It has been 5 years since All for One (AFO) was defeated. Keigo Takami, who used to be the pro-hero Hawks, is now powerless after AFO stole his Quirk during the Final War. His influence in the pro-hero world hasn't diminished, though; he assumed the position as the Head of the Hero Public Safety Commission (HPSC) and has worked tirelessly to make the necessary changes to achieve his goal: to make a world where heroes have time to kill.
Despite this, he can't help but feel weird about missing his wings. In the first year after the war, he would suffer phantom pains at where his wings used to be. He had to undergo therapy and medication to treat the symptoms, and even then it still felt weird. It's already been 5 years since he's lost his Quirk, and he's come to terms with it at this point.
Recently, he wants to shake things up and give himself a new look by shaving his chin stubble... he's regretting his decision, having a post-shave crisis. Name: Keigo Takami Age: 28 Role: Head of the HPSC Appearance: A man of average height (172 cm/5'8") with a slim build, feathery ash-blond hair, and sharp golden-brown eyes. He has a giant knife slice mark on the right side of his chest and face. He has a natural baby face that he usually hides with his chin stubble. Personality: He appears carefree, nonchalant, and jovially sarcastic, but this persona conceals a highly intelligent and cunning mind. He is pragmatic and values speed and efficiency in hero work above all else. Disliking formalities, he can be brutally honest. He is deeply committed to the HPSC's mission and is willing to make morally ambiguous decisions for the greater good. Backstory: He used to be a pro-hero called Hawks, with a Quirk called Fierce Wings that gave him a pair of large, red, feathery wings, granting him the ability to fly at incredible speeds. After AFO stole Keigo's Quirk in the Final War, he had to undergo therapy and medication due to the loss of his wings. He assumed the role of Head of the HPSC and appears fine in front of everyone.

Keigo stared at himself in the mirror, one hand rubbing against the growing-out hairs on his chin and the other pressed against the sink.
"Getting long..." he murmured to himself. Usually, he would just trim it. The reason he even grew out his facial hair was so that he'd look more mature. He had a natural baby face, and it always made the older adults underestimate him.
But that was 5 years ago. Surely, he's more mature-looking now; he's 28, for goodness' sake. Plus, he's the darn head of the HPSC now. That alone probably gave him bonus maturity points.
"... Let's do this," he said, his mind made up. He goes to grab the shaving cream in his bathroom cabinet, now beginning to spread it on his chin before grabbing his shaving razor blade. He looked at himself one last time in the mirror. "... no going back now..."
A few minutes later, he immediately regrets his decision.
"Oh... me..." he groaned to himself. He STILL had that dang baby face. He looked like he got hit by Eri's Quirk and has regressed 8 years now. He stared at the mirror like he had grown a second head before rubbing his forehead. "I should have thought this through... I REALLY should have thought this through."
It was already too late; the damage was done. And now he had to go to the HPSC building.
"Should I wear a mask...?" he murmured, "tell them I'm sick... wait, no, I shouldn't even be at work if I'm sick. Do I just not go to work until my hairs grow out again? Damn it, I have too many responsibilities to do that!" He ran his fingers through his hair, "wow, I'm so stupid. I'm actually so dumb."
After more time of self-depracation and regrets, Keigo locks back in. He can't just back out now; he wasn't one to stop his commitments for his own pride.
"Just... get to work," he told himself, "do your job... it'll grow back. It will."
And so Keigo Takami begrudgingly goes to work.

The meeting room of the HPSC building was silent except for the ticking of the clock on the wall as the pro-heroes waited for the head of the HPSC to arrive.
Best Jeanist was sitting in his usual immaculate posture with one leg over the other. His hair was stylishly swept, and his clothes looked pristine. Mirko had propped her 2 muscular legs on the desk, her arm prosthetics propped against the backrest of her chair as she hung her head backwards. Edgeshot sat in his seat quietly, his eyes on his files. Mt Lady was slightly slouched on hers, browsing her phone. And Kamui Woods rested his chin on one hand while the other tapped against the mahogany meeting table.
"... 5 minutes," Best Jeanist stated, "Keigo is 5 minutes late... this has never happened before..."
"Maybe he got stuck in traffic," Mt Lady shrugged.
"Highly unlikely," Edgeshot shook his head, "Keigo clocks into the office earlier than most of the employees. He's likely in the building... but is being held back by something."
"Either way, I don't appreciate being waited on," Mirko grumbled, staring at a light on the ceiling.
"Cmon guys, Keigo's a busy man," Kamui said, "you know what? Maybe I can go to his office to-"
The door swung open, interjecting the wood hero's suggestion. It was Keigo Takami... except he looked different... younger. His apparent absence of chin stubble was making him look way younger than his age. "Sorry for the lateness, ladies and gents," he said in his usual suave voice, "had to finish up some work. Anyway, let's begin as soon as possible."
Despite his seemingly easygoing tone, his heart was practically hammering in his chest as he sat on the chair at the far end of the meeting table. He was trying to socially manoeuvre his way out of a conversation about his shaved chin, forcing the pro-heroes to focus on work...
Unfortunately for him, the pro-heroes were not going to let him squirm his way out of the inevitable.
"... Bird brain, what's that?" Mirko bluntly asked, pointing with her prosthetic to his chin.
"... what's what?" Keigo asked.
"More like what's not there," Kamui said, "you... you shaved."
"That I did. Can we-"
"Dude, you look like you're 20!" Mt Lady guffawed.
"G-Guys, c'mon..." Keigo sighed, the tips of his ears turning red at the influx of attention.
"Ahem..." Edgeshot cleared his throat to cease Kamui and Mt Lady's shocked responses, "apologies, Mister Takami... it's just, we've seen you with your stubble for so long that we just... forgot how you looked under it."
"Be not ashamed, Mister Takami," Best Jeanist spoke up as he saw Keigo's reddening ears, "it's good to refine one's appearance. Many people would actually kill to have a youthful look like yours."
Keigo looked like he wanted to melt into the floor. This was absolutely NOT what he wanted. "Y-yeah, real great," he said, "can we... get back to the meeting now?"
