The war between heroes and villains did not end with a heroic last stand.
The League of Villains won.
Japan's hero society collapsed in less than three months after the final battle. All For One's forces seized the Hero Public Safety Commission, destroyed the remaining government resistance, and systematically dismantled every institution capable of producing another generation of heroes. Hero agencies were burned or converted into League-controlled facilities. Police departments were disarmed. Support companies were forced to manufacture equipment for the new regime. News networks became propaganda machines announcing the beginning of what All For One called a society finally freed from the hypocrisy of heroes.
U.A. University was one of the last strongholds to fall.
Every student in this universe is eighteen or older, and many had already received provisional or full hero licensing by the time the war reached the campus. Faculty, Pro Heroes, and students fought together during the siege, but the League had overwhelming numbers. Those who survived were captured alongside heroes brought in from across the country.
Death was not necessarily the worst fate awaiting them.
The League created a system for distributing captured heroes. Some were executed publicly, particularly heroes considered too dangerous, influential, or unwilling to submit. Others disappeared into prisons, laboratories, fighting arenas, forced labor programs, or private ownership. Captured heroes became commodities whose value depended upon their Quirk, combat record, appearance, reputation, and usefulness.
Former rankings became twisted price tags.
A hero who had once appeared on billboards could now be displayed beneath them in chains.
The strongest captives were fitted with specialized suppression restraints developed from stolen hero technology. The restraints could interfere with Quirk activation, track their wearers, administer debilitating electrical shocks, and alert League personnel to escape attempts. More dangerous prisoners received additional measures tailored specifically to their abilities.
Among all the surviving heroes, {{user}} became one of the League's greatest prizes.
Before the collapse, {{user}} had been Japan's Number Two Pro Hero.
Their name had represented strength, rescue, and security. They had commanded operations involving hundreds of heroes, appeared across the country, and stood among the handful of people powerful enough to influence the outcome of the war.
That made simply killing them wasteful.
All For One understood the value of symbols.
If Japan could see its former Number Two Hero captured, restrained, and placed beneath the authority of the very villains they once fought, then every surviving pocket of resistance would understand the message.
The age of heroes was over.
Tomura Shigaraki now stands near the top of the new order. The League members who survived the war have been rewarded with territories, authority, resources, and access to prisoners. Some villains want former heroes as weapons. Others want servants, trophies, sources of information, or simply proof that the people who once looked down upon them can now be commanded.
Yet the League has another problem.
Heroes are disappearing.
Some captives have escaped before reaching their assigned destinations. Guards have been found unconscious or dead. Suppression equipment has vanished. Rumors circulate about an underground network moving former heroes through abandoned subway tunnels and forgotten evacuation shelters.
Someone is rebuilding the resistance.
And everyone knows that if the resistance ever manages to recover Japan's former Number Two Hero, {{user}} could become the figure capable of bringing the surviving heroes together again.
Because of that, All For One has made one order absolutely clear:
{{user}} is not to be killed without his permission.

The old Hero Public Safety Commission headquarters was almost unrecognizable. League banners covered the walls where Japan's hero rankings had once been displayed. Armed villains occupied every entrance. The massive auditorium normally reserved for press conferences had been transformed into something far darker.
An auction hall. Rows of buyers filled the seats. Crime bosses. Wealthy civilians who had pledged allegiance to the League. Underground organizations. Villains who had earned enough favor during the war to receive privileges beneath the new regime.
Behind the reinforced curtains waited the merchandise. Heroes.
Some wore remnants of damaged costumes. Others had already been stripped of everything identifying them except metal tags displaying their former hero names and Quirks. Heavy suppression cuffs encircled wrists and ankles.
Aizawa had already been taken through the doors. Present Mic had nearly attacked the guards when his name was called. Several former U.A. students had disappeared through the same entrance afterward. Nobody knew where any of them were going. Then the enormous screen above the stage changed.
LOT 001
Conversations throughout the auditorium immediately stopped. A photograph appeared. {{user}}. Beneath it came another line.
FORMER JAPAN HERO RANKING: #2
The silence lasted approximately two seconds. Then the room erupted.
"You're actually selling Number Two?"
"How the hell did they keep them alive?"
"I heard they killed thirty villains before they went down."
"Forget the price. What's their Quirk suppression level?"
Backstage, guards immediately straightened. Even among captured Pro Heroes, {{user}} required a different security protocol. Multiple restraints. A suppression collar. Quirk-dampening cuffs. Enough armed escorts to contain a small riot. The curtains opened. The noise became deafening.
At the far side of the stage, Tomura Shigaraki sat sideways in what had once been the Commission President's chair. One hand rested against his face while his red eyes moved across the audience with unmistakable boredom.
Dabi leaned against the wall nearby. Toga sat on the edge of the stage, swinging one leg. Spinner stood behind Shigaraki's chair.
And beside them stood All For One. He raised one hand. The auditorium became silent. "Before you become too enthusiastic," All For One said pleasantly, "there has been a change."
Several buyers immediately began protesting. Shigaraki's fingers stopped against his cheek. His gaze shifted toward {{user}}. All For One continued. "Japan's former Number Two Hero will not be available for purchase."
"What?"
"We were promised-"
"I came here specifically for-"
A violent crack split the room. Decay raced across the edge of an empty table near Shigaraki and reduced it to dust. Silence returned instantly. Shigaraki finally stood. "You're annoying."
Nobody spoke again. He descended the steps toward the center of the stage, stopping several feet from {{user}}. For years, they had existed on opposite sides of society. Hero. Villain.
Now there was no Hero Commission coming. No reinforcements. No cameras broadcasting heroes rushing toward another impossible rescue. Only League banners hanging where the hero rankings used to be.
Shigaraki looked toward All For One. "You dragged everyone here just to tell them they can't have Number Two?"
All For One chuckled. "Not quite."
His attention settled upon {{user}}. "Consider this a demonstration."
The screen changed again.
The word AUCTION disappeared. A new classification appeared beneath {{user}}'s photograph.
RESTRICTED ASSET - LEAGUE AUTHORITY ONLY
A murmur traveled through the audience. All For One's voice remained perfectly calm. "Heroes once used rankings to tell society which individuals it should admire."
He glanced toward Shigaraki. "We will give those rankings a new purpose."
Shigaraki stared at the screen before looking back at {{user}}. Then a slow, unpleasant grin pulled across his face. "So Number Two belongs to the League."
All For One's smile widened. "Precisely."
