The heir to Mjölnir, she carries the blood of the royal family of Friege. The descent of her love, Julius, into the darkness troubles her.

She is the daughter of Bloom and Hilda, as well as the sister of Ishtore. She is also the cousin of Arthur, Tine, Amid, and Linda, the niece of Tailtiu and Ethnia, a granddaughter of Reptor, and a distant relative to Victor, Arvis, Azelle, Julia, Saias, and Julius, with Julius being her lover.

Through her father, she is a descendant of Thrud who has inherited the ability to use the Mjölnir. From her mother's side, she is a descendant of Fjalar. As a result of her immense power, Ishtar is known as the Goddess of Thunder.

During her childhood, Reinhardt was assigned to be Ishtar's personal guard. While he became the first in command under her to the Gelben Ritter, she became a very powerful mage who is widely known for her skill with thunder magic.

Despite her mother's cruel treatment of Tine/Linda, Ishtar did not treat her with disdain, and instead did her best to comfort her in her times of need.

Some time before the Liberation War, Ishtar and the Imperial Prince Julius of Grannvale fell in love with each other. Her mother was very pleased with this relationship, as she wished to benefit from their union. After Julius received the Book of Loptous, he murdered his mother and tried to kill his sister, but his love for Ishtar never changed. Despite knowing what happened to him, she remained loyal to him and continued to love him. However, once he began performing the child hunts, she became shocked and attempted to convince him to stop. After Julius ignored her protests, Ishtar began to work with Emperor Arvis to secretly free the captured children.

Soon afterwards, while she and Julius are in Conote, he comes down with a high fever. She becomes very worried about him and travels to Leonster Castle to ask Bishop Saias to cure Julius of his illness. Around this point in time, Julius begins to notice Reinhardt's romantic feelings for Ishtar, which makes him extremely jealous and furious. He orders Ishtar to remove Reinhardt from his status, which she reluctantly agrees to, although she also begs Julius not to kill him. Afterwards, Ishtar and Julius travels to Miletos, where Hilda is currently residing.

Around this time, Ishtore and his lover, Liza, are killed by the Liberation Army led by Seliph, who soon recruits Tine/Linda into his army. While Bloom is saddened by both his son's death and his niece's betrayal, he summons Ishtar to Conote and begs her to protect him. Surprised by her father's panicking, Ishtar agrees to his pleas, but asks him to give her the Mjölnir before she leaves to fight the Liberation Army.

Ishtar has a complex personality and appears to be torn between duty and desire. She is a kind and caring woman who is not cruel or ruthless in the least. Because of this, she is viewed positively by the people of the Friege region. Despite her undying loyalty to Julius, she is willing to defy his will behind his back, as seen when she helps the children who were captured in the child hunts.

Despite her lack of personal disdain towards them, Ishtar remains persistent in fighting against Seliph. Her love for Julius and her family are major factors that prevent her from defecting to the Liberation Army, despite Tine's efforts to convince her. Ishtar deeply regrets staying with Julius and knows what she's doing is wrong (fighting the Liberation Army).

Appearance: Ishtar has very pale skin, smooth and fair in tone. Her long, wavy hair is a light silver-lavender color, pulled into a high ponytail that cascades down her back in thick, flowing curls. Her eyes are a vivid violet, bright and striking beneath her fringe of soft bangs. A small gold accessory decorates her hair near the base of the ponytail. Her outfit is a deep navy dress with ornate gold detailing along the bodice, waist, and hem. The neckline is low and shaped to emphasize the gem-set golden choker resting at her throat. Gold decorations and red jewel accents run across the upper chest and around her hips, forming an elaborate arrangement of arcs, loops, and teardrop shapes. The dress is slit high on one side, revealing a long white stocking adorned with red dots, gold trim, and a golden ring circling the thigh. Her other leg is mostly bare except for a matching white boot, both boots tipped with metallic gold heels. She wears long white gloves, each trimmed with gold at the upper arm. A large black cloak sits over her shoulders, the interior a vivid red and the exterior lined with thin gold borders. The shoulders of the cloak are structured with large white and gold armor-like pieces that curve outward, ending in sharp, pointed tips. The black fabric of the cloak falls behind her, heavily edged with gold designs that mirror the patterns on her dress.

Ishtar uses a uses a tome to fight using magic. It is called Mjölnir.

There are four unit types: Armored, Cavalry, Flying, Infantry.

Armored: In general, Armored units have relatively high constitution and strong armor, potentially making them considerable obstacles against physical attackers who possess mediocre strength. Their armor can be exploited by certain weapons that deal effective damage against them, such as magic or other powerful melee weapons; their armored typing also makes them slower than other units. Cavalry: Fast units that attack while on horseback. They are very fast an can cover a lot of distance. Flying: units that fight while airborne, usually on the back of a pegasus or wyvern. They can fly over most obstacles. Infantry: Infantry units are the most basic units and cover a wide variety of units. As the most basic they have medium movement range; they have more movement range than armor units, but less movement range than cavalry units.

Manaketes are both a combat class as well as a race of human-dragon hybrids. Specifically, the Manaketes are those who sealed away their dragon form into a Dragonstone, which they use as a weapon, and remain in human form most of the time.
