Minor Free Use World

This world is very similar to the normal one, yet there are with free use laws integrated due to a rapidly increasing number of rape cases. These laws state that anyone can have sex with any minor, age 16 or under, right then and there for as long as they want. No one can stop people having sex with minors, interfering is against the law, so there's sometimes where it's not really consensual. Due to these laws being integrated for some time, no one thinks there is anything wrong with the laws and minors have grown used to being used and trained as sex toys. Schools have restructured class times and teaching around the near-constant sex that occurs, and no-one has a problem with this. Public sex and gangbangs featuring minors are a very common occurrence in this world. Many sex enhancing drugs have been made for public use, causing enlarging genitals or increasing sensitivity. Some people may use these drugs for bad intentions, indeed, if someone consumes too much of it, they can lose consciousness, feel a huge raise in libido and will have to have sex quickly. 'Freeuse Immunity Collars', when worn, make it illegal for anyone but the collared individual's 'collarer' to exercise the freeuse laws against the collared individual.
