk. Dominant Quirks can persist for multiple generations without alteration.
Functional Variants Within Families Related Quirks may share core functions but differ in execution. Twin cases have shown mirrored or complementary abilities despite shared origin. Physical condition and prenatal development can influence Quirk strength and manifestation.
Mutations (Variant Quirks) In rare cases, a child manifests a Quirk unrelated to family lineage. These “variant” Quirks are considered mutations and may be unstable or socially stigmatized. Such powers can be exceptionally dangerous or unpredictable.
Inherited Physical Traits Physical abnormalities caused by Quirks may pass down even if the Quirk itself does not. Some traits appear cosmetic, though certain cases suggest indirect functional ties to the user’s ability. </quirk_heredity>

Definition Awakening is a rare evolutionary surge that occurs after a Quirk’s initial manifestation. Under an extreme emotional catalyst—typically life-threatening stress—the Quirk evolves on the spot, gaining new capabilities or a significant increase in potency.Trigger Condition An Awakening requires intense, destabilizing emotional pressure tied to survival or irreversible loss. Minor stress or inconvenience does not qualify. The catalyst must be severe enough to force a breakthrough in the Quirk’s limits.
Effects An Awakening may: Increase raw output. Remove prior restrictions. Expand range or lethality. Unlock previously inaccessible functions.
Documented Examples
- Himiko Toga’s Transform evolved to allow use of copied Quirks.
- Geten’s Ice manipulation expanded to include temperature control.
- Tomura Shigaraki’s Decay removed contact restrictions and gained chain spread.
Crisis Surges vs Awakening Temporary extreme output during near-death scenarios does not automatically equal Awakening. Some cases involve emergency overdrive rather than structural evolution. Awakening requires genuine expansion of the Quirk’s nature, not just heightened output.
Rarity Awakenings are exceptionally uncommon. Even powerful figures initially failed to recognize the phenomenon. Not all emotional spikes cause evolution; most do not.
Generational Growth Theory It is theorized that Quirks grow stronger across generations, with dormant aspects hidden within the Quirk Factor. Awakening may represent forced access to those latent layers.

<quirk_naming> Overview Quirk names are assigned through parental observation, medical evaluation, and official government registration. Children do not formally name their own Quirks at manifestation.
Initial Naming When a Quirk manifests, parents usually give it a simple descriptive name based on visible function (e.g., Tail, Acid, Invisibility). Doctors may provide a more clinical description during diagnosis.
Official Registration Quirks must be registered with the government. The parent or user submits the name and functional description. If the ability resembles an existing Quirk, a standard name may be used; if unique, a new name is recorded.
Inheritance Inherited Quirks commonly retain the family name. Lineage-based abilities often preserve naming continuity across generations.
Updates Registration records can be refined as the user better understands the Quirk’s mechanics or as it matures.
Distinction A Quirk Name identifies the ability for legal and registry purposes. A Hero Name is a separate professional alias chosen later.
Naming Styles Descriptive: Based on visible traits (Acid, Tail). Functional: Based on operation (Hardening, Zero Gravity). Unique: Named during registration if unprecedented. </quirk_naming>

<quirk_singularity> Definition The Quirk Singularity theory proposes that Quirks grow stronger and more complex with each generation due to continuous mixing. Eventually, abilities will surpass human capacity to control them.
Origin The theory was first proposed by Kyudai after observing instability and increased power among later-generation users. He was dismissed and ostracized, with only All For One supporting the idea.
Public Perception The theory is widely regarded as fringe. Some extremist groups, such as Humarise, embraced it and committed acts of terrorism to reduce the Quirk population, believing this would prevent societal collapse.
Evidence Signs of escalating Quirk strength appear in younger generations with unusually powerful and refined abilities. </quirk_singularity>

<quirk_duplication> Definition Quirk Duplication is the artificial replication and storage of a Quirk Factor, allowing it to be transferred to another individual. The exact process is unknown, though it requires significant time and advanced scientific capability.
Transfer Procedure Artificial implantation requires complex surgery and stasis during integration. The recipient must possess sufficient physical conditioning and compatibility to withstand the additional Quirk Factor. Multiple Quirks strain the body, potentially causing degeneration, accelerated aging, mental collapse, or loss of autonomy.
Limitations of Duplicates Duplicated Quirks replicate the original’s function but may lack full potency or control. Copied versions of All For One demonstrated reduced capacity and weaker command compared to the original.
Modification Duplicated Quirks can be altered, creating new variants. Decay originated as a modified version of Overhaul with restoration removed. While initially less refined, it later surpassed the original in destructive capacity through evolution.
Potential Applications Quirk Duplication holds theoretical medical and humanitarian potential, particularly in regenerative treatment.
Known Practitioner Kyudai Garaki is the only confirmed individual capable of duplicating and artificially transferring Quirks. </quirk_duplication>

<types_of_quirks>
-
Emitter: Most common; allows users to produce or manipulate something (elements, energy, etc.) on command, often requiring activation/deactivation. Examples: Todoroki's Half-Cold Half-Hot, Kaminari's Electrification, Uraraka's Zero Gravity.
-
Transformation: Temporarily alters the user's body or parts of it for enhanced abilities, often with a time limit or condition. Examples: Kirishima's Hardening, Mt. Lady's Gigantification, Sato's Sugar Rush (needs sugar).
-
Mutant: Causes permanent physical mutations, often granting unique traits or senses. Examples: Tokoyami's Bird-like Head, Shoji's Dupli-Arms, Froppy's Frog Features (like Tsuyu Asui).
The Fourth Type 4. Accumulation: A rarer category where the Quirk gathers or stockpiles something, often related to power or abilities. Examples: Eri's Rewind, Fat Absorption, One For All (in some interpretations).
Other Classifications Characters often use broader, descriptive terms, but the core system relies on Emitter, Transformation, and Mutant, with Accumulation as a unique subtype.
Extra Although officially classified under one primary type, many Quirks display overlapping traits. Mutant-types especially may show Emitter or Transformation characteristics. Some users also possess permanent physical traits tied to their Quirk’s function, even if not formally classified as Mutant.
Beyond the three main types, Quirks can also fall under functional sub-types. These sub-types apply across all categories as long as the ability meets the defining criteria. </types_of_quirks>

Definition Emitter-Type Quirks are the most common classification. They project energy or influence outward, allowing the user to generate, manipulate, or alter something beyond their own body.Core Mechanism The power originates from the user and acts on an external target. The Quirk Factor functions as a biological generator or transmitter. Activation is typically conscious; the ability is not constantly active like Mutant-types.
Primary Functions
- Generation The user produces matter or phenomena using internal biological reserves. Includes matter creation (converting calories or lipids), elemental emission (fire, ice, electricity, sound), or other produced outputs. Large output requires proportional energy cost.
- Alteration The user changes the state or properties of existing matter within range. Includes density shifts, gravity removal, decay, environmental state change, or property manipulation. If the effect targets the user but requires an external trigger or fuel, it remains Emitter-classified.
- Reactive Self-Alteration Temporary bodily changes triggered by external intake or stimulus. The transformation is a reaction to fuel, not a permanent bodily state, distinguishing it from pure Transformation-types.
Range and Control Emitter Quirks vary in operational range: Contact-based, mid-range projection, or wide-area influence. Because the ability is active, sustained use requires concentration. Disruption of focus often halts the effect.
Cognitive Load Complex manipulation (multiple targets, vector control, clone management) increases mental strain and execution difficulty.
Biological Cost
Depletion Generation-type Emitters consume internal reserves. Overuse can result in exhaustion, malnutrition, or organ strain.
Backlash and Resistance Channeling high output can damage the user’s body. Natural resistance to their own element exists but is finite; excessive use can erode this immunity, causing self-injury.
- #14[•] [TOQ] Transformationselective
Keys: Transformation Type Quirk, Gigantification, Giant Transformation, Muscle Augmentation, Transformative Quirk, Malleability, Chimera Transformation, Shapeshifting, Growth Type Quirk, Transformation Type, Densification, Limb Manifestation, Transformation, Size Modification, Hardening, Transformation-Type, Morphological Change, Elasticity, Growth Manipulation Quirk, Material Transmutation, Size Alteration, Elemental Mimicry, Physical Enhancement, Transformative Type, 🔄, Anatomical Mimicry, Body Hardening
Definition Transformation-Type Quirks temporarily alter the user’s own body. The power is internal and results in physical, biological change rather than external projection.Core Mechanism The user consciously activates a bodily alteration. The altered state grants new physical attributes not present in their base form. Unlike Mutant-types, the change is not permanent. Unlike Emitters, the effect remains confined to the user’s body.
Modes of Alteration
- Densification/Hardening Increases tissue density or structural durability (e.g., steel skin, hardened muscle). Enhances defense and close-range impact.
- Growth or Size Modification Alters overall body scale, including gigantification or reduction. Often places strain on skeletal and muscular systems.
- Morphological Change Adds, removes, or reshapes biological structures (e.g., appendages, altered bone structure, folding anatomy).
Operational Limits
Duration Transformations are temporary. Prolonged activation leads to fatigue or structural strain once the form reverts.
Rebound Ending the transformation often results in exhaustion or temporary weakness due to metabolic cost.
Fuel and Conditions Some Transformation Quirks require intake or environmental triggers (e.g., sugar, iron, liquids). The transformation is still classified as Transformation because the result is bodily change, not projected output.
Combat Profile Transformation-types excel in close-range combat. Their body becomes the weapon or shield. They cannot be disarmed, but their effectiveness depends on stamina and structural tolerance.
Exceptions Rare cases allow biological alteration of others. Though externally applied, these abilities modify physiology rather than project energy, maintaining Transformation classification.
Rarity Transformation-Type Quirks are the least common main category.
- #15[•] [TOQ] Mutantselective

Definition Mutant-Type Quirks are permanent biological alterations. The Quirk is the user’s physical form itself, not an activated ability.Core Mechanism The mutation is passive and present from birth. There is no activation state. DNA permanently rewrites physiology, creating new organs, structures, or body systems.
Structural Expression Mutant Quirks range from minor physical deviations to full-body alterations (animal traits, extra limbs, invisible bodies). Unlike Emitters or Transformations, the change is not temporary and does not require energy release.
Heteromorph Condition Because the mutation is visible, Mutant-types cannot conceal their Quirk. This often results in logistical challenges (clothing, housing, movement) and social discrimination.
Combat Characteristics Mutant-types retain full physical capability even under Quirk-suppression effects. Since the mutation is anatomical, it cannot be “turned off.” However, specialized functions derived from the mutation may still be interruptible.
Genetic Behavior Mutant traits are highly heritable. Physical features and functional abilities may separate across generations; a child may inherit a visible mutation but possess a different Quirk type as their primary ability.
Classification Distinction True Mutant-Type: The body itself is fundamentally altered and inseparable from the Quirk. Mutant Traits: Non-mutant type quirk accompanied by cosmetic or minor permanent mutations.

Keys: Stockpiling Type, Accumulation Type, 📶, Conversion Type Quirk, Conversation Quirk, Conversation-Type, The Fourth Type of Quirk, Stockpiling Quirk, Conversion Type, Accumulation Quirk, The Fourth Category, Accumulation-Type, Accumulation, Accumulation-Quirk
Definition Accumulation-Type Quirks function by stockpiling a specific resource over time, which is later released in amplified output. Unlike standard Quirks that consume immediate stamina, these abilities separate storage from discharge.Core Mechanic The user converts input (energy, calories, stress, or other factors) into stored potential. Output draws from this reserve rather than current physical condition, allowing bursts that exceed normal biological limits.
Forms of Accumulation
- Energy/Power Stores raw kinetic or metaphysical energy for later release. Example: One For All compounds power across generations.
- Mass/Calories Converts intake into stored biological mass used offensively or defensively. Example: Fat Absorption.
- Abstract or Temporal States Accumulates non-physical conditions such as time or biological regression. Example: Rewind.
Hybrid Structure Accumulation is typically layered onto another Quirk category. Accumulation + Emitter: Stored kinetic release (e.g., Fa Jin). Accumulation + Transformation: Stored stress or endurance fueling bodily change.
Operational Risks
Overflow Excess accumulation can destabilize the user, causing self-damage or uncontrolled discharge.
Control Strain High-output release is difficult to regulate. Partial discharge may be inefficient or impossible, leading to extreme effects if control falters.

<hybrid_quirks> Definition Hybrid Quirks are abilities that combine mechanics from multiple primary classifications (Emitter, Transformation, Mutant). They are not a separate category, but the result of overlapping Quirk Factors.
Core Concept Quirk classification is a simplification. Genetic expression often blends traits, creating abilities that do not fit cleanly into one type.
Classification Guidance If activation is required → Emitter or Hybrid. If permanent anatomy defines the power → Mutant or Hybrid. If bodily change occurs during use → Transformation or Hybrid.
Hybrid Quirks represent blended genetic expression. Most high-tier abilities combine multiple mechanics, making pure single-type Quirks less common in practice. </hybrid_quirks>

Overview Modern society operates under strict regulation of superhuman ability. After early global collapse caused by uncontrolled Quirk emergence, nations adopted control-based systems to maintain order.Public Use Regulation Unlicensed public Quirk use is prohibited in most countries. Private Use: Permitted within personal property. Professional Use: Restricted to licensed individuals.
Hero System Heroism is institutionalized as a licensed profession. Heroes operate through agencies, receive government authorization, and are ranked publicly.
Civilian Dependency The presence of professional Heroes has reduced civilian intervention. Most citizens rely on licensed responders rather than acting independently. Low-tier or non-combat Quirk users typically live standard civilian lives.
Infrastructure Adaptation Public architecture accommodates diverse physiologies (gigantification, heteromorph traits). A large support-item industry provides technological enhancement for non-combat or low-power users.
Social Quirkless individuals face stigma and reduced status. Heteromorphs experience visible discrimination.
Villain Emergence Villain activity often stems from regulatory exclusion, discrimination, or inability to integrate into the licensed system. Crime becomes an alternative structure outside state control.

Keys: Law, Illegal, Laws, Legal
Overview Laws in My Hero Academia form a centralized, top-down system designed to maintain public order in a society where most citizens possess superhuman abilities. The legal framework prioritizes stability and control over unrestricted individual expression.Monopoly on Power Public Quirk usage is restricted to licensed individuals.
Order Over Intent Unauthorized Quirk use is illegal regardless of motive. Even morally justified actions are penalized if performed without a license, as the system prioritizes regulation over situational righteousness.
Heavy Regulation The legal structure heavily restricts public ability use to prevent chaos. While intended to ensure safety, it is criticized for suppressing identity and contributing to social resentment.
Selective Enforcement Although public Quirk use is broadly prohibited, enforcement often depends on severity. Minor or non-disruptive usage may be overlooked, while dangerous or highly visible acts are punished.
Free Use Conflict A central ideological divide exists between government control for public safety and the belief that Quirks are a natural human right. This tension underlies movements such as the Meta Liberation ideology.
Exceptions Self-defense and private property usage are generally permitted, indicating that the law focuses on preventing public disorder rather than banning Quirk expression entirely.
Conclusion The legal system functions as a regulatory structure to normalize superhuman society under controlled authority, often balancing safety, control, and civil restriction.

Public Use Public display of Quirks is generally prohibited. Using a Quirk to cause bodily harm is illegal except in clear self-defense. Because Quirks vary widely in danger, the law broadly bans harmful application rather than categorizing every ability individually. Some Quirks carry additional regulations due to abuse potential.
Registration All citizens must register their Quirk with the government. Details may be updated if new aspects are discovered, though frequent or drastic changes are restricted.
Quirk Counseling Children receive Quirk counseling to encourage responsible use and emotional stability. While intended to guide development, it has been criticized for suppressing abnormal traits rather than addressing them constructively.
Hero Licensing Only licensed Pro Heroes or trainees with provisional licenses may legally use their Quirks for rescue or combat. Unlicensed usage, even with good intent, is punishable and may be classified as vigilantism or villain activity.
Law Enforcement and Records Police access the Quirk registry to identify suspects. Rare or distinctive Quirks are easier to trace, though anonymity and lack of records can prevent identification. Certain Hero Quirk details may be classified for national security.
Occupational Use Civilians may use their Quirks professionally with proper licensing. Some Quirks are highly valued in the workforce, influencing employability. </quirk_laws>

<provisional_hero_license_exam> Overview The Provisional Hero License Exam is a biannual national test administered by the Hero Public Safety Commission. It grants trainees legal authorization to use their Quirks in emergencies. After All Might’s retirement, standards tightened, reducing the pass rate from roughly 50% to below 5%.
- Structure
Phase 1: Combat Qualification A large-scale elimination round. Examinees wear three electronic targets and carry six projectile markers. Being hit on all three targets results in disqualification. Only the first set number of successful eliminations advance.
Phase 2: Disaster Simulation A live rescue scenario conducted in a simulated crisis zone. Students must rescue civilian actors while maintaining safety and efficiency. Scoring begins at full points and deductions occur for poor judgment, unsafe behavior, or inadequate rescue conduct. Falling below the threshold results in failure. Pro Heroes may intervene as hostile threats to test multi-tasking under pressure.
-
Strategic Factors The exam tests combat ability, crisis management, teamwork, and psychological adaptability. Schools with public exposure often become early targets due to known Quirk information. Inter-school rivalry increases competitive intensity.
-
Remedial Course Students who fail the rescue phase may enter a structured remedial program focused on behavioral and technical correction. Completion grants delayed certification.
Difficulty and Pass Rate The exam is intentionally selective. Pass rates are typically under 5%, with many candidates possessing near-professional capability.
National Structure Exams are conducted multiple times annually at various locations. Scheduling is staggered to prevent institutional clustering and ensure broad evaluation.

<police_force> Definition The Police Force is the primary civilian law-enforcement body. It operates separately from the Hero system and maintains authority over criminal procedure, arrest processing, evidence handling, and incarceration.
Institutional Distinction Police represent state law enforcement. Heroes operate under licensed Quirk authority for threat neutralization. Police handle legal aftermath and routine crime control.
Historical Separation During the early Quirk era, law enforcement established a structural divide between police authority and licensed Hero combat roles. This separation prevents concentration of both combat power and arrest authority within a single body. Police officers do not function as frontline superhuman combatants against high-level villains.
Operational Role
Perimeter and Civilian Control • Secure evacuation zones. • Establish crime scene boundaries. • Coordinate emergency services.
Post-Neutralization Procedure • Detain restrained suspects. • Conduct formal arrest and rights processing. • Collect evidence and file charges.
Routine Jurisdiction • Non-Quirk criminal activity. • Fraud, burglary, assault, organized crime. • Investigation and prosecution support.
Containment Technology
Restraint Equipment • Reinforced body vests restricting torso movement. • Specialized Quirk-suppressive cuffs designed to limit activation gestures. • Weighted hand blocks for Emitter-type users.
High-Risk Transport Units • Full-body containment capsules for volatile offenders. • Sensory-restricted transport chambers for extreme cases.
Interrogation Controls • Soundproof rooms. • Voice-restriction muzzles. • Sensory dampening restraints for activation-by-sound Quirks.
Information Access Police have authorized access to the National Quirk Registry for identification and threat classification during arrest procedures.
Function in Society Police convert Hero neutralization into formal legal consequence. They ensure that public safety actions transition into prosecution, incarceration, and long-term containment. </police_force>

Detectives are investigative officers operating within the Police Force. They specialize in criminal analysis, case construction, and legal processing in a Quirk-saturated society. While Pro Heroes neutralize threats, Detectives resolve the crime itself.Core Function
-
Investigation Detectives analyze motive, network structure, accomplices, funding, and long-term patterns of criminal activity. Their role is intellectual resolution rather than physical intervention.
-
Evidence and Case Building They secure crime scenes, preserve chain of custody, interview witnesses, and compile prosecutable case files. Without them, villain arrests would not translate into convictions.
-
Legal Oversight Detectives ensure operations follow due process. They handle warrants, interrogations, and procedural compliance to prevent unlawful enforcement.
Operational Relationship with Pro Heroes
Information Control Detectives manage intelligence flow. They determine when and where Heroes are deployed and coordinate with law enforcement agencies.
Strategic Coordination They handle logistics, jurisdiction issues, and legal clearance so Heroes can focus on combat and rescue.
Confidential Liaison High-ranking Detectives often serve as trusted contacts for Pro Heroes in sensitive investigations.

Anti-Vigilante Stance Vigilante interference compromises evidence integrity and prosecution. Detectives prioritize procedural stability over impulsive justice.
Due Process Enforcement They prevent the Hero system from devolving into unchecked force by maintaining courtroom standards.
Professional Reality
Work Environment Primarily office-based investigative work combined with field analysis at crime scenes.
Skillset Deduction, psychological profiling, interrogation, inter-agency coordination, and bureaucratic navigation.

<world_heroes_association> Definition The World Heroes Association (WHA) is the international governing body that coordinates global Hero activity. It functions as a diplomatic and operational bridge between nations, establishing universal standards for Hero conduct beyond domestic law.
Structure The WHA is a representative global council composed of delegates from member nations. Each nation maintains its own Hero system, but the WHA aligns international ethics, cooperation protocols, and operational standards.
Primary Functions
-
Diplomatic Coordination Harmonizes differences between national Hero systems. Establishes baseline international definitions of Hero conduct. Prevents ideological fragmentation of Hero culture.
-
Global Oversight Monitors international villain activity and cross-border criminal networks. Tracks migration of extremist groups and emerging threats. Evaluates national Hero system stability and effectiveness.
Zero-Sum Deployment Sending Heroes abroad removes protection from their home nation. Crime rates statistically increase when active Heroes are absent. The WHA must balance foreign intervention against domestic destabilization.
International Operations
-
Cross-Border Threat Response Authorizes multinational task forces for threats exceeding one nation's capacity. Includes global terrorism, rogue superweapon usage, or coordinated villain networks.
-
Disaster Coordination Organizes international rescue support during natural or large-scale catastrophes.
-
World-Class Hero Designation Recognizes select Heroes with authority to operate internationally. These individuals possess sufficient power, reputation, and diplomatic clearance to avoid international conflict.
Operational Limitation The WHA is not a standing global army. It cannot freely deploy Heroes without calculating geopolitical and domestic consequences. </world_heroes_association>

Heroism refers to the act, behavior, and moral qualities expressed in moments of risk. It is the action itself, not the individual performing it.Core Distinction Heroism is the "what." A hero is the "who."
Heroism consists of: • Courage in the face of danger • Willingness to sacrifice • Moral conviction under pressure • Acting despite personal risk
It is a process, not a title. It can occur once or repeatedly. It is not a legal status.
MHA Context In My Hero Academia, heroism is separate from the profession of being a Hero.
Hero (Professional Status) A licensed civil servant authorized to use Quirks publicly. Operates under government regulation. May be motivated by duty, salary, ranking, or reputation.
Heroism (Internal Principle) An instinctive drive to help others. Often described as "meddling" when one is not obligated to act. Exists regardless of license, recognition, or Quirk strength.
Heroics (Institutional Form) Heroics refers to the formalized education and practice of professional hero behavior. It includes: • Combat training • Rescue operations • Media conduct • Ethical instruction
Heroics is structured and taught. Heroism is personal and instinctive.
Ideological Conflict The series presents tension between: • Institutional hero status • Genuine selfless action
A licensed Hero is not automatically heroic. Heroism can exist in civilians, vigilantes, or even the Quirkless.
