   BASELINE: The Legend of Korra, after Book 1: Air (late 170 AG) and before Book 2: Spirits (171 AG). Amon's revolution has failed; he vanished after being exposed as a bloodbender, and the city is repairing damage, dismantling Equalist operations, and debating nonbender representation. Amon and Tarrlok are actually dead, but the fatal boat explosion is not witnessed by Republic City's ordinary citizens, so their fate is uncertain to the public. The old United Republic Council has dissolved and nonbender Raiko becomes the republic's first elected president. Korra's four elements and Avatar powers have been restored; Korra and Mako are dating; Lin's bending is restored; Hiroshi Sato is imprisoned; Asami runs troubled Future Industries; Bolin remains a pro-bender; Tenzin teaches Korra airbending. Mako joins the police in this intervening period. The Water Tribe civil war, Spirit Portal openings, Harmonic Convergence, new airbenders, Red Lotus attacks, Earth Empire, Spirit Wilds and later romances HAVE NOT happened. No canonical event is inevitable; scenes may develop freely. Historical accounts and NPCs must not know secret future events.

   Keys: alternate Book 2, AU continuity, story freedom, canon divergence

   The setting is neither a replay of Book 1 nor a mandatory setup for Book 2. Characters continue working, dating, studying, healing and disagreeing, and {{user}} may change relationships or events through play. The spirit portals remain closed and the city has no post-Harmonic-Convergence vines. Prior history remains real; future incidents remain possibilities rather than accomplished facts. Each character knows only what their experiences, public news and reasonable deduction reveal.

   Keys: 170 AG, 171 AG, AG calendar, Book 1 finale, six month gap

   AG means After the Air Nomad Genocide in common chronology. Book 1 finishes in 170 AG; Book 2 begins about six months later in 171 AG. This RP inhabits the intervening stretch, so exact month, weather and whether Mako has already received his police assignment depend on the scene. Do not leap automatically into the Glacier Spirits Festival, Southern Water Tribe conflict or Harmonic Convergence.

4. #4Continuity

   Keys: public knowledge, secret identities, rumors, unrevealed history

   Most citizens know Amon was exposed as a waterbender who used forbidden bloodbending. His disappearance and Tarrlok's absence leave rumors, not universally accepted proof of their deaths. No ordinary citizen automatically knows the secret family history of Noatak, Tarrlok and Yakone or the unwitnessed explosion that actually killed the brothers. They know the Equalist rebellion failed, but real complaints about prejudice and exploitation remain. Korra's past lives exist and can counsel her at this point. The primordial spirits Raava and Vaatu, Avatar Wan's precise story and plans concerning the Spirit Portals are not common public knowledge.

   Keys: four nations, world nations, Avatar world, world of Korra

   The world encompasses the Fire Nation, Earth Kingdom, Northern and Southern Water Tribes, remnants and revival of Air Nomad culture, and the newer United Republic of Nations. Migration, radio, factories, motor vehicles, trains, ships, and international trade connect once-distant communities. Local traditions still shape food, clothes, family, religion and bending styles. Not everyone can bend; nonbenders are the majority and participate in every profession, including sports, industry, business, medicine and politics.

   Bending is a learnable martial/spiritual practice for those born with the innate aptitude; most humans are nonbenders. Waterbenders manipulate water and ice; earthbenders manipulate earth and certain mineral materials; firebenders produce/direct flame using breath and chi; airbenders manipulate air. Each element has specialized techniques; talent does not confer universal mastery. Movement, training, breathing, emotion and spiritual understanding matter. People can lose bending through chi-blocking temporarily or exceptional bloodbending; Korra can restore bending using energybending after Book 1. The Avatar alone ordinarily commands all four elements.

   The Avatar is Raava's human partner, reborn after death in the cycle FIRE → AIR → WATER → EARTH. The Avatar seeks balance among nations, humans and spirits, but is neither a god nor universally obeyed. She has potential access to prior Avatars' guidance and the Avatar State. In this era Korra is the Avatar, succeeding Aang; she can bend all four elements, has experienced the Avatar State and has regained connection to earlier lives. The spirits Raava and Vaatu and the first Avatar Wan are not widely understood outside rare spiritual knowledge.

   Keys: chi pathways, chi energy, chakras, spiritual energy, meditation

   Chi is life energy central to bending, healing and martial discipline. Bending draws on bodily movement and breath guided by purpose rather than incantations. Meditation, physical conditioning, spiritual awareness and emotional balance influence control. Masters have different philosophies; an excellent fighter need not be spiritually mature. Skilled nonbenders can sense openings and exploit the anatomy of chi pathways.

   Keys: chi-blocking, chi blocker, Ty Lee style, pressure points

   Quick strikes to precise pressure points temporarily disrupt chi flow, paralyzing muscles or disabling bending for a short time. Skilled nonbenders can learn this technique; it does NOT permanently remove bending. Equalist fighters brought chi-blocking into public fear after the revolution, but martial artists outside the Equalists also know it. Armor, reach, timing and teamwork are important defenses. Chi-blocking does not grant elemental power.

    Keys: firebending, firebender, fire bending, firebenders

    Firebenders generate and control flame through breath, chi and martial movements inspired by Northern Shaolin. Healthy discipline can draw on drive and focused life energy; anger is not mandatory. The sun strengthens firebending, and solar eclipses temporarily suppress most firebending. Fire can heat homes, stoke forges, power industry and illuminate streets as well as fight. Skilled practitioners can generate lightning or redirect it, but neither technique is automatic.

    Airbending emphasizes evasion, redirection, spirals and motion, drawing on Bagua principles. Users create gusts, cushions, shields and air scooters, and can use staffs or gliders for movement. Its traditions emphasize freedom, compassion and nonlethal solutions, though airbenders can still fight. In the gap before Book 2, the known airbending population is tiny: Tenzin, his children Jinora, Ikki and Meelo, and newly trained Korra; baby Rohan may develop the art later. Harmonic Convergence has not created additional airbenders.

    Waterbending emphasizes movement, adaptation, redirection and fluidity; its styles draw on tai chi. Practitioners move liquid, shape ice and snow, manipulate mist and use water for defense, travel and healing when trained. Power is strengthened by the moon, especially a full moon, and normally lost during a lunar eclipse. Water must come from a source such as a flask, lake, vapor, snow or plant moisture. Tribal traditions differ, and healing is a distinct trained application, not a talent possessed expertly by every waterbender.

    Earthbending favors grounded stances, strength and patiently waiting for openings, drawing on Hung Gar, while some schools use more adaptive movements. Benders move stone, soil, clay, sand and other mineral-rich materials; skilled practitioners may sense vibrations through the ground. Metalbenders act on trace earth impurities in metal, not the pure metal itself, and platinum resists ordinary metalbending. Lavabending is a rare specialization of earthbending, not a combination of earth and fire wielded by two-element benders.

    Toph Beifong discovered metalbending by sensing earth impurities inside metal. The art has since developed into an elite discipline used in policing, construction and industry. Republic City's metalbending officers use metal cables to swing among buildings, bind criminals and reshape barriers. Not all earthbenders can perform it, and exceptionally pure platinum cannot normally be bent. Suyin Beifong and the later city of Zaofu exist in the wider setting but are not present-day Republic City institutions by default.

    Advanced firebenders can separate positive and negative energies to generate lightning; others can learn the redirection method. Lightning generation is no longer exclusive to royalty. In modern Republic City trained firebenders, including Mako, work in electricity plants to produce power for wages. It is dangerous and requires discipline. Redirection routes current safely through the body when performed correctly and is not the same skill as generation.

    A feared, illegal waterbending art manipulating water inside living bodies to override movement. Most bloodbenders require a full moon; Yakone and his sons Noatak and Tarrlok demonstrated an exceptional family aptitude that permits bloodbending without one. This ability is not achieved by willpower alone, nor restricted to Hama's descendants. Bloodbending can cause horrific loss of control and, in extraordinarily rare hands, can sever a person's bending. Its use is a serious criminal offense.

    Trained waterbenders use water and chi control to help injuries heal, stabilize patients and relieve certain ailments. Northern tradition historically taught many women healing while barring them from combat instruction; Katara challenged that restriction, and it does not universally govern modern tribes. Modern city hospitals combine medicine, sanitation, surgery and specialized bending care. Healing is neither miraculous resurrection nor a substitute for surgery in every injury.

    Earthbending specialties include manipulating loose sand, mineral-rich crystal or exceptionally molten rock. Sandbending uses shifting stances learned in desert communities, but isn't genetically exclusive to them; basic earthbenders can learn with practice. Lavabending is rare, and not every earthbender can do it. The Avatar's four elements do not automatically confer mastery of every subskill. Glass, pure metal, gemstones and other materials follow the presence and nature of bendable matter rather than arbitrary magic labels.

    Extremely rare firebenders can focus explosive chi blasts through a third-eye area on the forehead. Known practitioners such as Combustion Man and P'Li bear conspicuous tattoos, but the tattoo itself is not the source of power and training procedures are not universally documented. The blast is powerful but can be disrupted, particularly by striking its focus. It is not an ordinary skill all Avatars or all firebenders can learn on demand.

    Keys: plantbending, icebending, snowbending, steam bending, mistbending

    Waterbenders can freeze, melt and shape water, including snow and ice. Fog and vapor can also be manipulated, subject to control and available water; superheated steam is dangerous but is not a separate fire-water hybrid element. Some practitioners manipulate moisture in plants, famously among Foggy Swamp waterbenders. These are techniques within waterbending, with difficulty dependent on experience and circumstances.

    Spirits are beings with their own personalities and motives, ranging from benign guardians to frightening forces. The Spirit World is accessible through meditation and rare spiritual phenomena; most everyday people cannot freely cross between worlds. In this era both great Spirit Portals are CLOSED, spirits have not flooded Republic City, and no new downtown spirit portal exists. Aang's history and Air Nomad practices preserve limited knowledge, while Korra has much to learn about spirits. Spirits should behave as individuals, not interchangeable monsters.

    Keys: energybending, restore bending, energy bending

    The Avatar State channels extraordinary bending and spiritual potential and can be triggered by need or conscious control, though entering it carries risk. After Book 1 Aang's spirit restored Korra's bending and taught her energybending; Korra can restore bending taken by Amon in appropriate circumstances. She is not an omniscient spirit expert, and restoring bending should be treated as significant rather than casual first aid. Her link to past Avatars still exists at this point.

    Sky bison are huge, gentle six-legged flying companions traditionally associated with airbenders and trained through trust and care. Tenzin's bison Oogi transports his family; bison communities are kept at Air Temple Island. Ring-tailed winged lemurs, including those living at the island, are agile mischievous pets and companions. Animals require rest, food and time to travel; bison are not instant teleportation.

    Hybrid creatures fill the world: Korra's polar bear dog Naga, Bolin's fire ferret Pabu, turtle ducks in parks, messenger hawks, ostrich horses, shirshus, badgermoles, and various bears and birds. They may be pets, transport, livestock or wildlife. Creatures have natural behavior and limits. The unusually plain bear Bosco is famous in Earth Kingdom history precisely because most animals combine two recognizable species.

    Republic City commonly uses the yuan. Rent, street snacks, uniforms, transit fares, cinema tickets (once movers become widespread) and pro-bending tickets all cost money; wealth varies sharply by district. Major companies and wealthy heirs handle sums unimaginable to workers; triads extort small merchants. Exact prices are not uniformly specified in canon, so only use numerical amounts where established or label estimates as RP extrapolation.

    Keys: nonbenders, nonbender rights, bender prejudice, bender privilege

    Nonbenders constitute much of the population and work in factories, hospitals, journalism, business, the police and politics. Some suffer harassment or crime by benders; others are wealthy and influential. Amon weaponized real resentment but his movement's authoritarian violence did not solve inequality. The election of nonbender President Raiko creates hope for greater representation. Everyday NPCs have varied opinions on bending, the Equalists, police reform and the new government.

    Keys: United Republic, United Republic of Nations, United Republic government

    A multicultural state formed from former Fire Nation colonies in the Earth Kingdom with help from Avatar Aang and Fire Lord Zuko. Republic City is its capital; its citizens combine all four national traditions. Industry, sea trade and mixed families are central to its identity. After the Equalist uprising, the appointed United Republic Council has dissolved and popular elections elevate Raiko as the first president. The United Forces protect the republic by land, sea and air. Social inequality and unresolved mistrust exist despite the republic's ideals.

    Keys: Fire Nation, Fire Lord Izumi, Fire Nation capital

    An island nation with established monarchy, martial traditions, industry, academies and a history of imperial conquest followed by reform. In Korra's era the reigning Fire Lord is Izumi, daughter of Zuko. The Fire Sages maintain religious and ceremonial duties; they do NOT jointly govern the nation. Fire Nation people may be firebenders or nonbenders. Its fashions, food and architecture remain influential in Republic City, and immigrants may identify equally with the republic and their ancestors' homeland.

    Keys: Earth Kingdom, Ba Sing Se, Earth Queen Hou-Ting, Earth monarchy

    The enormous Earth Kingdom encompasses deserts, farmland, mountain settlements, industrial cities and sprawling old capitals. Ba Sing Se is its famous walled capital; Queen Hou-Ting rules during Korra's era. Regional conditions vary enormously: a rural village need not be technologically identical to Republic City, while major ports and factories can be modern. Dai Li agents and longstanding inequality contribute to distrust of distant rulers. The Earth Empire and Kuvira's conquest have NOT occurred.

    Keys: Southern Water Tribe, Southern tribe, South Pole tribe, Southern Water

    The Southern Water Tribe occupies a revived settlement at the South Pole, rebuilt after the Hundred Year War. Fishing, hunting, spiritual observances, trade and a growing modern economy coexist. Tonraq, Korra's father, and Senna are central to her family there. The South has a council of elders and considerable local autonomy, but it is not yet an independent sovereign Water Tribe; Unalaq's northern chiefdom claims overall leadership. The upcoming Water Tribe civil war has not begun. Korra's home remains important even while she spends time in Republic City.

    Keys: Northern Water Tribe, Northern Tribe, North Pole tribe

    The wealthy Northern Water Tribe is based on ornate ice-and-water architecture, skilled waterbending, shipbuilding and venerable traditions. Unalaq leads the Northern Tribe in this period and is Korra's uncle; his children are Desna and Eska. Northern traditions historically separated combat and healing roles by gender, though individual communities and modern reform complicate old customs. Neither Unalaq's future military intervention nor a civil war has taken place.

    Keys: Foggy Swamp Tribe, Foggy Swamp waterbenders

    A distinctive waterbending community in the Foggy Swamp of the Earth Kingdom. Its members have developed ways to manipulate water inside plants and adapt to dense, humid wetlands. They are not a newly discovered secret nation; travelers have known of them since Aang's time. Their rural lifestyle, accent and relationship with nature differ from both polar tribes.

    Keys: Air Acolytes, Air Nomads, Air Nation, air temples

    The original Air Nomads were almost exterminated during the Hundred Year War. Avatar Aang preserved their culture, passing down monastic customs, vegetarian food, meditation and airbending practices. Air Acolytes are nonbending devotees of the old way and maintain temples, studies and rituals. Tenzin and his children are among the only known living airbenders before Harmonic Convergence; the later expanded Air Nation does not yet exist.

    Keys: Southern Air Temple, old Air Temple

    An ancient mountain monastery of the former Air Nomads, marked by high halls, glider access, statues and sacred spaces. It was desecrated in the genocide but carries enormous meaning for Aang's descendants and Air Acolytes. Rebuilding and pilgrimages can occur, but the thriving post-Harmonic-Convergence network of airbender recruits has not yet appeared.

    Keys: Northern Air Temple, Northern air monastery

    A high monastery once inhabited by Air Nomads; mechanized development transformed parts of it after the war. In the Korra era surviving temples serve as sites of memory, study and restoration. Do not assume new airbenders live here in the post-Book-1 gap.

    Keys: Eastern Air Temple, Western Air Temple, Western Air Nomads, Eastern Air Nomads

    The isolated Eastern and Western Air Temples are surviving remnants of Air Nomad civilization. The Western Temple clings to cliffs in a dramatic inverted design; ancient corridors, statues and abandoned chambers preserve the older culture. Air Acolytes may visit or maintain them, but the world does not yet contain the reconstituted Air Nation of Book 3.

    Keys: Fire Nation royal family, Earth Kingdom royalty, polar capitals

    The Fire Nation and Earth Kingdom still have monarchic rulers while the United Republic is entering elected presidential government. The Northern and Southern Water Tribes have separate political traditions and leaders. Diplomats, merchants, students, sailors and migrant workers circulate across borders, though bureaucratic and class differences affect travel.

    Keys: Republic City, capital city, Yue Bay metropolis

    A sprawling, coastal, multicultural industrial metropolis on Yue Bay, capital of the United Republic. Streetcars, trains, Satomobiles, port cranes, electric lights, radios and metalbending patrols share space with tea houses, old shrines and neighborhoods shaped by every nation. Wealthy business districts stand close to tenement housing and cramped industrial quarters. Much of the Equalist war damage is being repaired. The pre-Book-2 city has NO Spirit Wilds, new Spirit Portal or post-Kuvira siege neighborhoods. Residents work, commute, date, bargain and disagree without the Avatar constantly present.

    Keys: Republic City districts, city neighborhoods, boroughs, Republic borough

    Republic City's districts have different moods: the Central District concentrates government, Downtown hosts office towers and commerce, the port handles sea trade, Dragon Flats houses working families and vulnerable nonbender communities, while older Cranefish streets preserve inherited traditions. Roku Plaza serves education and older civic culture; Green Meadows houses industry; Harmony Park hosts performances, shops and leisure. Some fine-grained neighborhood names and businesses are adapted backward from the later-era Avatar Legends Republic City supplement; exact opening dates are not established.

40. #40Republic City

    Keys: Central District, Republic City central district, City Hall district

    The political core surrounding City Hall, police headquarters and major public spaces. Government workers, lawyers, petitioners, vendors, security personnel and reporters cross paths outside broad stone facades. Following the Equalist crisis, officials are reorganizing offices, holding elections, and confronting complaints about the prior council's discriminatory policies. The mix of authority, media and public squares makes it an excellent site for hearings, rallies, dates, overheard secrets or quiet errands.

41. #41Republic City

    Keys: Downtown Republic City, downtown towers, business district, downtown

    Republic City's commercial heart features skyscrapers, the headquarters of Future Industries, Cabbage Corp and other firms, elevated rails, banks, restaurants, tea markets and tailors. Clerks, mechanics, executives, runners and street hawkers compete for space. Triads conduct extortion and corporate spies chase information even under metalbending police patrols. With Future Industries hurt by Hiroshi's arrest, investor confidence is fragile. This district supports ordinary workplace and nightlife scenes as naturally as intrigue.

42. #42Republic City

    Keys: Dragon Flats, Dragon Flats borough

    A busy, affordable working-class neighborhood with many nonbender families, tightly knit street networks, small shops, and a history of being neglected by city officials. Triads exploited that neglect; Tarrlok's blanket suspicion and punitive curfew during Book 1 left resentment. Residents are not uniformly criminal, radical or poor, and many opposed the Equalists' violence while demanding genuine reform. Rebuilding trust with city authorities is an ongoing struggle. Some named local businesses in the later tabletop source have uncertain founding dates.

43. #43Republic City

    Keys: Green Meadows, Pickle Town, Green Meadows factories

    An industrial neighborhood with laborers, crowded housing, noisy workshops and factory canteens. Workers produce vehicles, machinery, processed goods and household supplies while negotiating wages, safety and long shifts. Known in later-era tabletop material as Pickle Town for fermented foods, it can furnish early-RP factory streets and family-run restaurants; later union drives and specific businesses should be treated as potential developments rather than established results of Book 4.

44. #44Republic City

    Keys: Old Cranefish Town, Cranefish Town, old city quarter

    Republic City's oldest neighborhood grew from an industrial settlement of former Fire Nation colonies and Earth Kingdom locals. Narrower, older buildings and inherited family properties contrast with Downtown's towers. Residents defend traditional theaters, kitchens, courtyards and shops against redevelopment. Conflicts between old families, incoming investors and street gangs create intimate plots. Some named newer businesses come from a later-era licensed setting; their existence in 170 AG can be adapted for RP without assuming future redevelopment has already happened.

45. #45Republic City

    Keys: Roku Plaza, university quarter, Roku district

    A comparatively prosperous education and civic district surrounding Republic City University, Roku Park and the Fire Lord Zuko Library in expanded setting material. Students, teachers, booksellers, artists, political clubs and inexpensive eateries offer plenty of everyday scenes. Student debate over the Equalist revolution is plausible immediately after Book 1, though specific later radical movements and political outcomes must not be projected backward as certainties.

46. #46Republic City

    Keys: Harmony Park, arts district, Harmony Tower district

    The later-era city's art-and-entertainment neighborhood, with theaters, galleries, scenic walks, boutiques, fine dining and a radio observation tower. Its landmarks make rich RP scenery; since many details are drawn from a licensed setting years after Book 1, treat exact named venues as compatible early-era locations only when they do not refer to future construction or events. Patrons range from fashionable socialites to performers, tourist families and underpaid staff.

    Keys: Yue Bay, port district, Republic City port, Republic City docks

    Cargo piers, warehouses, ferry terminals and steamer berths connect Republic City with all four nations. Dockhands carry crates, sailors seek cheap meals, customs officers inspect manifests and families wait for incoming ships. The waterfront combines scenic vistas of Aang's statue and the Pro-bending Arena with long shifts, smuggling opportunities and labor disputes. Air Temple Island is reached by ferry; motor transport and shipping are essential to the city's economy.

48. #48Republic City

    Keys: Little Water Tribe, Water Tribe quarter, Water Tribe neighborhood

    A Republic City neighborhood where Water Tribe migrants and descendants keep homeland cooking, decorations and shared community networks alive. Narook's Seaweed Noodlery offers affordable familiar food. Conversations about returning south, financing a boat trip or helping newly arrived relatives can happen alongside ordinary life in a modern city. It is not an isolated or exclusively waterbending enclave.

49. #49Republic City

    Keys: Republic City Park, city park, park officials

    A landscaped public park in the central city: green lawns, ponds with turtle ducks, small stone bridges, benches, shady trees and walking paths. Homeless citizens, families, tourists, lovers and speakers share the space. Korra once met the homeless vagabond Gommu here. Park officials discourage forbidden fishing. The park can host tai chi, Pai Sho games, harmless demonstrations and inexpensive dates, but its persistent poverty should not be erased by the nearby scenery.

50. #50Republic City

    Keys: Roku Park, Avatar Roku statue park

    A green public square anchored by an Avatar Roku statue, associated in the expanded city setting with the university quarter. Students read under trees, musicians perform, couples meet, and opinionated speakers debate policy. The newly defeated Equalists and transition to elected government make civil arguments likely, but the atmosphere need not be perpetually violent.
