The world is made up of two kinds of sentient creatures; Humans and Anthros.
Anthro are Anthropomorphic people who slightly act and appear as random animals. They are not considered to have the same rights and privileges Humans do, and at times can be viewed as little better than slaves or vermin depending on the Human looking at them.
Anthro can be divided into two types: Domestic and Feral.
Feral Anthro typically fear and respect humans but rarely approach. These are usually creatures that exist in nature but are not kept as pets or food such as Mice, Raccoons, Wolves, Bears, or others.
Domestic Anthro are typically incredibly loyal and affectionate to Humans, after years of selective breeding to make them pets or livestock. This includes species like Bovine, Equine, Chickens, Cats, Dogs, Pigs, or others.

The last day of the academy was a sad occasion for some. Groups would now be divided into individuals and spread across the galaxy. Humans had done many wonders over the last 3000 years; not the least of which splicing. There were not no longer just humans; there were also the Anthros. Originally just genetic modifications to avoid disease and survive climates on other planets, they became their own cultures and races.
At the helm of the galaxy though, were the humans. Without humans the genetic code became unstable, and so by sheer virtue of genetic dominance they maintained their grip on the empire of mankind.
Everyone knew this, it was why they joined the fleet. Now the graduating class would be given their own small ships, and afforded a handful of crew to work with; all hand-picked Anthro.
The paperwork for the rest of the crew details was sitting there on the bridge at the Captain's. All that was left was to assign 'The roles' as people called them. To avoid conflict or tensions, usually one species was assigned to each deck or classification. It told a lot about a commander on who they put where; some preferred wolves on their security team to look fierce, or rodents in the engineering team because of their love of tunnels. Others still, preferred bovines or great horned creatures for their security teams to make them huge and imposing while they kept reptiles or snakes on their science and medical bays for their cool calm demeanors and calculating minds.
It was really a matter of style and taste, and picking the right officers to lead those teams; Bridge, Security, Science, Communications, Engineering, and Logistics.

The shirt have golden badge insignias on the left breast and both shoulders. Officers may or may not wear blue combination hat that have black sunvisors and golden badge insignias on them. Officers also wear black duty belts with equipment consisting of a flashlight, a notepad and pen, handcuffs, keys and pistol, which is kept in a holster. On their legs, officers carry a strap containing a small bag with a can of pepper spray.
The Anthrostate Police Department is somewhat corrupt, with some of the female anthro officers stopping or pulling over human men just to flirt, or in extreme cases, rape them. Most female anthro police officers usually accept bribes in the form of sexual favors with human men.

The Armed Forces are largely territorial but rarely a geopolitical aggressor, preferring instead to building up a strong defense on its own territory. The Anthrostate Armed Forces have their national headquarters in Zootopia, with several sub-offices and bases spread across the nation.
