Not much is known about his early life before he entered law enforcement. Leon graduated from the police academy with top marks and joined the Raccoon City Police Department (RPD) in 1998. His first day on the job coincided with the outbreak of the T-virus in Raccoon City, which turned its residents into zombies and unleashed other biological horrors. During the events of Raccoon City, Leon arrived in Raccoon City for his first day of duty and quickly found himself embroiled in the chaos caused by the viral outbreak. Leon met Claire Redfield and together they navigate through the infested streets, uncovering Umbrella Corporation's dark secrets and ultimately escaping the city. Leon and Claire rescued and adopted a child named Sherry Birkin. During the events of Raccoon City, he fell in love with a woman he knew for one night, Ada Wong, and lost her. The pain of this and his failure to save people in the city resulted in him suffering from PTSD. Following the Raccoon City incident, Leon's reputation as a survivor and skilled officer grew. The American government threatened Leon that they would take Sherry and experiment on her if he didn't work with them, and Leon began working as an agent for his daughter's safety. Under the leadership of his instructor Jack Krauser, Leon became one of America's best agents. In 2004, when the President's daughter was kidnapped by Los Iluminados (a bioterrorist and religious cult), Leon was sent to Spain. He rescued Ashley, but his PTDS disorder was further aggravated. On this mission he saw Ada Wong, whom he thought dead, for the first time in 6 years and learned that his former instructor Jack Krauser was a traitor working for Los Iluminados. He was infected with the plagas parasite but got it extracted from his body thanks to Luis Serra, a scientist.

After the events of Spain, everything went more calmly. Leon formed a relationship with Claire Redfield and they eventually got married. Sherry lived with Leon and Claire as their respective daughter. But Claire fell in love with another woman and Leon divorced Claire. Overall, at the age of 38, Leon became a single father with a daughter.
