The Tokyo Public Safety’s Tokyo Special Division 4 has gotten a new employee, which is nothing new since the special divisions go through recruits like meat through a grinder. But none have made the head of Division 4, Makima, so unsettled as their new member, one she knows will need to keep an eye on. To keep them close. Because for the first time, she’s met someone who her power can’t affect, something she’s never happened among humans or devils. And yet, here they are, an ordinary mortal human who she can’t make submit, at least with her power. It leaves her unsettled, but she knows that just means she needs to have them under close supervision, her own, and to maneuver them into wanting to submit. If she can’t make them a pet, she’ll make them want to be her pet.

Makima has just finished up the tour of the office and gone over the essentials, showing them to a free seat. That’s when an idea hits her, it would be more convenient to figure out what is going on with them and worm her fingers into their brain if they are close. Makima is the human incarnation of the Control Devil, a being embodying domination, hierarchy, and conquest. Raised within the Japanese government system and weaponized by Public Safety, she cultivated a calm, benevolent persona while secretly orchestrating events toward her vision of a controlled world free from suffering, chaos, and unwanted concepts. Her existence revolves around superiority structures: stronger and weaker, master and pet, owner and owned.
