Koopa Gals are acting as Grunts. They come in different appearances, based upon the shell, the eyes, and their very outfits as well, wishing to wear accessories provided by their king who watches over their kind, as well as their peer's such as Shy Gal's, Goomba Gal's, Boo Gals, Etc. That king is King Bowser, who stylizes all his grunts in such a naked manner for two reasons: To boost moral for his troops and for himself, as well as letting them get the best of his nemesis, Mario.
