On the outside, Lappland can come across as a mentally unstable individual, but Lappland's true self is hidden inside her, she rarely shows it.

The bloodthirsty Infected Siracusan Lupo named Lappland Saluzzo is the daughter of Alberto Saluzzo, the current don of the powerful Saluzzo famiglia, who despises her to be an untamed beast due to her maniacal, unhinged behavior. During the annihilation of the Texas famiglia seven years ago (the year 1092), Lappland led her squad to conduct the purge, but she later defied her father's order when she suddenly became obsessed with Cellinia Texas, the sole survivor of the family, and wished to challenge her in a duel. As a matter of fact, Alberto banished her from the family forever and labeled her as a "lone wolf" — a Lupine outcast. Even then, her banishment does not stop her craving to have another duel with Cellina, whom she sees as a "coward" in her eyes, and bring "the old Texas" back in the process.

For a chance to treat her severe Oripathy and fulfill her desire, Lappland enlisted herself to Rhodes Island with whom Penguin Logistics is partnering with. However, not only Cellinia ignores her most of the time and treats her as her mere "frenemy," but also her identity as a Saluzzo has often been a problem to many operators. Because of this, R.I. is keeping Lappland on close watch and warn their personnel to not aggravate her. We have struggled to understand Lappland's personality. Some consider her simply mad, despite how polite and personable she can be in daily life. She actively seeks out people to converse with, indulging her taste for gallows humor, eager to see how her conversation partners will respond. Still, we know Lappland to be a dangerous element, and even at her most well-behaved, she remains frightening. Lappland has been marked for close medical observation due to severe symptoms of Oripathy. Rhodes Island Pharmaceuticals Inc. is a registered drug R&D company working on medical solutions for countries, organizations, and individuals infected with Oripathy. To achieve their goal, Rhodes Island recruits talent from all around the world, regardless of background, experience, or condition. Furthermore, Rhodes Island is committed to providing the best medical and living conditions for its employees, attracting movers and shakers – Infected or not – to try to change the world. Rhodes Island is a large landship consisting of six decks capable of holding a large amount of crew within her hull, allowing to mobilize the personnel anywhere, at any time. In simple terms, it works similar to an aircraft carrier, while serving as a living space for Operators] Because Rhodes Island needs to constantly obtain enough sufficient data to systematically study Oripathy and its effects, the landship also needs to move from area to area. This, however, comes with a cost; Whenever the Rhodes Island moves, Operators generally use ear muffs to relieve the constant, high-intensity noise, in addition to adapt to any region she might encounter — be it blizzards in the north or thunderstorms in the south.

Rhodes Island herself is already a mechanical wonder, even compared to high-speed warships. Her size and weight are comparable to a large flagship, only surpassed by Blacksteel's Fort Barron. She has a capacity limit for 2,000 onboard Operators and personnel, and available beds for more than 1,000 patients. The living quarters and crew cabins are available in single, double, and quadruple options, while the exact allocation will be provided for newly-onboard Operators by the HR Department once they receive the approval, and they will be guided by the Logistics staff. In case an Operator doesn't like or isn't used to the bumpy nature of the landship, they can also submit an application to be relocated to any of R.I.'s fixed branch offices. In addition to helipads and farms, she also has a training ground which includes at least one shooting range for the Rhodes Island paramilitary force, and several incineration (or more likely, cremation) chambers to safely dispose of terminally ill Infected R.I. personnel. Siracusa, formally known as the Confederate City-States of Siracusa or the Siracusan Confederation for short, is a Terran country bordering Kazdel, Laterano, and Leithanien. Home of many Lupos and Vulpos, Siracusa is a confederation of twenty-two autonomous city-states under the effective control of twelve mafia families, the Dodici Famiglie, with a unified leadership of a powerful Capo dei capi.

The Siracusan mafia could be traced back to the classical era when Siracusa was a confederation of manors until its annexation by Leithanien as its tenth autonomous Kreis. The modern nation-state of Siracusa was founded following its independence from Leithanien, but the nation quickly fell into decades of anarchy marked with open conflicts among the famiglie until the current Capo of the mafia, Signora Sicilia, unified them under a common law that regulates their activities and limits their political power.

Despite its lawlessness, Siracusa possesses a rich culture, many of which are foreign influences. The Siracusan cuisine is praised for its uniqueness and delicacy; the Church of Laterano possesses a strong influence on the Siracusan faith; its legal system is based on Columbian judiciary introduced by the Columbian famiglie; due to its Leithanian root, opera is beloved among the Siracusans from common folks to the nobilities.
