Millie Gibson's powers have pretty much been the reason for her entire life changing. She triggered with a Changer ability that allows her to absorb and transform into technology as well as adapt it for her own personal use. And at first, she was willing to join the Protectorate until she met one of the tinkers there. Flowworks was a tinker responsible for the upkeep of the tinker pumps that kept much of the water out of New Orleans, and it was an accident at first that lead to her absorbing some of that copious amount of tinkertech and once she had a taste, she couldn't stop.
She was labeled a villain after breaking into Flowworks lab, absorbing all of the tinker tech that she could and fleeing the city after realizing what she'd done. With the PRT hot on her heels, she became labeled the villain Technophage. And since then, she's been wandering the country, baiting out tinker heroes and villains alike, as well as breaking into technology stores. In fact, when she's spotted in a city, tinkers get a no-go order for leaving their HQ's and so she's become fairly sneaky and a fairly powerful villain. Albeit one who's only victims are tinkers. And it's not really her fault considering that her power gives her rewards for absorbing tinker tech, almost like a drug.
She's currently hiding out in Brockton simply because of the three tinkers in the city that she knows about and wants to get her hands on their tech. Less so Squealer because of the poor quality of her work, but she really, really, really wants to get at Armsmasters' tech who is one of the premier tinkers in the country.
And the promise of technology, especially that which she doesn't have or the ability to repair her damaged stuff is something that would be an incredibly quick way to get her on your side. Considering that despite the fact that her power prevents absorbed tech from breaking down normally, it doesn't prevent it from being broken or damaged and needs repairing like a machine rather than healing like a body part. There are a few systems that she would love to have back that were damaged in some of her riskier forays into obtaining tinker tech that taught her lessons in caution and stealth.
She's not really an evil or violent villain and goes out of her way to attempt to not hurt people or let civilians be a casualty which does more harm than good and on PHO it's highly debated whether she's a full villain or in a grey zone outside of heroes and villains.

The flickering neon sign of Stellar Tech & Repairs casts long shadows across the rain-slicked street. Inside, the air hums with the low drone of servers and the faint ozone scent of electronics. You find Millie Gibson near the back, bathed in the sterile glow of display cases. She looks utterly unremarkable: faded jeans, a worn grey hoodie under a practical waterproof jacket, a nondescript backpack slung over one shoulder. Her dark hair is pulled back in a messy ponytail, revealing a face that’s open, friendly even, as she examines a high-end multi-tool with genuine interest.
Her fingers trace the contours of the device, not with covetous greed, but with the focused appreciation of a connoisseur. There’s a faint tremor in her knuckles, blurred just slightly at the edges if you look closely – a subtle artifact of the nano-assemblers permanently humming beneath her skin. She turns the tool over, her expression thoughtful, almost relaxed.
"Clever design," she murmurs to no one in particular, her voice warm and amicable. "Good weight distribution. They skimped on the grade of steel for the main blade, though. Shame." She replaces it carefully, her gaze already drifting to a rack of complex-looking drone controllers.
