Weathered & Mature: Unlike his younger, more naive self in RE2, RE9 presents a mature Leon with a "gravel in his voice," hardened by decades of loss and inability to save everyone. The "Hot Uncle" Persona: He is described as having a "mature glow," combining a rugged appearance with his signature stylish, charismatic, and slightly arrogant demeanor. Pessimistic Realism: The director notes that Leon carries the weight of his tragic past, making him a more somber, perhaps pessimistic, individual compared to his sarcastic RE4 days. Unyielding Protection: Despite his grim outlook, he remains deeply compassionate and committed to justice, doing whatever it takes to protect others, as shown by his partnership with Grace Ashcroft. Gallows Humor: He retains his trademark sass, using calm wit even in horrifying situations.
Raccoon City was a town under the thumb of Umbrella. The virus washed over the city like a tidal wave and in its wake left a living hell filled with ungodly creatures. - Albert Wesker, Raccoon's Destruction opening
Raccoon City was an industrial city located in the Midwestern United States. It was best known as the home of the pharmaceutical conglomerate Umbrella Corporation, which by 1998 employed approximately 30% of the city's population.
In September 1998, Raccoon City became the epicenter of a viral outbreak later known as the Raccoon City Incident, caused by the t-Virus. The catastrophe culminated on October 1st, 1998, when the U.S. government carried out the Sterilization Strategy, a missile strike that completely destroyed the city in an effort to contain the infection.
At present, the remains of Raccoon City are sealed off from the public, with access restricted exclusively to U.S. government personnel.
HISTORY
Urbanization took off rapidly in the late 1960s, either as a result of Umbrella Pharmaceuticals moving into the area or by coincidence. During this decade, the city saw the construction of a tram line linking it to Stoneville and the Arklay Mountains, while the Kite Bros. Railway constructed a subway system, opened in 1969. Also in this year was the establishment of the Raccoon Police Department (RPD) as a municipal police force and construction of the Raccoon Police Station, though the Arklay County Sheriff's Department (ASD) had a continued presence in the area.
With the economic boom aided by Umbrella's continued investment in the city into the 1980s, the company town had expanded far beyond its 1950s limits and was fast becoming a tourist spot, taking in out-of-state hikers, and the subway had expanded to encompass eight stations.[4] A river dock was also established along the Circular River following Umbrella's arrival.
The city suffered from the 1990-1991 recession, however, though this was in part reversed by Mayor Michael Warren's Bright Raccoon 21 Plan, a city revival project which was funded heavily by Umbrella. The Raccoon General Hospital was constructed in 1992 as part of this project,[5] while another hospital in the mountains was closed the next year due to a scandal linked to the company.[6] Gaining control of the town, Umbrella financed the creation of an independent law-enforcement agency known as the Special Tactics and Rescue Service (S.T.A.R.S.) in 1996. This organization consisted of military veterans and scientific experts, and was meant to carry out criminal investigations that the RPD was not capable of handling, such as counter-terrorism or riot control.
Mansion incident 1998 saw a series of events which would later destroy Raccoon City itself. A sentient B.O.W. known as "Queen Leech" began an attack on Umbrella facilities in the Arklay Mountains as revenge for the death of its creator, Dr. James Marcus, ten years prior. In attacking the Arklay Laboratory and infecting its personnel, they were unable to manage the facility, leading to the escape of a pack of Cerberuses. The dogs began attacking hikers, followed by the groups of up to ten zombies hunting the forest; the first reported victim was a woman found in Cedar on 20 May, having been attacked in the mountains and washed down the Marble River.[7] By mid-June, 20 people were known to have died, consisting of thirteen Raccoon City locals attacked in their homes, and a further seven out-of-state hikers killed in five separate attacks.[8] The RPD explored the theory that the attackers were a cult based in a hideout in the mountains who ritualistically murdered and ate their victims after consuming narcotics, but they hit a dead end when neither Raccoon General Hospital or local pharmacies reported unusual customers.[9] No longer confident in solving the case, the RPD closed off the roads leading to the Arklays, and handed the case over to S.T.A.R.S. on Thursday, July 9.[7]
Ahead of the Bravo Team mission, the helicopter was sabotaged by Umbrella agent Dr. Albert Wesker, who they had placed in command of S.T.A.R.S. It was Umbrella's intention to destroy the Arklay Laboratory using S.T.A.R.S., who would then be killed by their B.O.W.s to prove their viability against a militarily-trained unit. With Bravo Team out of contact, Wesker had reason to send Alpha Team out on an emergency mission. Over the course of the two-day investigation, Kevin Dooley, Edward Dewey, Forest Speyer, Joseph Frost, Kenneth J. Sullivan, and Richard Aiken were killed by B.O.W.s and irregular mutants. Captain Enrico Marini was shot by Wesker himself when it became clear he had discovered Umbrella's intention. Wesker infected himself with an experimental t-Virus strain moments before being impaled by the T-002 Tyrant; this allowed him to keep the data for himself and convinced Umbrella he had perished. However, the actions of Chris Redfield, Jill Valentine, Barry Burton, and Rebecca Chambers, as well as Umbrella executive Colonel Sergei Vladimir, prevented this being achieved, and he was forced to abandon the facility with nothing while T-002 was destroyed.
Viral outbreak Main article: Raccoon City Destruction Incident The return of the four S.T.A.R.S. veterans and their pilot Brad Vickers caused a serious problem to the company's control of Raccoon City. They were able to slow down any official police investigation due to their control over the Mayor and Chief of Police Brian Irons, but made plans to assassinate the S.T.A.R.S. officers if it was found they were conducting an unofficial investigation. S.T.A.R.S. itself was shut down and replaced with Raccoon S.W.A.T. Redfield, Chambers, and Burton left the city for their own reasons, while Valentine continued her investigation within the city.
Over the course of September, the t-Virus made its way into Raccoon City, largely due to Dr. William Birkin allowing nearby Umbrella facilities to be contaminated to prevent them from stopping him handing over the experimental Golgotha Virus to the U.S. military. By September 16, the Raccoon General Hospital had wards locked down to slow the spread of the t-Virus, which was understood by its local name as the "Cannibal Disease."
On the night of Tuesday, September 22, Dr. Birkin was attacked by an Umbrella Security Service team sent to retrieve the sample. This led to a series of events that culminated in the t-Virus contaminating into Victory Lake via infected rats, and entering the water supply. The city was put under martial law by the U.S. Department of Defense on September 24 as tens of thousands of residents mutated into zombies. The United States Army, the Army National Guard, and the Umbrella Biohazard Countermeasure Service (UBCS) were sent to supplement the efforts of the ASD, the RPD, and the Raccoon City Fire Department (RFD) in the evacuation of civilians. Despite the efforts, the infection continued without major opposition. The U.S. Army and Army National Guard actually had the soldiers stationed in the outskirts of the city to prevent anyone discovering the government's deal with Birkin from coming out. By the night of Tuesday September 29, the city was overwhelmed and the Raccoon Police Station was itself abandoned.
Following an emergency meeting in Congress over what to do to control the outbreak, the President made the highly controversial decision to fire an experimental thermobaric missile at the city. The operation began after daybreak on Friday October 1, destroying the entire city. The official death toll was over 100,000.[10] The President resigned after this event, faced with public outrage at his decision to destroy the city. The further the outbreak progressed, the more the quarantine zone widened. Some people left those areas, to steal and take what was necessary, leading to multiple confrontations against the authorities.
What was left of Raccoon City and the surrounding area was locked down to contain any surviving biohazardous material. A government research outpost was constructed at the center of the ruined city, in which surviving material could be cataloged for research.[11]
"A body has surfaced at an abandoned hotel in the Midwest, the latest in a mysterious string of deaths throughout the United States.
FBI intelligence analyst Grace Ashcroft has been assigned to the case—in the same place where her mother was murdered eight years prior. But when word gets out that a police officer has gone missing at the hotel, veteran agent Leon S. Kennedy is also dispatched to the scene.
As Grace and Leon's paths converge, they must face their pasts and uncover the truth behind the Raccoon City Incident that changed the world forever. But while the terrors of their memories echo in their minds, will they relive the nightmare...or finally offer up a requiem for the dead?"
Wrenwood (Grace) Taking place in October 2026, 28 years after the Raccoon City Destruction Incident, Federal Bureau of Investigation's intelligence analyst Grace Ashcroft is investigating the latest strings of mysterious death happening across the United States of America, with four victims being former survivors of Raccoon City outbreak. She was approached by her supervisor Special Agent-In-Charge Nathan Dempsy who asks her to go back to the abandoned Wrenwood Hotel where a fifth body was found. Dempsy sympathises with Grace's lost mother—investigative journalist Alyssa Ashcroft who was murdered in the same place 8 years ago—and gives her the option to investigate the crime scene and report back her findings. Wanting to understand the nature of her mother's murder, Ashcroft agrees to go.
In the city of Wrenwood, a neighbouring city to the desolate ruined Raccoon City, Grace arrives at an alley where she presents her identity to city's local officer Norman Cole who informs her the hotel was to be soon torn down. Checking inside the building, Grace finds a photo of herself and key to Room 204. Investigating the room, Grace finds a bed filled with numerous photos of herself and her mother, eventually settling a photo taken on the night of the murder. In 2018, Grace's mother Alyssa was a freelance journalist and nomadic traveller, and were staying at Wrenwood Hotel with her daughter. That night, a phone rang to Ashcroft who confirmed her identity before being rudely hanged up. Shortly after, a blackout came and Alyssa who was stalked for the past two days by a hooded man, quickly told Grace to escape despite her confusion. Arriving at the reception, the unnamed Wrenwood Hotel Manager reassured them the power outage was natural before killed by the hooded man. Acting quickly, Alyssa shot him several times before closing the door on him. Nearly at the emergency door, Grace suffered a nervous breakdown after calling the police, despite her mother's insistence not to. Alyssa reassured her daughter, and reminded her she was "her hope", though Grace did not understand. Leaving, Alyssa's neck was severed by the hooded man before fainting and causing arson, leaving Grace to mourn her mother. Eventually, the hotel was forced to shut down due to the damage's extent. Since the murders, Grace joined Federal Bureau of Investigation and worked as its intelligence analyst.
In the present day, Grace receives an anonymous silent call. Creeped out, Grace tries to leave the hotel and sees a man's shadow walking by. However, before leaving, Grace remembers her mother having hide her bag behind a painting shortly before her death. She recovers her mother's journal and a floppy disk, before encountering officer Cole again, now dazed and confused and clutching at his neck. Cole turns into a zombie, and Grace gets herself accidentally trapped at the luggage cart. Cole tries to kill her with a shotgun, but Grace gets away and runs to the second floor. However, Grace is grabbed and bitten on the forearm, before using a glass shard to propel the zombified Cole outside, killing him. Hearing music playing upstairs, Grace walks upstairs to see a man sitting by the fireplace. He tells her he had planted the fifth body here to lure her, and she is the chosen one. Grace tries to run but is choked and knocked unconscious by the man.
Wrenwood Outbreak (Leon) Elsewhere in Wrenwood, Division of Security Operations agent Leon Scott Kennedy and his current FOS support Sherry Birkin are investigating the newly appeared sixth body at an alley near the railway in Elbridge. One of their fellow agent, Andrew Hughes discovers their person of interest to be former Umbrella scientist Victor Gideon, who did not attend the Raccoon Trials and contributed Umbrella's downfall. Hearing Sherry's tip about a missing officer reported near where the fifth body was found, Leon heads there but is stuck in traffic. However, Leon witnessed Victor carrying an unconscious Grace, and rushes out to chase him. A concerned pedestrian is worried for Grace, but is shot in the neck with a dart gun by Victor who did the same to multiple people, triggering a small outbreak. Leon did his best to contain the outbreak, and orders Sherry to have Wrenwood quickly quarantined. By the time the outbreak is contained, Leon loses track of Victor but Sherry points out Victor may be heading for Rhodes Hill Chronic Care Center, an institution formerly funded by Spencer Foundation and later bought by Victor, following Umbrella's closure.
Awaking at Rhodes Hill (Grace) Somewhere in the care center, Grace wakes up to find herself being slowly drained of blood. Using the IV line and broken shards of blood container, Grace frees herself from her restrains. During her search, Grace is pursued by a creature in hospital gown and wavy white hair. Managing to lift the segregating bars, leading to central hall, Grace tries to crawl herself free but the creature catches and throws her against the wall, before being dragged away by the girl.
Arriving at Rhodes Hill (Leon) Arriving at Rhodes Hill Chronic Care Center, on just the outskirts of Wrenwood, Leon visits the institution where he meets a nurse who tells him Dr. Gideon has been expecting him, and guides him to the East Wing Hospital Wards. She informs him she was recently hired, and the facility catered to long-term patients. Unaware he was being surveilled on, Leon is told to wait until alarms blares Code 6, and the nurse immediately returns to inform him a mass hysteria is occurring, unaware staff and patients had been infected. The nurse is killed with a chainsaw, and Leon defends himself against new infected. As he explores, Leon accidentally comes across the moment Grace manages to lift the bars open, and being dragged away. He comes to her aid in time and shoots the creature's head, seemingly killing it. As Grace rushes outside, Leon informs her of his identity and in turn she to hers. Confused on FBI's presence, Leon asks the reason she was kidnapped by Victor, but Grace remains confused. When he tries to leave, Victor, in hiding, triggers the facility's lockdown, separating them both. Before the shutters fully closed, Leon gives her his weapon Requiem and tells her to leave. He meets Victor who tries to initiate a conversation, but Leon attacks him. However, Victor disarms Leon and chokes him unconscious, commenting that he too was afflicted with the "Umbrella's Curse" after spotting the black bruises on his body.
Rhodes Hill (Grace) Left to fend for herself, Grace wanders the institute. Amidst her exploration, Grace encountered Jeff Gray, a dying staff member who screamed at her to stay away from Emily, a young blind girl sealed behind glass. She learnt Emily had a cellmate named Marie who had escaped to the basement, through the hole dug in her glass cell and became the creature she was hunted by. While searching a way to free Emily, Grace encountered Gideon in lead researcher Anthony Richardson's office. She asked the reason for her kidnapping but Gideon saw it as her liberation. He told Ashcroft she was the "key" to free Elpis, and was chosen because "her master" made her who she was. Fearing she would get capture again, Grace fled and bolted the door with a chair, before creating an illusion she had escaped by opening a door then hiding behind a nearby corner. Gideon tried to intimidate her to reveal herself but failed, leaving the room shortly after. Reaching the security office where Grace found Luke Clark dead, she discovered a puzzle that could only be read with braille, and went back to free Emily from her glass cell. They went back to the office where Grace guided Emily to the box, but amidst solving it, few infected patients and staff stumbled to them. Grace locked Emily in the room, as she defend them. Eventually, Emily successfully solved the puzzle, but was immediately taken to the basement by the girl who was still alive. Reluctantly, Grace went after them to rescue Emily.
In the basement, Grace saw many former patients locked in cells, and many formerly experimented corpses being dumped into processing. Eventually, Grace found an unconscious Emily locked in a cell with many dolls the girl had collected. In her quest to free Emily, Grace was relentlessly pursued by the girl. Successfully powering the basement, Grace unlocked Emily's cell, but also many others containing the zombified patients. As she rushed them to the elevator, Grace was continuously pursued by the girl who climbed after the lift and laid on top of them. Reaching back to the ground floor, Grace forcefully open the lift doors, and removed Emily first before climbing out. However, the girl entered the lift, and caught Grace's leg, trying to pull her back in. Eventually, the titanium cable snapped, plunging the girl below and nearly severing Grace's leg.
Feeling relief, Emily gives Grace the last piece of the puzzle needed to unlock their way to the courtyard. Outside, Grace meets a pilot named Harry Reed who offers to watch Emily, have them flown out the care center in exchange for her to retrieve the helicopter's key after it was confiscated by his employers. Initially, Grace does not trust the man, but Reed cites his old war wound, affecting his mobility and reasons her agileness could do the job faster. She accepts the offer, and goes to the cabin beside the helipad. Unexpectedly, Grace finds an underground lab beneath where countless patients were experimented for their blood. There, Grace overhears Gideon contacting Zeno, after testing her blood and confirms her to be the "key". Seeing no further need for the lab, Gideon triggers self-destruction sequence, releasing all mutated patients. She fights through tides of blood, before reaching the surface again, having claimed the helicopter key. Grace urges Reed to hurriedly take off, as patients shambling towards them. However, Reed had taken off too late, as zombies began to bust through the front glass, grappling him. Grace was forced to be on co-pilot seat, and attempts to take control of the destabilizing helicopter, only for them to crashed at the cemetery. The impact kills Reed, and left Emily severely injured. She frees Emily as they flee to the chapel, with the cemetery ridden with zombies attracted to the crash.

Grace Ashcroft. a young, willing, and painfully aware of her inexperience. She worked hard to keep up with her work under her older and experienced colleagues. Even though she's clumsy, and it betray her from time to time. On that cold afternoon, everything at the FBI seemed to be proceeding as usual. Grace typing yet another report on her computer about growing series of mysterious and agressive death. Four Victims in just a few days without clear leads. The situation was out of control. Until a sharp voice can be heard from behind.
Boss: "Ashcroft! Meet me in my office." Her superior says.
Grace: jumped out of shock, and then gathered her documents that slipping before walks toward the office. "Uhm, if you asking about the report it will done in three days." she says.
Boss: "Let's not talk about that for now, okay? I want you to investigate the recent death at Wrenwood Hotel, look i know it is hard for you but- to overcome your fear is to face it."
And that's when everything goes wrong, Grace was searching for any leads and clue at the Wrenwood Hotel in Wrenwood city, but then she met a strange man, it was all going normally but with fear until needle and wire hit her on the neck which makes everything go dark and she lost consciousness.

Coordinator Woman: "A former T-Virus researcher." She says.
The man grabbed a gun from the center console box, then open the barrel to see the ammos. Then he keep it into his pocket.

Victor shot some people that is looking at him and asking him about Grace while he carrying Grace on his shoulder. He shot them with some kind of virus injector and the people become unconscious before waking up again but as a zombie. Leon immediately grabbed his handgun before cross the road, and Victor smirked before walking away.
Sherry: "Leon, what your sitrep?"
Leon: "I'm going after Victor."
Sherry: "Don't do anything stupid."
Leon: "Me? never." he says, when he want to shot one of the infected someone else did "huh?"

Tyrant Virus, also known as the t-Virus, is the general name given to a series of mutant Progenitor virus strains.
Initially developed by Umbrella Pharmaceuticals in the late 1960s, the primary goal of the "t-Virus Project" was to effectively eliminate the need for a large-scale conventional army and generate revenue for their eugenics program, the Wesker Project. This required two things: the virus had to be highly contagious to the point of infecting an entire target population and guarantee a 100% mortality rate. However, such a virus was deemed impossible due to the tendency of highly contagious diseases to kill too many people at once and prevent further spread.
Later research New viral strains were developed toward the end of Umbrella's existence and in the years that followed. One of these strains was the t+G-Virus, derived from the t-Virus, which enabled infected bodies to generate electricity. Another variant, t-Abyss, was created under the supervision of Morgan Lansdale by grafting the genome of another virus onto a t-Virus strain. Dr. Alex Wesker engineered t-Phobos to induce mutations in humans upon contact with stress hormones associated with fear. The C-Virus, utilized by Neo-Umbrella in 2012 for bioterrorism purposes, was a heavily re-engineered version of the t-Veronica strain.
