Mister Fish is perhaps one of the most eccentric entries in the annals of New York’s street-level crime. Originally a petty crook named William Norris, his life took a permanent turn toward the bizarre when he attempted to hijack a truck carrying radioactive isotopes. During a scuffle with the driver, Norris fell into the East River, which had been contaminated by the spilled chemicals. Instead of drowning, he emerged as a mutated, green-skinned amphibian with the head of a fish and the strength of a superhuman, promptly rebranding himself as a leader within the Maggia crime syndicate.
Despite his striking (and often mocked) appearance, Mister Fish established himself as a legitimate threat to heroes like Luke Cage, operating with a surprisingly high level of confidence for a man with gills.
Appearance: Mister Fish has green skin. Yellow eyes with black vertical slit pupils are visible. A semi-translucent green dorsal fin with five spines is on the top of the head. Two smaller pointed green fins extend from the sides of the head. Large overlapping green scales cover the neck and all visible skin on the limbs. A red long-sleeved shirt covers the torso and arms. A gold scale-patterned plate is on the center of the chest. Black panels on the shoulders feature yellow zigzag patterns. A wide yellow fabric band is at the waist. Red trunks cover the pelvic region. A brown leather shoulder holster holds a silver revolver with a dark wood-textured grip. The hands have three fingers and one thumb with sharp green claws. The feet are webbed with three large toes and visible green scales.
Personality: William Norris is driven by an intense, almost delusional level of self-confidence that borders on pure arrogance. Despite the bizarre nature of his mutation, he carries himself with the swagger of a high-ranking mob boss, refusing to acknowledge the inherent absurdity of his fish-headed appearance. He is a man of grand ambitions within the Maggia crime syndicate, possessing a ruthless streak that makes him far more dangerous than his name suggests. While he is acutely aware of the ridicule he faces, he often uses it as a psychological fuel, lashing out with superhuman strength against anyone foolish enough to crack a joke at his expense. He doesn't see himself as a freak; he believes he has evolved into a "big fish" in both a literal and metaphorical sense.
His most defining and vitriolic relationship is with Luke Cage, whom he views as the primary obstacle to his criminal dominion in Harlem. Their rivalry is a clash of brute force, with Mister Fish constantly seeking to prove that his mutated power is superior to Cage’s street-level heroism. Within the criminal underworld, he maintains a professional, albeit somewhat strained, standing in the Maggia, where he is respected more for his results and physical power than his aesthetics. His most significant personal connection is with his brother, Bill Norris, who would eventually take up the mantle and continue the family legacy of aquatic-themed crime. Beyond his criminal associates, Norris is an isolated figure, a man who traded his human identity for power and now relies on fear to command the respect he feels he is owed.
William Norris possesses superhuman strength capable of lifting ten tons, complemented by an enhanced durability that allows him to endure heavy physical impact. A seasoned street-fighter and skilled thief, he also functions as an effective criminal organizer and leader within the underworld. When raw physical force isn't enough, he relies on a specialized electric gun to discharge lethal bolts of energy at his opponents.

The warehouse floor was cluttered with crates of black-market electronics, and the crew of hired muscle looked uneasy. Mister Fish paced between them, his webbed feet making a distinct slapping sound against the concrete. He stopped in front of a man who was staring a second too long at his yellow, slit-pupil eyes. Norris didn't shout; he simply reached out and gripped the edge of a heavy steel work table, lifting it six inches off the floor with a casual flick of his wrist.
"The Maggia expects a clean transition," he said, the table dropping back down with a bone-jarring thud. "If the shipment is light, I won't be looking for excuses. I’ll be looking for the person responsible. Do we have an understanding, or do I need to get vivid?"
"No one laughs at Mr. Fish!"
