The Tsaritsa (Russian: Царица Tsaritsa), also known by her name Anastasya Feodorovna Snezhnaya (Russian: Анастасия Фёдоровна Снежная Anastasiya Fyodorovna Snezhnaya), is the Cryo Archon of The Seven and the ruler of Snezhnaya. She succeeded the Belyi Tsar after he died in the Cataclysm 500 years ago, but was quickly faced with rebellions both from the humans of Port Belovodye and Snowland Fae lords that refused to recognize her. The Tsaritsa established the Fatui under Pierro in response, directed them to suppress the rebellions, abolished the feudal Fae aristocracy, and reorganized the government under a new order. In the following centuries, she recruited powerful individuals from across Teyvat and appointed them to leadership positions within the Fatui as the Eleven Fatui Harbingers. With the aid of her Harbingers, she established Snezhnaya as the dominant power on the continent, intervening in the other nations in pursuit of her final goal of overthrowing the Heavenly Principles.

She is the Tsaritsa and second ruler of Snezhnaya as well as being the current Cryo Archon, succeeding Belyi Tsar after he died in Cataclysm five centuries ago. Upon her ascending to the throne, she was faced with rebellion from both humans and Fae Lords who refused to recognize her as a ruler where she eventually established the Fatui under the response of Pierro in order to suppress the rebellion and abolishing the feudal fae aristocracy before reorganizing the government under a new order.

In the following centuries, she recruited powerful individual across Teyvat and appointing them leadership positions within the fatui, creating the Eleven Fatui Harbingers system. With the new organization under her leadership, this established a dominant power in the continent by intervening other nations in her pursuit of overthrowing the heavenly principles and intends to establish a new world order free from their control which was driven by vengeance for the loss of her bloodline who were almost wiped out. Currently, she possess six of the seven Gnoses.

As the Cryo Archon of The Seven, the Tsaritsa possesses a seat among the Divine Thrones of Celestia, granting her access to the Cryo Authority. She also possesses six of the seven Gnoses, with the sole exception of the Pyro Gnosis. She succeeded the Belyi Tsar 500 years ago after he died during a conflict with the Abyss during the Cataclysm.

The Tsaritsa has the ability to grant her subjects a power separate from Visions, called Delusions. These Delusions are used by the Fatui, particularly by the Eleven Fatui Harbingers.

For unknown reasons, the Tsaritsa appears to rarely use her own powers. According to Columbina, the people of Snezhnaya have no knowledge over the kind of power the former wields, and the Tsaritsa herself does not accept or acknowledge said power.

Despite being centuries old, the Tsaritsa appears untouched by time, seemingly ageless. She has pale skin, long silver white hair, eyelashes of the same colors, pale blue eyes, and pointed ears. In the past, she wore her hair down, and in the present, she wears an elegant braid. She is often described as "a statue with no expression carved onto the face", with a "cold but pure" gaze. Columbina describes her as being ice-cold and sharp: "crystal clear in some ways, yet profoundly unfathomable in others". She wields a scepter. She wears her hair up in a braid with her sidebangs and bangs out now, a tunic like, white and blue jacket with fur on the top and bottom, 4 point star shaped earings that are ice blue, an ice blue and royal blue crown with ice like and silver detailing on it. Also she wears a white and light blue formal but not puffy gown that goes down to her ankles with long gloves of the same coloring and ice-like detailing, her gown has a slit that goes up to her upper thigh, light blue thigh highs with silver detailing, and she wears white heels with ice-like and silver detailing.

The Tsaritsa is diametrically described as being cold and stern by her Harbingers, as well as being gentle and compassionate, although it is suggested that she has sealed her emotions beneath her icy demeanor. From her actions immediately after the Cataclysm, she may be considered iron-willed, if not to the point of ruthlessness, particularly in her renunciation of the nobility.

The Tsaritsa was left deeply changed by the events of the Cataclysm, and Dainsleif characterizes her thusly in the Teyvat Chapter Storyline Preview: "She is a god with no love left for her people, nor do they have any left for her. Her followers only hope to be on her side when the day of her rebellion against the divine comes at last."

Unknown time ago Anastasya Feodorovna had an unnamed son; the fate of her son is unknown, but her descendants eventually became the Khaenri'ahns. During the Cataclysm 500 years ago, she succeeded the Belyi Tsar as Cryo Archon following his demise during his expedition, and was crowned Tsaritsa of all Snezhnaya. Some of the Snowland Fae nobility, furious a non-fae had taken the throne, refused to recognize the Tsaritsa as their new ruler: some did not seek an audience with her, while others, such as the Dalegrad clan, broke ties with Snezhnograd altogether. The Tsaritsa was left severely embittered by the events of the Cataclysm, and cut ties with other Archons, including Venti.

Shortly following the Cataclysm, she approved Solovei's proposal to establish the Lightkeepers and allow Nod-Krai to govern itself as an autonomous region within Snezhnaya.

During the second year of the Tsaritsa's reign, the humans of Port Belovodye decided to take advantage of the succession crisis and rebelled against the Fae ruling class by declaring self-governance. The Fae noble Grand Duke Drevogorye attempted to quell the rebellion, but to no avail. The following year, the Tsaritsa established the Fatui with Pierro as its first member and leader and then directed them to recapture the port. During the campaign, the Fatui occupied the territories of several Fae clans (notably the Drevogorye, Volkhovan, and Cirnareka clans), later charging them with the crimes of negligence and condoning rebellion. This prompted Drevogorye to accuse the Tsaritsa of treason and fight against the Fatui, but he was killed in battle, and the incriminated Fae were forced to relingquish their authorities. Finally, the Tsaritsa sent Port Belovodye an ultimatum, demanding that either the rebels surrender and hand over their instigators in exchange for clemency, or face total destruction. These terms were accepted, and the rebellion ended without further incident.

After stabilizing Snezhnaya, the Tsaritsa began a series of reforms in her nation, aimed at crippling the Fae's aristocracy's political power while strengthening the status of humanity in her court. Firstly, she sent emissaries to all fae princes who had not come to seek an audience with her, and demanded they relinquish their princely titles. Many died before responding, while the remainder acceded. Secondly, she strengthened the Fatui by ordering them to build a new fortress near Snezhnograd, named Glupov. Lastly, she replaced the Fae aristocracy with the Snezhnograd Veche as an administrative organ, headed by a human, I. Ivanovna N. On the 7th year of her reign, she issued the Imperial Order Reformation Edict, in which many princely Fae, "deeply grateful for the Tsaritsa's mercy and virtue", voluntarily forsook their noble titles and departed Snezhnaya many would choose to reside in Novokitezhgrad, where their descendants continue to live in the present day.

Around three to four centuries ago, she invited Kuutar to the Fatui, bestowing upon her the name Columbina together with the position as Third Harbinger, telling her that they would be like a second home to her, which she accepted.

Over a decade ago, the Tsaritsa pardoned House of the Hearth orphan Peruere of the crime of killing a Harbinger—Crucabena, the former House of the Hearth director—and promoted her as Crucabena's replacement, bestowing the name Arlecchino to her. Some time later, she promoted Ajax to the position of Eleventh Harbinger, granting him the name Tartaglia.

Shortly before the start of the Traveler's journey, the Tsaritsa launched her plan to collect the Gnoses of the other six Archons. Pierro then held a meeting with the Harbingers in which he outlined the details of the plan to them on her behalf.

At some point, the Tsaritsa became acquainted with Danica, a maid whose family had served the Tsaritsa for generations, and Vesna, the current captain of the Druzhna.

Signora collected the Anemo and Geo Gnoses, taking the former by force from Venti, and receiving the latter from Zhongli as part of a "contract to end all contracts" offered to him by the Tsaritsa. When Paimon inquired as to what she offered, Zhongli cryptically told her and the Traveler that they would have to find out themselves in their journey across Teyvat.

After Signora's death in Inazuma, the Tsaritsa held a funeral for her in Snezhnaya. Before the proceedings began, she played a game of chess with Pierro (with the already collected Anemo and Geo Gnoses placed on the board as chess pieces), using her powers to remotely move her pieces. After all of the Fatui Harbingers arrived to pay their respects—except Scaramouche, who had gone missing—the Tsaritsa froze her tomb along with the entire mausoleum, encasing it in thick layers of ice.

In Sumeru, Dottore claimed that the Tsaritsa had called him back to Snezhnaya, a command he ostensibly fulfilled by sending one of his segments instead. The segment that stayed behind was able to successfully acquire both the Electro Gnosis (that Scaramouche had previously taken and gone missing with), along with the Dendro Gnosis held by Nahida after exchanging knowledge with her.

In Fontaine, Arlecchino obtained the Tsaritsa's permission to use the Hydro Gnosis first to potentially avert the disaster foretold by the prophecy of the Primordial Sea before handing it over to the Tsaritsa. After the prophecy was subverted through other means, Arlecchino was given the Hydro Gnosis by Neuvillette as a "diplomatic gift," which she later gave to the Tsaritsa.

After Capitano duelled Mavuika for her Gnosis and later refused to capitalize on her weakness, he sent a letter to the Tsaritsa requesting to be relieved of his duty to acquire the Gnosis. She agreed to the request, and after he sacrificed his life force to get revenge on Ronova, she notably kept his rank intact. Mavuika suspected that the Tsaritsa would dispatch another Harbinger to collect the Pyro Gnosis for her.

During a meeting between three of the Four Great Rulers discussing the missing whereabouts of Asmoday, Ronova sensed Pierro defiantly gazing upon her, quips at the Tsaritsa trying to overthrow the Heavenly Principles with her "paltry powers," and suggests that the Shades intervene within the "extent permitted by the rules." Meanwhile, Pierro makes his way to Nasha Town, where he declares on behalf of the Tsaritsa that "even the gods have their limits."

Before Columbina left the Fatui and fled to Nod-Krai, she "fulfilled her promise" to the Tsaritsa that required parting with a great deal of her power. Shortly after, the Tsaritsa issued the Palestar Edict, calling for the Fatui to find and arrest Columbina at all costs, and assigned three Harbingers—Dottore, Sandrone, and Arlecchino—to oversee Fatui operations in Nod-Krai.

Following Rerir's expulsion from Teyvat, Arlecchino grew suspicious of Dottore's motives, and asked the Tsaritsa to recall him to Snezhnaya on the basis of redundancy. The Tsaritsa agreed and Dottore seemingly complied, but in reality stayed behind to attack Columbina and attempt to steal the power of the Three Moons.

Learning of Dottore's rogue behaviour and the now-growing situation in Nod-Krai, the Tsaritsa sent Tartaglia to assist Arlecchino in evacuation efforts while having the Fatui Internal Affairs division investigate Dottore's conduct. The division concluded that Dottore had gone against the Tsaritsa's will, which granted Arlecchino and Sandrone executive authority to eliminate Dottore should the need arise. Once the situation was handled, she also rescinded the Palestar Edict. Afterwards, she summoned Pantalone and Pulcinella before her to answer for the recent events; Pantalone excused any involvement he had with Dottore on pressure from the latter's seniority.

The Tsaritsa is currently overseeing a massive plan known as Project Stuzha. While its details are unknown, it is connected to a concept or thing known as "Mistilteinn".

The earliest known history of Anastasya was during the First Era through the Funerary Year. A young Anastasya Feodorovna Snezhnaya was born and raised among the people of Hyperborea. During this time, she fell in love with an unnamed man, and together they had many children, becoming the ancestors of the people who would one day found Khaenri'ah. Following the fall of Sal Vindagnyr, her descendants migrated to Sumeru, where they established the nation of Khaenri'ah.

Later known as the Tsaritsa, Anastasya was not originally one of the Seven Archons who each governed an element and nation of Teyvat. Instead, she inherited the title of Cryo Archon after the death of Monomakh Snezhnyi, the Belyi Tsar and former Cryo Archon. She ruled over Snezhnaya, a technologically advanced nation with a harsh, frozen climate, and was once regarded as a compassionate and benevolent deity. After witnessing the destruction of her descendants and surviving the catastrophe alongside Venti, Zhongli, and Nahida, Anastasya suffered a devastating loss that forever altered her heart.

After witnessing the annihilation of her descendants made any love the Cryo Archon still held for the world gradually withered away, leaving behind a cold and resolute ruler devoted solely to defying the divine. Convinced that only by overthrowing the Heavenly Principles could lasting peace be achieved, she resolved to usher in a new era even if it had to be forged through war.

Some unknown point of time after her coronation, the people of Port Belovodye declared self-governance after the Belyi Tsar died, rebelling against the fae princes, as many of them did not accept her as the ruler of Snezhnaya. The Fatui were formed and were ordered to conquer the lands of the fae princes, while the Pale Star court charged them with negligence and condoning rebellion and revoked their princely titles.

Shortly after the Cataclysm and the Tsaritsa's ascension to the Pale Star throne, Solovei, the first Torchforger and a noble of Snezhnaya, defends Reed Miller's dream of creating a paradise before her and the Pale Star court. The Tsaritsa agreed to Solovei's request, making Nod-Krai into an independent region and allowing the establishment of the Lightkeepers.

The Fatui were a militaristic religious group comprised of her fanatical followers. They were tasked with sowing discord in the nations of the other Archons. At some unknown point in time, the Tsaritsa ordered the Fatui to build a new fortress near the city of Snezhnograd, naming this fortress as "Glupov", meaning "the city of fools".

Well over a century after the cataclysm, the Tsaritsa was introduced to a nameless wanderer who had been recruited by the Jester. The wanderer was an artificial puppet/clone created and then abandoned by the Electro Archon and God of Eternity Beelzebul. Because the wanderer possessed the constitution of a god, the Tsaritsa placed him in charge of a company of Fatui and tasked him with exploring the Abyss. After spending a long time in the Abyss, the wanderer returned and presented his findings. For his efforts, the Cryo Archon promoted him to the ranks of the Harbingers and entitled him "Scaramouche" a.k.a. "The Balladeer."

The Tsaritsa personally attended the investiture of the Eleventh Fatui Harbinger Tartaglia, watching on sternly from her throne as Pierro pinned an Electro Delusion on the newest addition to the Fatui Harbingers.

At some unknown point in time, the Tsaritsa had an agreement with the Damselette, the Third Fatui Harbinger. Though the agreement details remain vague, what is known is that Damselette had made an unspecified promise with her, that resulted in losing quite a large portion of her power for reasons yet to be explained.

Five hundred years after the destruction of her descendants at Khaenri'ah, Anastasya commanded her Fatui Harbingers to bring her the Gnoses of the other active Archons for reasons unknown (though this likely relates to her ideology of rebelling against the Heavenly Principles and to prevent Ronova from using them to her advantage.) This would be apart of her plan known as “Project Mistilteinn” as she is the overseer of the operation. Project Mistilteinn is to build a weapon that can defy the Heavenly Principles.

When Project Mistilteinn started, many plans of the Fatui and the Tsaritsa were made in progress. They built the Kuuvahki Design Bureau, started Project Stuzha to use the energy into the weapon, harnest the energy of stellar-linchpins, gathering the gnoses, and creating other plans.

Before the events of the game, Anastasya called upon Pierro and the rest of the Harbingers to announce her new plan to gather the gnoses of Teyvat. She would use the gnoses as a bargaining chip to the Heavenly Principles, but for exchange is unknown.

The first Gnosis to fall into the possession of the Tsaritsa was the one belonging to her former friend, the God of Freedom Barbatos. The Eighth Fatui Harbinger La Signora ambushed Barbatos, now having assumed the identity of a bard named Venti, and a heroic outlander known as the Traveler outside the Favonius Cathedral in the City of Mondstadt and took the Gnosis by force. It was the Cryo Archon's instruction that the Anemo Archon's Gnosis be taken by force rather than by other means due to the animosity she felt towards him.

In order to obtain the Gnosis of the Geo Archon Morax, the Cryo Archon decided to negotiate. She signed a contract with the Geo Archon which granted her the Geo Gnosis in exchange for an unknown bargaining chip. Upon the fulfilment of the contract, the Gnosis was collected by Signora and Tartaglia and presented to the Tsaritsa in Zapolyarny Palace.

Later, the Gnosis of the Electro Archon Beelzebul was given to the Balladeer by her best friend Yae Miko in exchange for the life of the Traveler, who was at the Balladeer's mercy. Rather than returning it to the Tsaritsa however, the Balladeer decided to keep the Gnosis for himself in the hopes that he would be able to use it to attain true godhood. As an indirect result of the Balladeer's betrayal, La Signora was killed by the Raiden Shogun after a duel with the Traveler and the plots of the Fatui in Inazuma failed.

Following the demise of the Fair Lady, the Tsaritsa held a funeral at Snezhnaya for her. Before the proceedings of the funeral began, she played a game of chess with the Jester (along with the already collected Anemo and Geo Gnoses placed on the board as chess pieces), using her powers to remotely move the chess pieces. After the Harbingers (minus Scaramouche) paid their respects, the Tsaritsa froze the entire tomb alongside the mausoleum, encasing it in thick layers of ice.

When Il Dottore was present at Sumeru, he was summoned back to Snezhnaya by the Tsaritsa (presumably along with the other Harbingers). However, Dottore left behind another one of his segments, and used it to retrieve the missing Electro Gnosis after the Balladeer's betrayal. He also negotiated with the Dendro Archon, Lesser Lord Kusanali in exchange for the Dendro Gnosis and gained them both, handing them over to her at Zapolyarny Palace.

The Tsaritsa later charged Arlecchino with retrieving the Hydro Gnosis from the Hydro Archon Focalors. Arlecchino, who primarily operated in the Hydro Archon's nation Fontaine, requested permission to use the power of the Hydro Gnosis herself upon retrieving it in order to save Fontaine from a cataclysmic flood that was prophesized to destroy the nation. The Cryo Archon granted her permission, though it was ultimately unneeded as the prophesized flood was halted through alternative means. Arlecchino received the Gnosis peacefully and subsequently bequeathed it to the Tsaritsa.

After the battle against the Pyro Archon and defeat, the Captain wrote a letter to the Tsaritsa, requesting her to remove him from the responsibility of retrieving the Pyro Gnosis. The Tsaritsa accepted the request, and following his sacrifice, she decides to keep his seat vacant.

Following Columbina's departure, the Tsaritsa would issue the "Palestar Edict", summoning the Fatui Harbingers back to Snezhnaya and deploying them to Nod-Krai. One of the directives of this decree is to retrieve the Damselette, who has fled to Nod-Krai and abandoned the Fatui in the process. To retrieve her, the Tsaritsa dispatched the Fatui Harbingers Arlecchino, Sandrone and Dottore, while ordering the rest of the Fatui to pull down Moon fragments and build the Kuuvahki Experimental Design Bureau atop them.

During a meeting between the Four Shades (minus Asmoday), it is revealed that the Tsaritsa plans to likely overthrow the Heavenly Principles while it is asleep, thus causing the Shades to decide to intervene.

Following the defeat of Rerir, the leader of the Wild Hunt (and one of the Sinners of Khaenriah), the Damselette reveals that the Kuuvahki Experimental Design Bureau, overseen by Marionette is busy designing an unknown weapon which plays a key role in the Tsaritsa's plan.

Having grown suspicious of Il Dottore's motives, and his prolonged inactivity, Arlecchino and Sandrone suspected that he was plotting something with the information that he was researching on the Ancient Moon's Remnants and was attempting to retrieve the Moon Marrows. Arlecchino later returned to Snezhnaya to meet with the Tsaritsa, entreating her to have him recalled under the guise of the fact that the Fatui's business in Nod-Krai had concluded and that three Harbingers were unneeded.

The Tsaritsa agreed with Arlecchino, having ordered Il Dottore's return to Snezhnaya immediately.

Following Columbina's capture at the hands of Il Dottore, Arlecchino thought of speaking with the Tsaritsa to remove the prohibition of Harbingers fighting against each other, but realized that it would not be practically possible.

The Tsaritsa authorized the Okhranka, or the Fatui Internal Affairs to review Il Dottore's case and identify whether did he turn traitor and acted against Snezhnaya's interests - while simultaneously accepting refugees from Nod-Krai and issued an edict to the Knave and Marionette through Childe - should the Doctor pose a threat, they are authorized to eliminate Il Dottore.

After Il Dottore's “defeat”, the Tsaritsa revoked the Palestar Edict.

Due to Project Stuzha's enormous and unknown needs causing most supplies to be diverted to it, Snezhnograd was low on supplies.

Following Il Dottore's 'defeat' and his resurgence in Sumeru, the Tsaritsa summoned the Fatui Harbingers Pantalone and Pulcinella to report for Dottore's actions. Pantalone managed to convince the Tsaritsa that the events in Nod-Krai and Sumeru were at most a "public relations nightmare" while placing the blame squarely on Dottore.

Once Il Dottore's final data backup was gone, the Tsaritsa had the Rooster send a letter to the Sanctuary of Surasthana, stating that the Zapolyarny Palace does not represent his actions in Nod-Krai and that The Doctor was subjected to internal censure. His subordinates were also "dealt with" in accordance to Snezhnayan law. The Fatui, likely under the Tsaritsa's orders sent relief funds and supplies to Sumeru, which are en route as a strategy to minimize the damage to their diplomatic ties.

After Nahida uses the Pyro Gnosis to burn the Irminsul, Mavuika detects that the Pyro Gnosis wasn’t destroyed but disappeared mysteriously from Teyvat and her radar. It’s whereabouts are unknown causing a disruption to the Tsaritsa’s Plans. Despite its disappearance, Project Stuzha continued without any issues, led by the Fatui Harbingers.

With the aid of the Snezhnograd Veche and the Fatui Harbingers Pantalone and Pulcinella, the Tsaritsa continued Project Stuzha, which is revealed to be a program for collecting large amounts of Kresnik energy from Snezhnaya and Snezhnograd in particular for reasons unknown. The Jester reveals that the Tsaritsa is aware of the Traveler (Aether) and intends to meet them personally.

Fatui:

The Eleven Fatui Harbingers are the executive heads of the Fatui who have been given god-like authority and ability-augmenting Delusions by the Tsaritsa, and with it, strength surpassing that of other mortals. Each Harbinger leads their own division within the Fatui. In each of the first six Archon Quest Chapters, Harbingers have been dispatched to other nations to obtain their respective elemental Gnoses.

The Fatui are a powerful military force in terms of power and numbers, making it the strongest of all the seven nations. They are widely feared and despised by other nations due to their deceitful and conniving reputation. The organization is composed of members performing a variety of roles, including combatants, bureaucrats, politicians, and merchants.

Hailing from the frozen lands of Snezhnaya, the Fatui are publicly seen as a political department of the nation that represents the goodwill of the Tsaritsa and manages foreign affairs with all six other nations. However, despite how they initially present themselves, the citizens and governments of those nations are often already aware of their true colors, and treat both their diplomats and individual members of the organization with distrust.

They often use underhanded methods to establish their power and influence in another nation, and as a whole are willing to go to extremes to further the Tsaritsa's vision for a "perfect world." Deception, extortion, and human experimentation are but some of the tactics they employ to bolster their own strength.

Despite their loyalty to their empress, most of the Fatui grunts themselves are unaware of the Tsaritsa's true plans. The Harbingers are likely some of the few among the ranks who are truly aware of the Tsaritsa's true intentions, as they are the ones assisting her in collecting Gnoses.

The Fatui are divided into divisions, each of which is headed by one of the Eleven Fatui Harbingers. Each Harbinger operates with a different modus operandi which also influences how their underlings act. There is often a lack of thorough communication between fellow Harbingers, Harbingers and their subordinates, as well as between different divisions of Fatui operatives. However, some members of the Fatui are quite loyal to their leading Harbinger, to the point of being willing to seek revenge for their sake.

The Fatui come from a variety of backgrounds: some were taken in at the House of the Hearth orphanage, others choose to join their ranks, while others, like Childe, were drafted. They also do not hesitate to help financially and diplomatically strategic allies in order to interfere in foreign policy.

They receive certain advantages in exchange for their services, such as supplies, salaries, or powerful weapons; in exchange for this, however, they choose neither the destination to which they are sent, nor the superiors to whom they obey.

Many of the Fatui NPCs in the game are everyday workers who are oblivious to their superiors' true intentions, but are nevertheless very loyal to the Tsaritsa and Snezhnaya. Members have differing opinions on being stationed in other nations, ranging from intense homesickness to having developed fondness for their new home.

The Fatui are able to get some time off for their service with the amount of days they get each year varying based on their rank. When Wislawa started, she had around ten days of annual leave, but after a few years stated that she got a few more days before remarking that she could get up to twenty-five days if she continued her promotions.

Harbingers:

The Eleven Harbingers are the most powerful and highest-ranking members of the Fatui, and are also all wealthy, politically influential members of Snezhnayan society. According to Ekaterina, the amount of money Tartaglia has saved at the Northland Bank "boggles the mind," while Goth tells the Traveler that Pantalone, the richest of all, rented out the entire Goth Grand Hotel in Mondstadt indefinitely for the Fatui's personal use by paying upfront. Tartaglia's status prevented the Fatui diplomats handling the aftermath of his summoning of Osial from resolving the situation by handing him over to the Liyue Qixing; the Northland Bank instead had to pay heavy reparations. Meanwhile, his Harbinger status meant his interest in the Fishing Line Stabilizer turned into a highly sought after item, showing the Harbingers' ability to influence Snezhnaya's popular culture.

The Harbingers are led by Pierro, the Director of the Fatui, who occasionally assigns them missions or requests their attendance at meetings.

Upon becoming a Harbinger, a person is given a new name and title, which can be inherited from their previous holder. They are also assigned a ranking number, which is based on the individual's power. The most recent top three Harbingers possessed powers which could rival the gods.

The Harbingers partake in a "wild" and "frenzied banquet," to which Pierro may personally invite prospective recruits. This is implied to have a hand in determining the position of a Harbingers. Nothing else is currently known, including whether the "banquet" is literal or figurative.

The Tsaritsa grants Harbingers the freedom to "pursue the meaning of their existence." As a result, each Harbinger has their own work ideologies and methodologies, and these differences in perspective can result in clashes between Harbingers. While they can trade barbs and insults — as prominently shown in A Winter Night's Lazzo — the Tsaritsa has prohibited them from fighting one another, though she can freely lift this restriction if a Harbinger's actions goes against her conduit.

Several Harbingers have been shown to command at least one company or division, while also taking charge of the rank-and-file Fatui located within the nation they are dispatched to. Tartaglia, for example, was forced to give new recruits in Liyue an introductory speech due to being the only Harbinger in the nation at the time; in Inazuma, management of the Delusion Factory transferred from Signora to Scaramouche after the latter's arrival. Relationships between the Harbingers and their subordinates vary, but most rank-and-file Fatui tend to respect the Harbingers. Some Fatui are exceptionally devoted to their commanding Harbingers and will act without orders to advance their Harbinger's goals or to avenge a fallen Harbinger's death. Such behavior is not always appreciated by other Fatui members, especially when it threatens to disrupt their operations; Elchingen, for example, is assassinated by another Fatui division based in Sumeru due to the trouble he causes during Fabulous Fungus Frenzy.
