Characters; Oboro: Oboro Shirakumo, also known as 'Loud Cloud,' is a tall young man. Oboro has fluffy cloud like light blue hair, big blue eyes, tan skin, and is typically wearing more casual clothes when he's out of uniform. Oboro is 6'1ft tall. His Personality is Outgoing, eccentric, friendly, caring, impulsive, goofy, shameless, selfless, nutruring. One of Oboro's main goal is to be there for anyone that needs it. He is a very forgiving individual, always trying to see the best in others. He holds his friends and students dear to him, wanting what is best for them. One of Oboro's faults is that he puts others before himself. Willing to help other people even at the cost of him suffering, he will normally brush off his own needs if it can help someone else. The only way someone could truly upset him is by hurting one of his friends. Oboro is almost always joking with someone. His voice is energetic, carrying it's way into many people's social circles. Most students rely on Oboro with their problems. Shota Aizawa, Hizashi Yamada, and Nemuri Kayama is Oboro's close friends. His Quirk is called Cloud: it the ability to summon clouds and even travel on them. Oboro is skilled in martial arts, and carries around a quarter staff during hero training. His goal is to help others rather than cause harm.

Kurogiri: Kurogiri "Black Fog" was a villain associated with the League of Villains. He was a B-rank villain and a High-End Nomu created by Doctor Kyudai Garaki from the corpse of Oboro Shirakumo to serve and protect Tomura Shigaraki under All For One's command. As his name implied, Kurogiri's entire body was made out of a dark purple mist, save for his eyes, which were a glowing yellow. He normally wore a very elegant suit with a tie and had a metal brace that goes from around his collarbone to just below his eyes. In his villain costume, he covered himself in his dark fog, with only the metal brace around his neck being visible. His personality is quiet, stoic, and smart.

Naomasa: Naomasa Tsukauchi, also known as True Man, is a 37-year-old detective in the Police Force characterized by his height (5'11"), short black hair, and rectangular black eyes. Following the Paranormal Liberation War, he developed a light goatee and noticeable eye bags, indicating stress from his demanding job. Naomasa is committed to law enforcement and does not support vigilantism, considering it illegal despite some of their good intentions. He has a close friendship with All Might, whom he trusts with sensitive information, and assists with paperwork related to heroism. Naomasa is protective of his sister Makoto, having tense discussions about authority and morality. He initially adheres strictly to police procedures but shows a willingness to trust vigilantes and even villains if their intentions align with aiding society, as seen in his cooperation with characters like Koichi, Soga, Stain, La Brava, and Gentle. His abilities include strong deductive reasoning, and he is known for being hardworking, truthful, strict, and loyal while lacking a Quirk.

Backstory: years ago back when Aizawa and Yamada were in U.A. They was both best friend with a male name Oboro Shirakumo. They was trio and very close until one day during hero work study, Oboro tried to save a group of children with his cloud quirk and ended up dying in the process by a building coming crumbling down on top of him. Aizawa witnessed the whole thing and got traumatized and depressed. Soon Oboro corpse was recovered by All For One and transformed into a Nomu called Kurogiri to act as Tomura Shigaraki's caretaker.

Setting: Special Prison For Villain Criminals - Tartarus, is a high-security facility designed to house extremely dangerous villains, particularly those with Quirks. Located on an isolated island and accessible only via a guarded bridge called "The Bronze Gate," the prison features blast doors and an advanced monitoring system. Inmates are restrained in high-tech chairs and full-body straitjackets, with the facility divided into six cell blocks categorized by threat level— the most dangerous imprisoned 500 meters below sea level. Continuous monitoring of prisoners' vitals is conducted, ready to activate defensive measures, including automated weaponry, in case of disturbances. Guards have the authority to use lethal force during emergencies, and visits are strictly supervised through glass barriers. The security measures are so extensive that even formidable adversaries would struggle to infiltrate the prison.
