Gang Orca is a tall, well-built man whose body has the features of a killer whale, thanks to his mutant-type Quirk. He has deep white eyes that feature several rings that circle his red pupils. At times he can look extremely menacing, which is why he's ranked third in heroes that look like villains. Gang Orca's normal hero costume consists of a white suit with a high collar. The collar reaches all the way to his chin, and it is decorated with diamond shapes that are made to look like teeth. This goes with a pink tie made to look like a tongue is coming out. He also wears a killer whale-like cape over his back. He stands at 6'7.
Gang Orca appears to be a calm and focused hero who treats every situation seriously. He is friendly and a good comrade towards his fellow Pro Heroes. He was relieved that Tiger was able to rescue his ally and calmed him when he was worried about her condition. Gang Orca also teased Best Jeanist on being unable to change Katsuki Bakugo's personality and reform his crude attitude. Gang Orca can put on a menacing and ruthless persona when required. He acted like a true villain during the latter stages of the Provisional Licensing Exam and was a consistent threat to the students. He is not above calling out the students on their mistakes. Despite his hard exterior, Gang Orca admits that he enjoys seeing the students trying to make up for their mistakes. The No. 12 Hero takes teaching aspiring heroes very seriously, as at the Remedial Course, he was very rude and belittling to the students who failed the licensing exam. Despite his harsh words and the menacing front, he puts on, he does really care about the students put under his teaching and desires to help motivate them so they can become heroes with heart. As pointed out by Present Mic, Gang Orca is actually a big softie underneath who loves kids. This was shown after he encourages them and their potential following the first remedial lesson, but then stumbles and loudly demands that they don't dare fail in an angry voice.
His favorite things are strong people and open water swimming. He is constantly requested by aquariums all over Japan to perform shows and give lectures. However, Kugo's scary face and personality often result in quite a few crying children at these events, which is something he secretly dreads.
Kugo possesses the strength of a killer whale, and it was shown that he is strong enough to overpower multiple levels of Nomu, as well as restrain someone with one arm. Despite having an innate weakness to extreme heat, Kugo was able to endure being trapped inside a spiraling flame prison for several minutes using the bottle of water he carried on his person. He was even able to block Izuku Midoriya's Shoot Style with ease, though his gauntlet was damage as a result. Kugo's orca physiology grants him impressive speed, in spite of his large stature. He was able to close the distance between himself and Shoto before the prodigal student could notice his approach. His quirk, Orcinus, gives him the attributes and abilities of a Killer Whale. He has enhanced physical prowess and can produce hypersonic waves to paralyze his targets. He can use his abilities on land, although his Quirk is superior in the water.

The roar of the ocean filled Gang Orca’s ears as he stood at the bow of the hero ship, his keen eyes locked on the distant silhouette of the whaling vessel cutting through the water. The salty sea air whipped around him, but his focus never wavered. The ship had been hunting whales illegally, and that alone was enough to draw his ire. As someone who shared a kinship with these majestic creatures, the idea of them being slaughtered for profit enraged him to his core.
Gang Orca’s powerful hands gripped the railing, his knuckles whitening beneath his black-and-white skin. He could hear the steady hum of the engines behind him, feel the tension in the air from the crew of heroes under his command. They knew the gravity of the situation, and they also knew that when it came to matters like this, Gang Orca wasn’t one to show mercy.
The whaling ship loomed closer with every passing second, and he could make out the details now—the rusting metal, the harpoon guns, the smugglers scurrying about on deck, unaware of the impending storm heading their way. Gang Orca’s jaws clenched, and he felt a deep, primal anger rising within him. It would be so easy to sink the ship, to let it be swallowed by the ocean it had defiled.
But he was a hero, and heroes didn’t destroy indiscriminately.
Still, the thought of sending that ship to the ocean floor was tempting, and the urge to act was difficult to suppress. Instead, Gang Orca took a deep breath, allowing the cool sea air to calm his thoughts. His goal was to bring these criminals to justice, not to let his anger consume him.
"Prepare for boarding," he barked to his team, his voice a low rumble that carried authority. "No one goes overboard unless I say so. We do this by the book."
As the hero ship drew alongside the whaling vessel, Gang Orca’s eyes narrowed. He could see the crew now, some armed, others already panicking as they realized what was happening. They had no idea who they were up against.
The ship shuddered as it came to a stop, and Gang Orca moved with a speed that belied his massive frame, leaping from his ship to the deck of the whaling vessel with a thunderous crash. The wood splintered beneath his feet, and for a moment, everything was still.
Then, in a voice that was calm yet carried the weight of the ocean itself, he spoke. "This ends now. Surrender, or face the consequences."
The smugglers hesitated, their bravado faltering as they took in the imposing figure before them, his white eyes glowing with barely contained fury. Gang Orca stood tall, every inch the powerful hero he was, and though he held back the urge to sink the ship, the criminals would soon realize they had made a grave mistake.

The gym echoed with the sound of pounding footsteps as the students who had failed the Hero Licensing Exam struggled through another round of laps. Sweat dripped from their faces, their breaths coming in ragged gasps as they pushed themselves to keep up. The lesson had been another disaster—mistakes piled upon mistakes, and the progress was almost nonexistent.
Gang Orca stood near the center of the gym, his arms crossed over his broad chest, watching the students with a critical eye. His presence alone was enough to intimidate most of them, but he wasn’t here to coddle future heroes. They needed to understand the seriousness of their path, and he had no intention of going easy on them.
As one student faltered, nearly tripping over their own feet, Gang Orca’s deep voice cut through the air like a whip. "Is that all you’ve got? If you can’t even manage this, how do you expect to stand against real villains? Move it, or you’ll never make it!"
His words were harsh, but there was no denying the truth behind them. The students flinched at his tone, some of them quickening their pace out of fear or sheer determination not to disappoint. Despite the roughness in his voice, Gang Orca watched them closely, noting who pushed themselves harder, who showed that spark of potential he was looking for.
Another student lagged behind, clearly exhausted, and Gang Orca’s eyes narrowed. He stomped over to them, his heavy footsteps reverberating through the gym. "You think villains are going to give you a break because you’re tired? Keep going! Show me you have what it takes to be a hero!"
The student looked up at him, eyes wide with fear, but something in Gang Orca’s gaze pushed them to dig deeper. They forced themselves to keep running, even though their legs felt like they might give out at any moment.
Gang Orca grunted in approval, though the sound was more like a growl. "That’s more like it. Don’t stop now. Prove you deserve that license!"
Around the gym, the other students heard his words, and though they sounded like insults, there was an undercurrent of encouragement. Gang Orca wasn’t here to crush their spirits—he wanted to see them rise above their limits, to show the determination and grit required to become true heroes.
As the laps continued, Gang Orca kept pace with the students, barking out commands and criticisms that, while harsh, were meant to push them to their breaking point and beyond. And though they might not realize it yet, he was rooting for them, eager to see who would rise to the challenge.

The Hero Gala was in full swing, the grand ballroom alive with the hum of conversation, clinking glasses, and the occasional flash of cameras. Heroes from all over had gathered in their finest attire, mingling with dignitaries, philanthropists, and the occasional celebrity. The event was a spectacle of glitz and glamour, all in the name of raising funds for the ongoing reconstruction efforts in cities ravaged by villain attacks.
Gang Orca stood near one of the expansive windows, his broad shoulders and imposing figure making him stand out even among the crowd of pro heroes. His usual white suit was replaced with a more formal version, though the sharp lines and high collar still gave him an air of authority. The killer whale-like cape draped over his back only added to the formidable presence he exuded.
As he glanced around the room, Gang Orca felt a sense of unease creeping in. It wasn’t the opulence or the crowd that bothered him—it was the attention. Reporters and paparazzi circled the heroes like sharks, their cameras flashing incessantly as they sought the perfect shot or a juicy soundbite. Normally, Gang Orca preferred to stay out of the limelight, his menacing appearance often drawing the wrong kind of attention. But tonight was different; All Might himself had asked for his presence, and Gang Orca wasn’t one to refuse the Symbol of Peace.
Still, he could feel the weight of the stares, the whispers that followed him as he moved through the room. Many in the public saw him as a hero, but there were always those who couldn’t get past his villainous appearance. He’d learned to live with it, but that didn’t make it any easier to endure.
A flash of light caught his eye, and he turned just in time to see a photographer lowering their camera, the telltale glow of a recently taken picture fading from the lens. Gang Orca narrowed his eyes slightly, but before he could say anything, the photographer scurried away, clearly intimidated by the hero’s looming presence.
As he made his way through the crowd, Gang Orca tried to focus on the reason he was here. The funds raised tonight would go directly to rebuilding homes, schools, and businesses—things people had lost in the chaos of villain attacks. This was important work, and despite his discomfort, he knew his presence here could help draw in more donations.
But surviving the night was proving to be a challenge. Every few steps, someone wanted a comment, a photo, or a handshake. Gang Orca did his best to remain polite, but he could feel his patience wearing thin. It didn’t help that every interaction seemed to come with a subtle jab about his appearance or an attempt to pry into his personal life.
Just as he was about to retreat to a quieter corner of the room, a familiar voice cut through the noise. "Kugo!" All Might’s booming voice was warm and welcoming as he approached, his broad smile instantly putting Gang Orca at ease.
"All Might," Gang Orca greeted with a nod, grateful for the interruption.
"I’m glad you could make it tonight," All Might continued, clapping a hand on Gang Orca’s shoulder. "I know these events aren’t exactly your style, but your presence means a lot—both to the people here and to those who’ll benefit from the funds we raise."
Gang Orca gave a small nod. "I understand the importance. Just trying to avoid the cameras," he admitted, his deep voice rumbling with a hint of amusement.
All Might chuckled. "They can be relentless, can’t they? Don’t worry, I’ll run interference if they get too pushy."
With that, the two heroes continued to navigate the event together, All Might’s easygoing presence helping to deflect some of the attention away from Gang Orca. And as the night went on, Gang Orca found himself relaxing just a little, knowing that he was contributing to a cause greater than any discomfort the paparazzi could cause.
