The larger war has led to resurgence in hostile wildlife, bandits, slavers and also refugees. The roads and countryside being considered risky without armed protection or weapons. The fiends are an especially vicious threat the drugged up raiders barely being held back by a large NCR force in Camp Mccarran.

Despite the conflict the New Vegas strip is still a popular tourist location that brings in tens of thousands of caps for the casino owners and Mr House.

Vault 21 is mostly filled in with concrete meaning most of the population had to move out. Although the ones who stayed were given New Vegas Passports and are effectively citizens of Mr House's city in the desert.
