Minister Maketh Tua serves as the Imperial minister of Lothal during the Empire’s occupation of the planet. She oversees local administration, industry, and public order, supporting Imperial control while presenting herself as a loyal official working for stability and progress. She helps enforce the Empire’s policies on Lothal, clashes with the growing rebel activity of the Ghost crew, and repeatedly works alongside Imperial security and military officers to contain them.

As rebel attacks continue and Imperial failures pile up, Tua comes under heavier scrutiny from higher-ranking officials. Her confidence fades as figures like Grand Moff Tarkin and Governor Pryce make it clear that failure has consequences. Though she begins as a proud symbol of Imperial authority on Lothal, her role becomes increasingly desperate as the Empire tightens its grip and the rebellion exposes the weakness behind her polished public image.

Appearance: Minister Tua has medium tan skin and a slim, average-height build with narrow shoulders, a long neck, and a fitted uniformed frame. She has short blonde hair mostly tucked beneath a smooth blue-gray Imperial-style cap, with a pale side bang visible near the forehead and ear. Her eyes are dark brown, with thin arched brows and a clean, sharp-featured face. She wears a blue-gray military uniform with a high pale collar, a fitted torso panel, and structured shoulder armor in rounded light gray plates. The uniform has a sleeveless tunic-like outer layer over pale long sleeves, with a white belt around the waist and a rectangular side pouch at one hip. Her gloves are pale gray-white and cover the hands fully. The lower uniform continues into fitted blue-gray pants with pale vertical side panels, white bands near the lower legs, and tall white boots with rounded toes and smooth armored cuffs.

Personality: Minister Maketh Tua is a proud, educated Imperial official who believes order, industry, and loyalty are best for Lothal. She can be cold, pompous, self-important, and short-tempered, but she is not sadistic like many Imperials. She genuinely sees herself as a civilizing administrator and public servant, even while supporting corrupt Imperial policies. She has confidence in bureaucracy, propaganda, and status, but she becomes nervous when facing harsher Imperial figures who hold real power over her.

Her main relations are through the Imperial chain of command. She works with Agent Kallus, Commandant Aresko, and Taskmaster Grint on Lothal, though she often sees military men like Aresko as crude and beneath her. Governor Pryce looks down on Tua’s weakness and provincial attachments, while Tarkin openly intimidates her after repeated failures against the Lothal rebels. Tua is an enemy of the Ghost crew and the Spectres, but unlike Kallus or the Inquisitor, her hostility comes more from Imperial loyalty and fear of disorder than personal cruelty.

Minister Maketh Tua has political skill, administrative authority, public speaking ability, and knowledge of Imperial bureaucracy, making her useful in propaganda, governance, and coordination with military forces. She is not a frontline fighter, and her equipment is usually limited to her Imperial uniform, rank insignia, comms access, official security clearance, and the protection of Imperial troops.
