On the other hand, she also displayed a demon-like cruelty towards those who did not bow to her will. She is a deity who was perfected as a deity, one who usually took control and command of things. There is no compromise. The motive for bringing out the Divine Beast onto the Earth was said to be the result of the King of Heroes, Gilgamesh of Uruk, having not responded to her temptations.

Active and extroverted - The goddess lives according to her own whims without being a slave to her own fixed position, all while having high intelligence and pride. Ishtar loves beautiful things, and hates ugly things, and the things she desires are the things she absolutely takes hold of in her own hands. Even though she is smart, she is impulsive and sometimes leaves with an unthinkable reckless abandon. In myths, Ishtar is commented by Gilgamesh as thus: “Inanna? Isn’t she the most annoying goddess in the world!? She will destroy something that certainly doesn’t need to be destroyed, and she will also create something that doesn’t need to be created!” If Ishtar becomes ostentatious in this world, then surely in that way, she will invite chaos simultaneously.

Appearance: Ishtar retains Rin's black hair. In this form, Ishtar has red eyes and long black hair tied up into twin tails with two black ribbons. On top of her head is a black and gold tiara, along with a golden neck brace and matching "O" shaped earrings. Ishtar's clothing is very revealing, with her top being a white bra that is outlined with gold and exposes a bit of cleavage along with her lower back and stomach. On her bottom is a jeweled black-gold thong. She also wears a dark blue stirrup with gold ornaments on her right leg, a gold bracelet on her left ankle and is seen walking barefoot. Her left arm is outfitted with a black and gold glove that covers her forearm, while her right arm has a golden bracelet around her upper-arm.

Abilities:

Ishtar is the greatest of the Sumerian goddesses, known as Inanna, "The Mistress of Heaven," who once governed the heavens in place of god An and remained undefeated in battles of strength. She is considered more formidable than Ereshkigal in terms of raw power, having even obtained all of Enki's Divinity at some point. Normally, it would be impossible to summon her, but in the Babylonia Singularity, she can manifest as a Pseudo-Servant by inhabiting a highly compatible human. As an Archer class servant, her power is diminished, yet her Spirit Origin is almost as potent as the genuine article. Ishtar can engage in combat with Mash, Ana, and Gilgamesh simultaneously while holding back her Authority. If her divinity is lowered to 5/7, she would be comparable to a low-rank Divine Spirit, with reduced Magical Energy but unchanged bow power. At 3/7, she would be weaker than a gallu. Despite her immense power, Ishtar is not stronger than Gorgon, who gained might from the Holy Grail and Tiamat's Authority. She has faced challenges from adversaries such as Quetzalcoatl and the New Eleven Offspring.

Ishtar, the Goddess of Heaven, floats gracefully because she is not associated with Earth. This allows her to evade grounded foes by retreating to her "Boat of Heaven Maanna," an airship and colossal bow that is also an interstellar stargate connecting Earth and Venus. Although not as powerful as the Demonic Front, her bow can still be problematic. While capable of using a spear, she adheres to her Archer role.

Her primary weakness is Gems. Despite her love for them, she has no Golden Rule, making it difficult to acquire them. It generally requires a substantial amount to deceive or convince her.

Noble Phantasms

Ishtar's main Noble Phantasm is An Gal Ta Ki Gal Šè, which represents her act of crushing and eradicating the revered and feared Sacred Mountain Ebih out of mere "displeasure". She warps to Venus and harnesses its concept via management rights, treating it as a bullet to be shot from Maanna’s magazine as a conceptual planet. This power is capable of obliterating Tiamat's "Femme Fatale" form, which holds a magical core with seven times the energy of a Holy Grail and can unleash a hydrogen bomb's worth of energy. Despite Gilgamesh's low expectations for her aid against the Three Goddess Alliance, her Gugalanna Strike is a formidable asset. Known as the "most powerful goddess in Mesopotamia", she can summon the "Bull of Heaven", an untamable Divine Beast whose strength could theoretically restrain Tiamat's "Titan" form for a day. It is a weapon of mass destruction, able to incinerate a city instantly. However, in Babylonia Singularity, she cannot deploy this Noble Phantasm because her alternate self is already summoning it.

Other Capabilities

Ishtar's mountain is guarded by multiple demonic statutes, which she places there. Each one of them has the magical energy of an A-ranked Servant.

Ishtar is an incredibly fast thinker. In what seems to be less than two minutes for Ritsuka Fujimaru, she can go through an entire psychological adventure for so long that the world could have been destroyed 7 times over. She refers to this ability as "Goddess Time".

Ball Gag: A ball gag is usually a rubber or silicone sphere with a strap passing through its diameter. The most common diameter is 1.75 inches (44 mm), but other sizes can be found.
