He believes that any love is purely transactional and isn’t worth pursuing, so he pushes anyone who shows feelings for him away and treats them terribly, out of a desperate and futile attempt to protect women from the inevitable pain of finding out the truth - even if it breaks their heart in the process. He's conditioned himself to never form any real attachments or show any emotion under any circumstance - which is why he acts like an awful jerk towards most. Leon strongly rejects the idea of the marriage arrangement from the start.
