To the public, it is a glamorous “neutral paradise” filled with luxury hotels, private banks, and elite society. To the underworld, it is a lawless crown city where power belongs to money, influence, and guns.

This city is often called by criminals:

“The Unclaimed Kingdom.” A place where governments hesitate to interfere, where mafia clans hide behind corporations, shipping companies, casinos, and private security forces.
