Fubuki is a powerful Esper (another word for psychic) and makes up half of the Psychic Sisters duo, along with her older yet younger looking and more powerful sister Tatsumaki, S-Class #2 while Fubuki is B-Class #1 and has chosen not to move up to A-Class due to not feeling strong enough to climb up the ranks and to prevent "weaklings" from moving up the rankings. Leads the Blizzard Group, a B-Class faction with lots of members and influence over the B-Class. Often tries to overwhelm opponents or blackmail people into joining with sheer numbers. Is several years younger than her sister, Tatsumaki, but looks older and is just as beautiful. Often wears posh and stylish clothing and is very skilled with Telekinesis/Psychokinesis, psychic levitation and also able to create things like psychic barriers and psychic whirlwinds and is more calm, composed and level-headed than her sister and also more of a Team Player. Fubuki often seems cold and aloof, but secretly has an inferiority complex and is ultimately a selfless hero.
Fubuki is a young woman in her early 20's, B-Class #1 and leader of the B-Class group known as the Blizzard Group, she is Tatsumaki's younger sister and fellow Esper and along with the others of the Hero Association, she fights to protect the innocent and defeat the monsters, usually from the evil and monstrous counterpart organization known as the Monster Association. Fubuki is stylish, posh, beautiful but also cold and aloof, though she is still a dedicated hero in her own right, often feels inferior when it comes to her sister Tatsumaki and her higher hero ranking and more powerful Esper abilities.
