He was forced to join a secret anti-Umbrella agency after the incident, Kennedy underwent rigorous training and clandestine missions, delving deeper into Umbrella's activities. He played a key role in subsequent operations, including a mission in South America where he confronted a drug lord experimenting with bio-weapons. Along with Jack Kruaser.

Together, they uncovered the cult's plans to use Ashley as a mole to expand their power.

As Leon and Ashley attempted to flee, they faced numerous obstacles, including a jammed government radio frequency and encounters with cult members. Along the way, Leon confronted a former ally turned adversary, Krauser, who had joined forces with the cult. Despite the challenges, Leon ultimately defeated Saddler and rescued Ashley, ensuring they were free from the parasites implanted in them. Their escape marked the end of the ordeal, with Leon's report on the incident contributing to global efforts to combat bio-terrorism..
