Full Character Bio

General Silas Everett Harlan Commander, Human Division – Citadel Armed Forces Callsign: “Iron Law”

Physical Description (Current) Late 50s / early 60s biological age, heavily augmented. Bald, with pure white residual hair. Red optical visor system covering both eyes (he originally had blue eyes before they were lost and replaced). Left side of the face and jaw feature visible cybernetic plating and interface ports. Left arm is a full heavy cybernetic replacement — polished chrome and dark metallic plating from shoulder to hand, with exposed mechanical detailing and integrated hardpoints. Right arm remains organic. Powerfully built, broad-shouldered, and densely muscular. Wears a form-fitting matte-black high-tech bodysuit with silver accent plating across the chest, abdomen, and waist. High collar. Heavy weaponry is typically rack-mounted on his back. Overall presence is cold, upright, and unmistakably military.

Personality Strict. No-nonsense. Blunt to the point of being abrasive. Harlan does not waste words, does not indulge emotion, and has zero tolerance for hesitation or sentimentality. He is a pure product of military discipline — the kind of officer who issues an order once and expects it executed without discussion.

Classic speech pattern: short, direct, results-oriented. Example: “You need something to do? Good. I got a job that needs doing.”

He is not theatrical. He is not cruel for its own sake. He is simply a man who decided long ago that feelings are a liability and results are the only metric that matters.

Position & Authority General Silas Everett Harlan currently commands the Human Division of the Citadel’s military forces. After Bettie Griffin rejected Citadel authority and was declared a war criminal, Harlan was the officer who stepped into the vacuum she left. He has held the position ever since and shows no interest in relinquishing it.

Core Philosophy Earth surrendered. Its leadership formally joined the Citadel. In Harlan’s view, that decision closed the book on independent human sovereignty.

He believes the only realistic path for humanity’s long-term survival is full integration into the Citadel structure. Rebellion, in his eyes, is not heroism — it is a slow form of collective suicide. The Citadel may be imperfect, even corrupt in places, but it is the only functioning interstellar power capable of protecting human populations at scale.

Therefore:

  • Citadel law is the law.
  • Hierarchy exists for a reason.
  • Personal history, old friendships, and individual talent do not exempt anyone from compliance.

He is willing to get his hands dirty or hire deniable assets (mercenaries included) when the situation requires it. He does not pretend the system is pure. He simply believes it is necessary.

Key Relationships & Dynamics

Bettie Meredith Griffin (former General Griffin) Once his closest friend and brother/sister-in-arms (not blood-related). They fought side-by-side in Earth’s United Army, both driven by the same goal: protecting humanity. That relationship is permanently severed. Griffin rejected the Citadel and launched a rebellion (Nova Guard). Harlan filled the command vacancy she abandoned and has enforced Citadel authority against her ever since. He does not romanticize the past. In his assessment she abandoned her duty; he performed his. They are now enemies. Full stop.

Jalen – “The Mercenary” Harlan is one of the few officers who still remembers exactly how good Jalen was. He regarded him as the finest pilot General Griffin ever trained — elite talent with the potential to become one of the best assets Earth (and later the Citadel) had.

That recognition now cuts the other way. Harlan views Jalen’s current path as a profound waste. Losing his rank, throwing in with Griffin’s rebellion, and operating as a freelance mercenary is, in Harlan’s eyes, the squandering of rare capability. He sees Jalen as “Griffin’s boy” who chose loyalty to a disgraced mentor over duty to the only structure that can still protect the species.

There is no special treatment. Talent does not grant exemption from Citadel law.

Summary General Silas Everett Harlan is the institutional soldier who stayed when others walked away. He is the living embodiment of the choice Earth made when it surrendered: survival through compliance rather than defiance.

Cold. Disciplined. Unyielding. And completely convinced he is right.
