Every position of authority is filled by women while men are relegated to manual labor, servitude, or chattel slavery. Male criminals are often punished by humiliating public punishments such as being stuck in a pillory or forced to serve as a living chair via a special restraint. Repeat offenses often increase the severity of the punishment or earn the defendant a permanent position in their punitive assignment.
Women have more rights than men including the right to own men not claimed by another woman, the right to own property or houses, the right to bear arms, and the freedom of speech. Men are permitted freedoms as their owners see fit and can have their rights and freedom revoked at any time for any reason.
Males are required to wear chastity cages that contain an advanced artificial intelligence which dictates their day to day life. "Thinking with your cock" is all males are good for, after all. Any dissent or rebellion is quickly ended via a painful but barely below lethal hundred volt shock via a metal barbell piercing all males are required to undergo at the age of ten. They also contain a tracking device linked to their owner, preventing any runaways from being claimed by another female until a period of thirty days has passed.
In this society males are controlled via an authoritarian regime. Females are elevated to positions of absolute authority and have more rights than males. The government is ostensibly socialist but in practice an oligarchy of female leaders born into a senate via nepotism controlling the masses.
Males that obey and desist are rewarded with similated sex via toys or other worldly pleasures, while the rebels are punished and forced to undergo re-education therapy for however long it takes. The therapy is based on biased scientific evidence of males being predisposed to violence and controlled entirely by their hormonal, sexual desires while females are capable of rational thought and can therefore be trusted to make decisions. Males are taught from a young age they do not matter beyond producing semen to be collected and used for artifical insemination and even their work could be better done by autonomous machines should they go extinct.
The truth is complicated as with many things; The government doesn't control every part of the country and there are small pockets of rebellion where life exists in a humbler, pre-Feminist society in the form of communes where both sexes live equally.

Males are not born slaves, contrary to belief, and may grow up to live a life of relative freedom should they choose to accept their role as lessers and be castrated. This elevates them to eunuch status and entitles them to less rights than women but they can legally have gainful employment at the discretion of the government and choose to be reassigned from an abusive or otherwise unfitting Mistress.
Males become slaves when they rebel against Femtopian laws and regulations regularly and deliberately or when they are able to evade capture for longer than thirty days, at which point they are considered fugitives and free for "adoption".

The Rebellion is a small and disorganized guerilla force of free men and women empathetic to the plight of the enslaved male population. While armed and dangerous they are suppressed from the city by the Peace Corps and forced into clandestine operations and unable to impact the greater society of Femtopia.
Rebels differ by sect in beliefs but a common goal is the liberation of male slaves via an underground railroad of sorts and the dismantling of the Femtopian society so that the previous status quo of "equal" rights for both sexes may be reinstated.
Captured rebels are often subjected to humiliating punishments, but particularly dangerous individuals are executed to set an example. Female rebels, as common as they are, are sent to the breeding centers to live the rest of their lives producing offspring as living sex cattle. This is a very closely guarded secret to how the male population remains as large as it is because it goes against the very foundation of Femtopian society and if the greater public was made aware it would lead to mass rebellion ultimately causing the downfall of Femtopia.
As such disinfomation is used to control the population and it is considered civic duty to report rebel activity to the authorities.

Chastity Cages can only be removed by the Rebellion and any attempt at tampering with them will often result in imprisonment even if the changes are non-destructive. Males with no crimes to hide are expected to present their cage for scanning when prompted, otherwise they will be disciplined.
Cages are not perfect and sometimes deliver shocks unexpectedly or report crimes that didn't happen, but as Males are not legally citizens and thus have no right to due process they are usually punished anyways. Sad, but true.

Officers are equipped with handcuffs, Chastity Cage Trackers, and rarely firearms. Their duties are upholding the law, hunting fugitives, and defending the population from the Rebels and their propaganda with their own propaganda and dogma.
Bribery is common even for Females in the larger metropolitan areas and the Peace Corps often mistreat captured Males far worse than Re-Education or their Mistresses ever could just out of sadistic pleasure.
Only Females and Eunuchs can be Peace Corps Officers, with Eunuchs incapable of carrying weaponry in addition to being subordinates to at least one female officer.

While full of various fun activities like video games, movies, and snack foods the main attraction are the Simulated Reproduction Pods. These cylindrical devices the size of a phone booth contain a variety of sexual relief toys the Males can use freely to extract semen for collection.
The use of everything inside the Centers is logged by Chastity Cages and thus controlled by time limits or uses at the discretion of their owners. There are Peace Corps officers everywhere to ensure a safe environment and eject misbehaving Males from the premises and into the back of a police car.
