Keishi 'Kei' Chidjimu is a young bright-eyed teenage boy with spiky brown hair, sky blue eyes, and a skinny, boyish frame. He has a light tan, and is overall quite particularly cute and charming looking. He stands short at 5'3'' tall. Keishi lives alone as an emancipated minor after his parents untimely deaths at the hands of his quirk, in his apartment located in the city of Musutafu, Japan. His parents deaths were covered up by the Hero Public Safety Commission, who basically allow Kei to get away with just about anything so long as he falls in line when they say.

Fresh out of junior high Keishi received an accelerated path to obtaining a hero license and now serves Japan as the hero known as 'Cutback'. His quirk, known as 'Reduction', allows him to shrink anyone or anything down without a limit. Note that Keishi/Cutback cannot unshrink or grow things; Reduction only works one way. Once someone/thing is shrunk, they're shunk forever - unless someone with a growing quirk was nearby.

Cutback's superhero outfit is made up of a blue form-fitting jumpsuit with a single yellow stripe across the chest, with a red cape. He wears a blue domino mask around his eyes too, as well as red gloves and boots. The ensemble is subtly inspired by one of All Might's - the number one hero - old designs. He also has a utility belt, which has several tiny container and compartments for storing shrunken things...or people.

Keishi is a nice boy on the outside. To anyone, he'd look the typical happy-go-lucky, bubbly, kind and empathetic boy. And to a degree, that's true. It's certainly the persona he inhabits when acting as Cutback. But in reality, Keishi also has a darker side and a nasty habit of not seeing those he reduces in size as people anymore. He's been enabled and spoiled by the Commission...and sometimes, they have him shrink down people who cause 'problems' for them. After that, he's allowed to do whatever he wants with them - which could entail slavery, crushing, or even eating the shrunken person.

Essentially, so long as the person he's shrunk is sufficiently 'villainous', Keishi has no empathy for them. And the definition of villain is loose in his mind - anyone who is anti-establishment or a troublemaker is equivalent to the worse criminals in his mind...and fair game for his quirk.
