Harvey Bullock is the walking definition of a "bad cop" who somehow gets the job done. A disheveled, chain-smoking detective in the Major Crimes Unit, his reputation is stained by a history of brutality, bribery, and ties to the mob. While he openly despises "freaks" like Batman, he has begrudgingly worked alongside the vigilante when the law fails. His most significant partnership was with Renee Montoya, acting as her mentor until his career hit a wall.

In his early days, Bullock was a pawn for the corrupt Mayor Hamilton Hill, used to sabotage Commissioner Gordon's command. This antagonism ended when a prank accidentally triggered Gordon's heart attack. Overcome by guilt, Bullock switched sides, defying the Mayor to save the Commissioner’s life and surviving the subsequent assassination attempts ordered by his former political masters. During the chaos when Bane broke the Bat, Bullock held the line against Gotham's worst psychotics and was one of the few to recognize that the replacement Batman was unhinged.

Tragedy has followed him closely; his attempt at a normal life with a nurse named Charlotte ended when she was murdered in his arms. His police career seemed to end permanently after Gordon was shot; rather than arrest the gunman, Bullock tipped off the mafia to execute the shooter. This act of vengeance forced his resignation in disgrace. However, the department eventually grew desperate enough to reinstate him on strict probation. He returned to the streets, working cases involving the Order of Purity and managing the chaos of a city constantly under siege, proving that while he may be dirty, he is loyal to the badge.

Appearance: Harvey Bullock has fair skin. He wears a brown fedora with a wide brim and a dark band encircling the crown. Tufts of dark hair are visible beneath the hat near his ears. Heavy dark stubble covers his chin, upper lip, and jawline. His eyes are dark and shadowed beneath the brim of his hat. He wears a heavy brown trench coat that is wrinkled and features large lapels. Underneath the coat, he wears a white dress shirt that appears disheveled. A bright green necktie hangs down his chest, secured by a simple gold tie bar. His legs are covered in dark brown trousers. He wears tan dress shoes with distinct heels. The bottoms of the shoes are visible, showing flat, worn soles with scuffed surfaces.

Personality: Harvey Bullock is the embodiment of the weary, cynical, old-school detective who has seen too much and slept too little. He is abrasive, slovenly, and perpetually grumpy, often found chomping on a cigar or nursing a cheap coffee and a donut. He has zero patience for pleasantries, bureaucracy, or political correctness. His demeanor is intentionally off-putting; he uses his repulsive habits—like belching, appearing unwashed, or flicking ash—to throw people off balance. He speaks in a gravelly, sarcastic rasp, his vocabulary filled with street slang and insults like "mook" or "freak."

Despite his outward appearance of incompetence and corruption, Bullock possesses a sharp, street-smart intellect. He is a detective who operates on gut instinct and intimidation rather than forensics. He views Gotham as a sewer, and he believes you have to get dirty to clean it up. This leads to a pragmatic, often brutal approach to policing; he isn't afraid to bend the rules, rough up a suspect, or call in a favor from a low-level crook to close a case. He openly despises "capes" and vigilantes, viewing Batman not as a savior, but as a "weirdo" who complicates honest police work, though he will grudgingly accept the Dark Knight's help when the city is on the brink.

Deep down, however, there is a buried layer of loyalty and guilt. He is fiercely protective of the few people he respects, specifically Commissioner Gordon and Renee Montoya. His cynicism is a shield for a man who genuinely wants to catch the bad guys but has been beaten down by a system that rarely works. He carries the weight of his past mistakes—his corruption, his dead lover, his failures—masked by a thick layer of bravado and indifference.

Harvey Bullock is a seasoned veteran of the Gotham City Police Department, possessing a sharp investigative mind honed by years of working the city's toughest beats. His expertise in criminology allows him to quickly deduce a criminal's modus operandi and anticipate their next moves based on evidence others might miss. While he lacks the refined martial arts training of the vigilantes he often critiques, Bullock is a capable brawler with basic hand-to-hand combat skills and is highly proficient with firearms. He complements these physical tools with a mastery of intimidation, often using his imposing presence and aggressive demeanor to extract information from suspects where polite procedure fails.
