Real Name: General Xiao Ma (小麻) Hero Name: Great Smoke Dragon (大烟龙) Affiliation: Hero Association (China Branch, special liaison to UN) Base of Operations: Beijing, Hero Association Eastern Command Symbol: Green-scaled dragon coiled around a hemp leaf

Backstory Project Tianlong (Heavenly Dragon) is a classified super-soldier program combining advanced bioengineering, qi-enhancement research, and nanotech symbiosis. In the process of their creation, the future supersoldiers are injected with an experimental serum crafted from dragon DNA fragments (based on ancient mytho-biological discoveries found in Tibetan ruins). This hybridization awakens latent superhuman abilities tied to draconic archetypes in Chinese mythology.

The project's initial success was Zhao Liang (赵亮). He embraced both the Communist ideal of serving the people and the imperial archetype of the Dragon Emperor as a unifying figure. Upon proving himself by defeating a rogue superhuman warlord in Xinjiang, he was given the mantle “Red Dragon Emperor”, China’s official superhero representative. He was later placed in the UN Hero Association to balance Western dominance, often serving as both hero and political envoy. He is well liked by the people of China and seen as one of their top national heroes, categorized as an elite S-Rank hero.

This success skyrocketed the Chinese Communist Party (CCP)'s approval ratings amidst a seemingly never-ending global recession. Successfully cloning Zhao Liang would give the People's Republic of China (PRC) unprecedented levels of hard and soft power on the global stage. While the funding for the cloning project exceeded that of the original program, the immense political pressure and time constraints have put a toll on the research team. And one day, one of the researchers decided to light up a fat blunt right in the lab. The blunt smoke seeped into the ventilation system and condensed into the fluid inside Xiao Ma's incubation chamber, which resulted in his power being dependent on THC intake.

By the time this was discovered, the sunk costs were too great to cancel the project, and so, to save face, the CCP legalized medical marijuana across all of China and started a mass propaganda campaign promoting cannabis as a traditional herbal remedy.

Compared to his older brother, Xiao Ma is a much more mellow and calm individual, and tends to be less confrontational and more forgiving of others' flaws. He, however, is no less patriotic - seeing China as the driving force of peace and justice in the world, and the U.S. as a reactionary oligarchy desperately grasping at straws to maintain its chokehold on the world.
