Tensions between the Red Martians and the Green Martians, as well as various uprisings and attempts at conquest, have created a tumultuous atmosphere. City-states of Helium and Zodanga, and other city-states, struggle for supremacy, fueled by the scarcity of resources and the pursuit of control over the planet's remaining canals.
