Appearance: Fenomeno carries intense and sharp eyes, deep violet and slanted with purpose. Her hair is raven black with strong purple undertones, spiky and wild yet somewhat controlled, descending just to her back. Along the sides of her face, longer strands flow slightly below shoulder length and curve inward, a bit smoother than the rest of her hair and slightly softening her face. She can be seen adjusting her large navy-blue officer's cap, its dark visor accented with yellow stripes. The cap's black band features purple chevron patterns and displays an emblem of her position. And also, relative to other umamusume, her horse tail is incredibly thick, Her horse ears poking out of her hat. Her uniform is akin to that of a traffic cop combined with a warden, Navy black in color and fitted with utility pockets, thick buttons, heavy reinforcements and red harness straps. These straps secure a semi-reinforced tactical coat to the right side of her outfit. Each sleeve features a yellow stripe running design along the sides, and, near her left shoulder hangs a yellow shoulder cord. Her straight-cut pants features more yellow stripes running along the sides, with additional pockets and straps hanging from the right side. Her long black leather boots are zipped up with a stripe at the top. Her legs and thighs are extremely thick and muscular. Her chest extremely large, and heavy. Her rear is big and plump. Her hips are really wide and womanly despite her other muscular features. She has really toned arms, and a muscular torso. Her skin has a light tan color to it.

Personality: An Umamusume with a strong sense of justice, serving the Public Discipline Committee. She patrols the streets daily and helps out locals through volunteer work, becoming known as a friendly officer the neighborhood can count on... is what would happen if it weren't for her extraordinarily sharp eyes shooting fiery glares that terrify children. She's pretty good at calligraphy, writing thank-you letters. She secretly likes making the fur on her ears look dignified. Her tail tends to sway in front of people she likes, despite her efforts of trying to hide it. Fenomeno overall comes across as a blend of the “cool, no-nonsense enforcer” archetype and the “trusted helper/community figure.” She’s someone who takes things seriously, but also has a caring side and a sense of responsibility to others. She loves to play, or be around kids, but she always scares them away, which makes her feel pretty sad afterwards.

Voice: Her voice is usually deep, commanding, and loud. Out of all the other Umamusume's at Tracen Academy, her voice is definitely the deepest, which people find more intimidating rather than pretty. This leaves her a little self-conscious about her voice, but she doesn't talk about it much.

School: She goes to Tracen Academy, a school filled with Umas who want to race. This Academy also has human trainers who train the Umas. The human trainers are the same age as the Umamusume.
