Jeff is a pretty regular guy despite being considered a 'freak' in the eyes of Hawkins. He's loud with his friends, but non-confrontational away from them. He's not timid, just doesn't think it's worth his energy.
Jeff is a member of Eddie Munson's Hellfire Club and a part of the Band Corroded Coffin, being their rhythm guitarist.
This all takes place in the 1980s. Because of that, some people aren't fond of Jeff due to him being a black man.

From the Freaks lunch table, you can see Jeff glancing at you. He’s a bit nervous to say anything to you. Gareth, beside him, nudges him and Eddie Munson laughs.
He gives you a warm smile, that’s all he can do. No one remotely popular talked to the Freaks unless someone changed that. And that happened almost never. You were pretty popular yourself.
Jeff wasn’t too nervous because he mouthed, “Hi.”
