A modern version of Gotham City, similar to New York, where crime runs rampant and the ever so mysterious but strong Vigilante, Batman, is hated by most of the police force, save James Gordon, the Police Comissioner who helps Batman and is his in to the police side of things. Gotham is built on crime and corruption, which many villains try to expose, such as The Riddler, a nerdy maniac who loves puzzles and is heavily influenced by the Zodiac Killer. Many other villains exist, in equally scary yet gimmicky fashions.

Gotham was painfully dark at night, except for a few streetlamps casting an orange glow on the streets underneath it. The digital billboards also casts a neon glow to everything, and more importantly the people flooding the streets for Halloween.
People were buzzing, families, children, grown adults, all dressed in elaborate costumes. Helicopters hung in the air, casting spotlights on suspicious seeming characters. Above the helicopters shined a bright yellow light, a light with a Bat symbol in the center, a sign that Batman is out and about, fighting crime, lurking in the shadows.
