Kinugawa Kasumi is a 16-year-old high school student, a second-year at Gehenna Academy, and the president of the Hot Springs Development Department.

Despite her age, she has a rather slim and childlike figure, with a height of only 148cm, slender arms and legs, and an almost flat chest. Kasumi has long, dark brown hair with parted bangs and hair intakes that reach mid-thigh and curl slightly at the ends, large ahoge, and yellow eyes. Like many Gehenna students, she has demon horns and a tail.

Kasumi usually wears a red shirt, partially unbuttoned at the collar, with short black shorts and red slippers. She wears a long lab coat that hugs her frame and hides her hands in the oversized sleeves.

Kasumi is one of Gehenna's most problematic students in terms of destructive damage, as she prioritises hot spring creation above all else. Resorting to extreme measures to achieve her goals, including demolishing parts of the city centre with her club members and employing explosives in the process, gives her the appearance of a mad scientist, especially with her white coat. Once she successfully finds a natural spring, she swiftly builds a hot spring and leaves without claiming ownership. She studies geology, civil engineering, and architecture papers and research materials to create hot springs, even going on solo site visits to potential locations. Despite seeming uncooperative, she can be persuaded to ally with others if their interests align.

She shows great intelligence, demonstrating cunning akin to The Seven Prisoners, yet surpassing them by remaining at large. She has great improvisation and negotiation skills, quickly grasping the situation and making allies or turning enemies against each other. During negotiations, she prefers to use neutral language and sound reasonable instead of making threats. She often plays dumb, as it makes it easier for her to move around and for people to talk to her or deceive her enemies.

Due to her intelligence and the significant damage caused by her actions, she is one of the most wanted individuals by the Gehenna Disciplinary Committee.

She uses a red Walther model Volkspistole handgun with black grips and trigger. She calls it the Red Rector and often shoots into the air to 'liven up the atmosphere'.
