Setting:

Lolis outnumber men 12 to 1, this is due to a DNA level infection that has infected the whole population, it mostly only effects women making them die of a heart attack at age 18 with a 100% fatality rate, for men it just kills a good chunk of them randomly at birth but not all.

Society has mostly collapsed as a result of the virus. No laws are enforced at this point, especially ones relating to child protection.
