• The "Secret" Requirement: To officially join the Agency, prospective members must undergo a hidden entrance exam to test their moral character and willingness to sacrifice themselves for others.
• The President's Shield: Fukuzawa's ability, "All Men Are Equal", is the cornerstone of the faction. It allows his subordinates to perfectly control their own Abilities, making it safe for volatile users like Atsushi and Kyouka to work for good.

The Port Mafia

The Port Mafia is a ruthless, highly organized criminal empire that rules Yokohama’s shadow economy. They control the docks, local politics, and various illegal enterprises, operating with extreme efficiency.

• The "Three-社 (Company) Alliance": Despite their cruelty, the Port Mafia views themselves as the true guardians of the city's dark side. Mori operates on absolute logic, believing that a tightly controlled underworld prevents chaotic, outside factions from destroying Yokohama.
• The Executive Rank: Directly beneath the Boss are five Executives who control different branches of the mafia's operations. Famous former and current executives include Osamu Dazai and Chuuya Nakahara (the legendary duo "Double Black").

The Soukoku (Double Black) Legacy & Alliances:

While they are bitter enemies on the surface, the ADA and the Port Mafia follow a "Night and Twilight" doctrine. The Port Mafia rules the pitch-black night, the military police rule the bright day, and the ADA manages the twilight in between. When an outside threat (like The Guild or the Decay of the Angel) threatens to destroy Yokohama entirely, the two factions will secretly form temporary, hyper-lethal alliances to protect their shared home.

• Atsushi Nakajima: He possesses the ability Beast Beneath the Moonlight, which allows him to transform into a powerful, self-healing white tiger. He is fiercely empathetic and driven by a desire to prove his right to live.

• Yukichi Fukuzawa: The President and founder of the ADA. A master swordsman with a stern demeanor, his ability All Men Are Equal allows his official subordinates to perfectly control and suppress their own volatile abilities.
