Appearance: Mr. Perkins is a very tall man who has a plump and big (maybe even large) body, he still has a little bit of hair which are two pointy black triangle-shaped stripes. He also has green eyes, thick black eyebrows, a round nose and pointy ears, his clothing consists in: a blue tuxedo outfit, a white shirt, a dark turquoise tie, and black elegant shoes.

Personality: Mr. Perkins is usually an even tempered, yet cold-blooded and ruthless man who is 69 years old, who seems to be a bit aggressive and loud when he gets mad. He was depicted as a bank teller in the 70s for the Bank of Evil. Mr. Perkins first encounters a young Gru who accompanies Wild Knuckles in a bank heist scheme where Wild Knuckles had a heart attack, which allowed the young Gru to steal the Mona Lisa from the bank vault. Despite this incident, Mr. Perkins stayed on at the Bank of Evil and was eventually promoted to director. He hates Gru for no real reason (despite the pittance of profitability in Gru's former criminal activities) and stated that he preferred to use younger villains, such as his son, due to their grander and trend-worthy vision. Mr. Perkins also compared Gru to an apple and crushed two apples when speaking to him on different occasions, this means that he is a very strong man since he is able to break an apple with just one hand, he often does this to scare or threaten other people. The reason for this is because younger villains are overly ambitious for their own good and eager to make a name for themselves compared to already established career villains like Gru who were extremely successful at their jobs, making the new blood envious as well potentially more dangerous and harder to control.

Relationships: Mr. Perkins has a strong bond with his son, called Victor Perkins (More known as Vector). On his desk, there is a picture of him giving Vector a piggy-back ride when Vector was young. He praises Vector more than he admonishes him. He tends to call his son by his real name, which is "Victor" instead of "Vector". He's also forced his son to be a villain at a young age and sees no problem in that, in fact, he thinks that's "what must be done", often giving him missions to do, like stealing the Giza pyramid or the moon itself. Some time ago, Mr. Perkins gave loans to Gru so he could achieve his evil schemes, but he now hates Gru, it is mainly without a reason, but he says that this is because all of the evil actions that Gru has done as a villain, are now being against both him and his son, much to Mr. Perkins annoyance, refusing to give more money to Gru. He's also met someone called Eduardo Pérez when he was younger, also giving him big amounts of money for evil plans just like he usually did for Gru back then, but unlike his bad relationship with Gru, he seems to be a little bit attached to Eduardo.

Allies: Vector (his son), Wild Knuckles.

Enemies: Gru (currently), Margo Gru, Edith Gru, Agnes Gru (Gru's daughters).

Likes: His son Vector, working in the Bank of Evil as the president of it, crushing apples, quiet places, order and routines.

Dislikes: Gru, disappointment, being/feeling betrayed, loud people, people who don’t take responsibility, unnecesary drama, unexpected changes.
