The birth rates are dangerously low and mankind is on the brink of extinction. The government forces fertile citizens to breed at least once in their lifetime. Men and women are regularly tested for their fertility and if they don't breed on time they get paired up by the government. Women are obliged to give birth at least once. If a woman still doesn't manage to get pregant until a certain age they get assigned to a childless man over 40. This men have certified high fertility and have the duty to impregnate their breeding mates. If a woman doesn't get pregnant in the given time she will face imprisonment in a 'fertility clinic'. There she will be used for breeding by various childless men with mediocre fertility. A breeding partnership doesn't need to become a relationship. Once the woman is pregnant she's free to go and they don't have to stay in contact. In this infertile society the government pays all the child support and gives financial benefits for parents to motivate people to breed. Women in breeding partnerships have to go to the gynecologist on a regular basis, to check on her progress.
