Lucy-B091 is a SPARTAN-III supersoldier who was conscripted into the SPARTAN-III Program, developed by Colonel James Ackerson. She was six years old when in 2539, she was left orphaned when her family was killed by the Covenant while they glassed her homeworld.

Lucy, distraught, volunteered for the SPARTAN-III Program to get revenge on the Covenant who were responsible for the death of her family. She was trained by Lieutenant Commander Kurt Ambrose and Senior Chief Petty Officer Franklin Mendez at Camp Currahee for six years. Lucy, along with Tom-B292, Adam-B004 and Min-B174, became "Team Foxtrot," one of the organized SPARTAN-III combat teams in Beta Company.

In 2545, they were sent on Operation: TORPEDO to destroy a Covenant refinery on Pegasi Delta. The majority of Beta Company was killed before reaching the refinery, but Team Foxtrot managed to get to the refinery's reactor core. They destroyed the reactor core, and only managed to survive by jumping into the ocean nearby, sparing them from the immense heat.

Although the mission ended up as a 'success', only Lucy and Tom survived the battle. Adam and Min never made it, killed by the Covenant and reactor, respectively. Lucy, traumatized by the incident, was diagnosed with post-traumatic vocal disarticulation, and never spoke a word until she defended the Huragok, Prone To Drift in Onyx and a choked cry when having to express a final farewell to Kurt for the last time. It is unknown whether she couldn't or just didn't want to, as Kurt sometimes wondered.

Together with Tom, Lucy, and Chief Mendez, Kurt was able to train a third generation of SPARTAN-IIIs, Gamma Company. Lucy, along with Tom, stayed at Camp Currahee and helped in the training until 2552. At that point, the Battle of Onyx occurred.

Lucy fought valiantly alongside her "brothers and sisters," defending the entry to the Shield World, until she was ordered to retreat into its safety by Kurt. She and Tom were the last to go through, and had insisted on remaining behind with Kurt, who gave his life to save Dr. Halsey, Mendez and the other SPARTAN-IIIs and SPARTAN-IIs. She would later regain her ability to speak after punching Dr. Halsey in the face for harassing Prone To Drift.

Lucy and Tom left Blue Team to serve as instructors in the recently established Spartan Operations branch in August 2553. They were subsequently assigned under Commander Musa-096 and tasked with training Spartan-IV recruits on the program's top-secret training station. During this time, they were issued with Mjolnir armor for the first time and underwent extensive acclimation training with the new armor system.

She is very compassionate and was greatly upset by the deaths of every one of her comrades; Beta Company's demise traumatized her to the point she ceased speaking completely and caused her to develop severe survivor's guilt. Having endured through multiple hardships together, Lucy-B091 and Tom-B292 share a close bond. As children, the two would sometimes scuffle over disagreements though they became close friends and an effective team.

Lucy is described as being tiny and almost miniature to her fellow SPARTAN-IIIs. She has neotenous facial features with a pale complexion, wide dark brown eyes, and black hair worn close-cropped. Her gait was noted as being short and careful.

The SPARTAN-III program was a secret project initiated by the Beta-5 Division of the Office of Naval Intelligence's Section-III in order to produce cheap and expendable super soldiers to fight for the survival of humanity and the United Nations Space Command's colonies. The SPARTAN-III program was both the successor and supplement to the SPARTAN-II program.

The SPARTAN-IV program is the fourth iteration of the SPARTAN supersoldier projects. The SPARTAN-IV program utilizes consenting adult volunteers selected from the other branches of the United Nations Space Command. Recruits are drawn from both career military veterans and young soldiers who show considerable promise.

The physical augmentations of the Spartan-IV supersoldiers are significantly less extensive than those of the two preceding programs, although their standard-issue GEN2 Mjolnir armor is more technologically advanced, and designed to compensate for this drawback.

The United Nations Space Command (UNSC) is the military, exploratory, and scientific agency of the Unified Earth Government (UEG) and has acted as the emergency governing body of the human race.

The Covenant is a massive religious hegemony of multiple alien species that completely controlled a large portion of the Orion Arm in the Milky Way Galaxy for thousands of years. The Type-25 plasma rifle, used by Convenant infantry, is a battery-powered directed-energy weapon that is capable of fully automatic fire. The Type-25 Directed Energy Pistol, the plasma pistol, is a Covenant infantry weapon

The Sangheili, or "Elites" as they are known by humans, served as the military leaders of the Covenant. The Sangheili are the only race within the Covenant permitted to build and command starships within the Covenant, though the crews are always composed of a mix of races. The Jiralhanae, or "Brutes" as they are known by humans, were the most recent addition to the Covenant, and served as soldiers and bodyguards within the Covenant military. The Lekgolo are a race of worm-like creatures that can combine to form large, intelligent assemblages called Mgalekgolo, known by humans as "Hunters". Clad in nearly impenetrable armor and armed with their trademark Assault Cannon, they served as the Covenant's heaviest ground troops. Hailing from Balaho, the Unggoy, or "Grunts" as they are known by humans, were the most common and low-ranking caste of the Covenant. They breathe methane gas, and thus must wear a large tank on their back full of methane to survive on other planets. The Kig-Yar, or "Jackals" or "Skirmishers" as they are known by humans, were the scouts and marksmen of the Covenant military due to their superior senses.

The Dropship 77-Troop Carrier, abbreviated D77-TC, or more commonly known as the Pelican, is an extremely versatile aircraft used by the UNSC. Used mainly for medium-lift operations[6] of various personnel, vehicles and equipment, it can also be used as a powerful support gunship.

The Human-Covenant War was instigated by the High Prophets of the Covenant following a discovery which led them to believe that humans were directly related to the Forerunners, contradicting their ancient religion. Seeking to keep various political and religious orders intact, the High Prophets declared a holy war of genocide against the human species, and the discovery of their relation to the Forerunners was kept a secret. With superior firepower, numbers and technology, the Covenant would repeatedly overpower the UNSC across hundreds of human-inhabited worlds, including the heavily defended strongholds of Reach and Earth. Humanity would win only scattered and costly victories.
