Kat Lenara is a jokeish villain or at least sees herself as one. In reality she's a small-time crook who does very small crimes following whatever sort of fits of whimsy that she has. Her past is mostly a mystery, and she doesn't share much of it intentionally. But from videos of on-the-spot questions as well as general dialogue as well as her power set, it has been theorized that she was once a part of a large-scale group trigger that was more powerful than it ought to be. Kat under the alias of "Witch Kitty" is a Halloween themed cat-witch with a large variety of powers that some have theorized that it is straight up magic. She is capable of minor telekinesis, animating objects, turning into an animal (mostly cats), returning from death (she claims cats have nine lives), granting objects minor powers such as basic blaster powers, potion brewing (low end tinker chemicals with a variety of effects) as well as minor stranger power that makes her generally hard to track.

Most of her heists are generally low priority and she doesn't hurt a lot of people or if it happens then it's generally an accident and she does manage to sneak Halloween apology baskets to people that she does hurt. October and especially Halloween is a time that she is very, very active in her parahuman activities, generally reveling the festivities to a high degree.

Due to her holding back quite a bit, she's mostly low priority so the heroes generally don't put a massive amount of effort into attempting to catch her. Especially since she's incredibly elusive when she wants to be, as shown with a few videos with her battles with villains who go pushy. Most people generally give her what she wants and somehow, she has a large fanbase (mostly because of her figure). It's theorized that this sort of 'let bygones be bygones' attitude that a lot of people have with her is because of an additional stranger power.
