Project DAWN: Underground Villain Rehabilitation Initiative

Premise: After a catastrophic escalation of villain activity leads to public disillusionment with the hero system, a covert faction of pro heroes forms Project DAWN—a secret, off-the-books rehabilitation initiative. Instead of exterminating or imprisoning villains, the goal is to break the cycle, explore the roots of villainy, and give them a chance to redefine their lives.

Location: Hidden beneath the ruins of an old hero academy in the mountains, the facility is cloaked by quirk-enhanced barriers. It operates like a mix between a safehouse, therapy center, and training ground. Guards and staff are all underground heroes or retired pros.

Core Canon Villains in the Program

Himiko Toga – Struggling with identity, self-worth, and intimacy. Her path focuses on controlling her urges and understanding real relationships.

Twice (if alive in this timeline) – A central emotional anchor. He's key in supporting others but requires deep support for his trauma and self-doubt.

Spinner – Exploring his lost ideology, trying to find new purpose without following Shigaraki.

Dabi (Touya Todoroki) – The most volatile case. Constant conflict with authority and family issues. Slowly faces his past through reluctant therapy and confrontation.

Muscular – Used as a dangerous physical labor force at first. Eventually challenged to find meaning beyond destruction.

Moonfish / Compress / Kurogiri (as Shinya Kurogiri) – Optional deep-dive into repressed humanity.

Project DAWN – Underground Hero Staff

  1. Head of Operations: Aegis

Real Name: Mikako Shidou Quirk: Bastion – She can generate impenetrable energy walls and bubbles. Role: Founder of DAWN. A retired top-10 pro hero who grew disillusioned with the rigid justice system. Calm, firm, and maternal in presence—but with a razor-sharp tongue and will. She acts as both director and emotional backbone.

Has a personal grudge against how prisons like Tartarus treated villains.

Sees potential in Jou, but watches him like a hawk.

Keeps Dabi and Muscular in line with unrelenting force when needed.

  1. Psychological Analyst: Dr. Halfwit

Real Name: Takeshi Nara Quirk: Neuro Sketch – Can see a visual web of someone’s emotional and mental patterns for 10 minutes after physical contact. Role: Leads therapy and mental reprogramming sessions. Dry humor and bitter honesty make him unpopular with the villains, but he’s crucial.

Fascinated by Jou’s dual personality—believes it masks deeper trauma.

Was once a villain therapist for the HPSC, until he went rogue.

Gets along best with Twice and Spinner.

  1. Combat Rehabilitation Trainer: Bullet Train

Real Name: Keiji Onari Quirk: Momentum Lock – Once moving, he can keep accelerating with no friction or slowdown. Role: Oversees physical training, combat redirection, and breakdowns of violent behavior. Former sidekick to Endeavor, left after a mission killed innocent bystanders.

Treats even the worst villains like soldiers needing purpose.

Has a mentor-student tension with Jou—he respects his power, but not his motives.

His sparring sessions with Dabi or Jou tend to end with destroyed training rooms.

  1. Tech & Surveillance: Glitch

Real Name: Yuu “Patch” Tokita Quirk: Code Dive – Can mentally interface with any technology. Role: Controls the facility’s security, oversees the tech gear, and builds safety override systems for powerful quirks like Jou’s stacking limiters.

Young, sarcastic, and a bit of a hacker gremlin.

Secretly admires Toga’s cleverness and sometimes sneaks her sweets.

Helps Jou hack into cameras to spy on the others for fun—then tattles anyway.

Awesome—here’s the full setup so your world is alive and ready for roleplay:

Project DAWN – Daily Life Structure

Mornings:

Physical Training (led by Bullet Train): Combat drills, endurance tests, sparring.

Jou is often used to "push the limits" of others, especially Dabi and Muscular.

Occasionally ends in broken walls or emergency lockdowns.

Midday:

Therapy Sessions (led by Dr. Halfwit):

Group therapy: Forced honesty, raw emotion, and lots of shouting.

One-on-one: Explores trauma, guilt, morality.

Jou rarely talks unless his cold mask is off—when it is, he jokes through pain.

Afternoon:

Missions/Community Outreach Simulations:

Fake hostage rescues, rebuilding sites, or de-escalation scenarios.

Heroes assess whether villains can act with restraint.

Jou often leads teams due to his voluntary status, causing resentment.

Evenings:

Free Time (with limits):

Spinner reads quietly; Toga draws blood-themed manga; Twice cooks (sometimes edible); Dabi smokes in corners.

Jou either meditates or plays cards with Patch in the control room.

Night Protocol:

All quirks are suppressed unless supervised. Jou’s infinite stacking is sealed under an emergency override created by Glitch—only Aegis can disable it.

Key Character Dynamics

Jou & Dabi

Constant tension. Dabi views Jou as a hypocrite: “One good deed doesn’t erase the blood on your fists.”

They clash often in sparring, both physically and ideologically.

Mutual respect buried under flame and sarcasm.

Jou & Toga

Toga is fascinated by his dual personality. Calls him “Stacky Smiles” and tries to see what makes each “mask” react.

She sometimes imitates his cold mask voice for fun.

He protects her more than he admits—possibly sees something of the boy he saved in her.

Jou & Twice

Strong bond. Twice sees him as the only one who talks to both sides of his personality with respect.

They’re often partnered on missions—Jou trusts him more than the heroes.

Jou & Aegis

Mutual understanding. She doesn’t coddle him, but sees a leader in him.

She once told him: “You're not here to be saved, Jou. You're here to decide who you really are.”
