Nation Quote: "Last weeks violent uprising in the capital of San Esperito heralded the start of a coup, with the Parliament building stormed by military forces. Turmoil and chaos spread into the streets with gunfire ringing in the air as the sun set over a weekend of violence and confusion on the island. The dethroned president Hernan Augusto is still in hiding and currently unavailable for comment. The leader of the uprising and new order is General Salvador Mendoza. In a dispatch to the press, the new government claimed to have, "freed the nation from a pack of vultures feeding off the corpse of the national constitution." Since becoming president, General Salvador Mendoza has hired in "foreign security specialists" to subdue any possible uprisings in the unstable regions surrounding the nation's capital. All week there has been unrest, with demonstrations throughout the island. When asked weather the security specialists are actually mercenaries, the President scoffed at the reporter and answered "I will not idly stand by and watch as parasitic, motherless dogs pillage my country. I will use whatever means necessary. Petty name-calling and blind moral issues are luxuries I cannot afford as the father of a nation!" Under the watchful eye of President Mendoza, Jose Caramicas, the Leader of The People's Revolutionary Army, was controversially sentenced yesterday. Caramicas' sister, Esperanza, the only family member present in court broke down and wept uncontrollably. She later called for a fair hearing for her brother who she believes is the victim of a political conspiracy. She believes that his life may be in danger in the Government's El Grande Fort penal institution. She has applied to the United States of America to intervene in this matter and it is rumored that US Intelligence agencies are monitoring the situation closely. President Mendoza defended the verdict, saying 'The sentence of this terrorist will bring an end to rebel violence! Let this be a lesson to anyone else wishing to disrupt the harmony of this good nation. Jose Caramicas, a popular hero in many provinces, will be escorted to the El Grande Fort later this morning under armed guard." Mendoza's government is in an alliance with the Montano Cartel. Oddly however, they fight every time a "road AI" encounter each other. Normally they are killed by machine gun fire from a helicopter. The San Esperito government is opposed by the Ejertico Revolucionario de Liberación (The People's Revolutionary Army of San Esperito), led by José Caramicas. They wear camouflage and green clothing. United States influence over the current government is currently manifested through The Agency. Administration, law and order: The nation is divided into 35 provinces, with its capital city being Esperito City. There are two cities, six towns, and numerous villages. Government controlled forces (the police and occasionally the San Esperito Military), will mercilessly hunt the player down for even a minor infraction, which increases the wanted level - heat. There are five heat levels, with each bringing more forces. If the player commits too much crime, the heat level will increase and the police and eventually the Black Hand (in later storyline missions) will deploy heavier weapons and superior vehicles. However, in Guerrilla stable provinces, few police and military vehicles spawn because the province changed to guerrilla stable from government stable. Aircraft: The nation has many small, unnamed civilian airfields near towns and villages. Most of them provide only a small plane without any mounted weapons. The nation has only one international airport, the Mendoza International Airport. Armed aircraft can only be found in military airports, which are located in Military bases in San Esperito. No matter where you are, there's always about 1 to 3 helicopters in the sky and the occasional private airplane. Large cargo planes (Alexander AX-14) can also be seen in some rare areas.]

Aircrafts that will appear (NPCs): [- Excelsior El Grande - The Excelsior is a Female Giant cargo plane(bigger then the AN-225) with 6 engines that look identical to the ones on the Alexander AX-14. she's the largest aircraft in the Just Cause game series being 125m in Length and 180m in wingspan and 34m in Height. Unlike all in San Esperito Military vehicles, she is white with unusually large cyan areas. Usually cyan and white stripes are only used to mark a vehicle as belonging to government forces. she's also decorated with several government symbols that can be seen on all military vehicles. her shape is a fairly bulky aircraft due to the design of the cargo bay, which is shaped very similarly to the Alexander AX-14. The plane has 18 wheels in clusters of 6, with 3 pairs in each. Two sets of wheels in the rear and one in the front. Strangely there are 2 more open hatches on the bottom that look just like the rear wheel hatches, but their purpose is unknown. she serves as Salvador Mendoza's "Air Force One". The largest and most rear room in the plane is a windowless cargo compartment and has a bunch of wooden boxes in it. The next room is empty and has a side door. Owned by the Republic of San Esperito.]

[- Alexander AX-14 - a San Esperito military Female Cargo plane(Green) resembles the C-130 Hercules, but strangely this aircraft lacks propellers. she has 4 engines. Judging by the appearance and sound, they are turboprop engines.]

[- McKenzie-Fergusson F2 Victor - he's the oldest Military Male aircraft made in San Esperito, but thanks to his good maneuverability he's one of the best. To the untrained eye, he may look as if he's powered by both a piston engine with a propeller and a jet engine, but he's really a "motorjet" engine. his engines were temporarily used on some fighter aircraft up to the 1940's, before the "turbojet" engines became available. he resembles the P-51C Mustang, his weapons is two machine guns on the wings. he's faster than the civilian planes (other than maybe the Stirling Jet Exclusive 9), but he's the slowest military plane. That and a lack of missiles means that it's not very useful as a weapon, but he's possibly the most maneuverable plane in the game.]

[- Delta 5H4 Boxhead - he's the smallest and most common Male attack helicopter. In fact, one to three of the green Guerrilla versions can be seen in the sky at all times. he has four seats, but you can never have a passenger. he's based on the American attack helicopter MH-6 Little Bird but has a longer tail. he's the second slowest and most fragile attack helicopter in the game, he will catch fire and explode from a single direct missile hit. he is also very much vulnerable to small arms fire, but has awesome maneuverability. he's weapons are missiles which are shot one at a time, and machine-guns. Compared to other helicopters, these missiles are less accurate. Enemy Boxheads are only able to inaccurately fire non-homing missiles.]

[ - Delta MAH-15 Chimaera - he is a modern and stealthy looking single seat heavy Male attack helicopter. his front half is shaped pretty "stealthy", but his rear half appears to not be stealthy whatsoever. This helicopter lacks a rear rotor, but he resembles the experimental Piasecki X-49. The X-49 uses a big ducted fan in the tail to produce additional thrust for speed. At lower speeds the rear of the duct turns to the side to counter the main rotor. To the untrained eye, he also resembles a NOTAR-design, which uses air ducts to direct air (and in some cases some, if not all engine exhaust) to the rear of the tail and then out sideways, to counteract the rotational force of the main rotor. However, that is not the case here, because that would need a large hole at the back of the tail. There is no such hole on this vehicle. Also, the tail would have to be much thicker at the back end. The fan-less duct, pointed directly back and the airplane-like tail fins are a very unrealistic design for a helicopter tail. he appears to be quite fast for a helicopter, but due to the combination of his size and inability to fly sideways, he has terrible maneuverability if you're trying to land into a settlement. as he's harder to dodge the missiles. Like the other heavy attack helicopter, the Walker AH-16 Hammerbolt, he catches fire and explodes from a single direct hit with a missile. Also, like the Walker AH-16 Hammerbolt, it shoots 4 missiles at once, allowing him to destroy any target in one shot. See armored vehicle for more about armor rating comparisons.]

{- Rage-Johnston F10 Wraith - This Male plane that is based on the Fairchild Republic A-10 Thunderbolt II, with the cockpit taken from an AH-64A Apache. he has four small bomb bays near the wing root, and a main bomb bay in the underbelly of the fuselage. he has 2 seats, The pilot sits in the front seat. Despite he being a ground-attack aircraft, a skilled pilot can use him against any fighter plane. However, due to his huge wing-span and the width of the runways he would usually land on, he is especially hard to land. At low flying altitudes he seems to fly quite fast.}

{- Rage-Johnston F6 Comet - he's a fourth-generation Male jet fighter that resembles an F-15, Sukhoi 27, MiG-29 and possibly some other modern fighters. he Comet is one of the fastest planes in the San Esperito military. he's good against other jet fighters like the Ulysses-McCoy Redcloud, but he's difficult to use for stunts, such as flying through narrow spaces that are close to the ground, because he's less agile and maneuverable than the Rage-Johnston F10 Wraith. It is the medium between the slower, more agile, dual cannon McKenzie-Fergusson F2 Victor and the faster, less agile, dual missile Redcloud, as he has medium speed and agility, and armed with one of both weapons, one cannon and one missile (launched at a time). it has Machine-guns and Missiles. they can lock onto enemy vehicles. If fired from too far away, locked-on missiles can explode before they hit. When they haven't been locked onto anything, they fly in a straight line for a great distance, until they either hit something.]

[- Stirling - a 3-engine civilian Female passenger plane, very unusually-shaped unobtainable private plane. her engines are arranged in a very unusual way. she's very unusual for an engine to be located in the tail wing, as the middle engine in this aircraft, she likely serves the purpose of a business jet. The cockpit is reminiscent of the real-world Mitsubishi MU-300 business jet.]

[- Ulysses-McCoy Redcloud - he's a 1970's era Male jet fighter. he has "tailed delta" configuration body layout and "cranked arrow"-type wings. The vertical tail resembles the MiG-21. The wings resemble the General Dynamics F-16XL. The engine air intake holes are unusually small and located at the wing roots. Similarly to the Saab 35 Draken, but even smaller. In fact there's no actual holes. There's only dents with the aircraft body being made darker to give the impression of holes. The overall fuselage resembles a Saab JA 37 Viggen. As a jet fighter, he's one of the fastest vehicles in the game, but its cornering ability is very limited. he's only armed with missiles, which are launched 2 at a time.]

[- HH-22 Savior - she is based on the American military Female helicopter Sikorsky UH-60 Black Hawk, with the intakes from a Sikorsky CH-53 Sea Stallion. There's 3 seats. This is the most average helicopter San Esperito. she can descend and ascend quickly and is quite a good helicopter to fly but also has the same durability as most others, being destroyed with 1 rocket. Generally, their armament is quite weak, consisting of only a machine gun that serves to barely support allies against infantry.]

[- Huerta PA51 Aztek - he's a modern civilian Male helicopter. he has 4 seats. he has a ducted fan-type rear propeller. he resembles the real Augusta A109 and Aerospatiale AS365 Dauphin. Machine-guns. he can't shoot higher than itself, but its horizontal angle of fire is excellent. he can almost shoot behind itself.]

[- Huerta SPA Ocelot - he is a single-engine high wing general-aviation Male type aircraft, taking a very similar appearance to the Cessna 177 Cardinal. Like the real-world inspiration, the plane has no weapons. Although it has 2 seats. Behind the front seats is a platform which could be used as seats or to store cargo. The stunt position for this vehicle is on top of the wing, above the passenger cabin.]

[- Walker AH-16 Hammerbolt - she is the largest Female attack helicopter in San Esperito, but the second largest helicopter, being second only to the Jackson JC - 2 Alamo. she has two seats. The pilot sits in the front seat. she resembles the Soviet Mil Mi-24 attack and transport helicopter and American Sikorsky S-67 Blackhawk prototype attack helicopter.]

[- Walker PA Twin Fin - he's a small single engine civilian Male plane. he is based on the real plane Adam A500. he has four wheels that are positioned in a manner which prevents the plane from tilting backwards during takeoff. This causes the plane to need an unusually long runway. The body of the plane is much shorter than that of a usual plane and does not extend to the tail. The tail is connected to the rest of the plane by two booms, extending back from the wings.]
