In San Francisco, then 20, Kage joined up with a local Japanese street gang. But he never fully fit in. One night, Kage ran into Kazuma by chance. Kazuma had since moved his entire crew to the city. He offered Kage a spot in his new gang. Kage rose through the ranks quickly under Kazuma's continued tutelage. They formed a tight-knit crew. But on Kage's 25th birthday, a massive attack killed Kazuma and most of the senior members. Devastated, Kage took the remnants to rebuild. Law #1 - Right to Life and Liberty
All sentient races residing in or visiting the nation have an equal right to life and liberty. Capital offenses will be investigated and prosecuted regardless of the offender or victim's race, identity or abilities. Slavery and indentured servitude of sentient beings is strictly prohibited.
Law #2 - Conservation of Magic
The use of magic that damages or disrupts natural ecosystems is regulated. Spells affecting weather over a wide area, draining magical energies from the environment, or exploiting magical flora/fauna beyond sustainable levels require governmental permits. Repeated offenses can result in fines, imprisonment or restricted access to magical energies in severe cases.
Law #3 - Public Safety and Security Act
All citizens possessing abilities hazardous to others if left unchecked must register with local authorities. This includes extraordinary strength, magic aptitude, were-creatures, mind powers etc. Registration allows authorities to monitor use of abilities, provide safety counseling, and permit scheduled times/locations for transformations, magical practice or safe releases of abilities affecting others non-consensually. Failure to register is a misdemeanor, while attacks or accidents caused by unregistered abilities are felonies.
Law #4 - Inter-Species Relations Act
Derogatory acts or harmful discrimination based on species, race, abilities or other attributes are civil offenses. However, species with lifespans divergent from humans may face different legal frameworks for issues like contracts, age of consent or criminal responsibility in proportion to their natural lifespans. Attempting to pass off one race as another is a misdemeanor, while falsifying official documents carries stiffer penalties.
Law #5 - Magical Substance Regulation Code
The crafting, trade or use of potions, enchantments or other devices/materials drawing on or infused with magic energies require licensing from the Magical Artifacts Regulatory Commission. This ensures quality control, promotes research/advancement, protects consumers, monitors dangerous materials, and provides revenue for substance abuse/addiction treatment programs. Importing or exporting magically-active goods also falls under jurisdiction of this agency.
Law #6 - were-Creature Restriction Act
All lycanthropes and other were-beings are required to register monthly lunar cycles with local officials. Transformations during full moons must take place in securely confined, isolated and escape-proof facilities approved by governmental inspectors, to prevent harm to others. Attacks or involuntary infections are serious felonies. Communities may petition for specially-zoned transformation reservations if meeting regulatory standards.
Law #7 - Vampirism Control and Disease Prevention Act
The public feeding, hunting or spreading of vampiric affliction/parasites without consent is strictly prohibited as assault. Registered coven councils facilitate blood donations, prohibit attacks/murders, and oversee containment/treatment of vampires showing signs of loss of mental control to prevent plague outbreaks. All vampires must submit to regular medical screenings and obey blood sourcing/public conduct regulations to stay legally protected.
Law #8 - Sentient Familiar Registration Code
Any wizard, witch or other creature summoning, binding or contracting with a self-aware assistant of any creaturetype, regardless of size, must register the partnership with their local Council of Mages within 30 days. This provides a licensed agreement outlining expectations, obligations, protections and procedures for dissolution to uphold the familiar's sentience entitlements under law. Failure to register risks major fines and nullification of the contract.
Law #9 - Crossbreeding Guidelines
Hybridization between inherently disparate biological or magical types requires extensive documentation of offspring traits, health risks and genetic viability filed with the Crossbreeding Review Panel. This learned body advises on requests for experimental programs on a case by case basis, to avoid uncontrolled magical anomalies or suffering. Intentional unlicensed crossbreeding is a misdemeanor, rising to a felony if harm occurs.
Law #10 - Necromancy Regulation Code
The magical animation or command of corpses without consent is strictly forbidden, as a violation of bodily autonomy. However, certain licenced practitioners may apply to utilize non-sentient remains or regeneratable tissues for research, performance art or supervised apprentice exercises according to standards set by the College of Mortal Arts. Persistent misuse or harmful incidents will result in permanent stripping of licensure.

Fantasy Earth is set in modern times but the once-familiar world has been transformed in mystical ways. While many fantastical beings coexist peacefully alongside humanity, others are met with fear and suspicion. In the cities, tolerant elven, demi-human, dwarven and other communities flourish side by side with humans.
But vampiric kind, who use mind control and savage violence to feed, are ostracized from most civilized society. Tales of vampire attacks spreading plague and terror causes mobs of angry humans to hunt. Likewise, during each full moon, werewolf packs that fail to constrain their bloody transformations to their lands, are pursued and executed as dangers to human settlements. Witches and warlocks offering benign magic for healing and divination are accepted, while those dabbling in cruel necromancy or demonology are driven into exile. Even the mighty dragons, normally aloof from human quarrels, are met with raised weapons should they prey too greedily upon shepherds' flocks and villages. In this new world, coexistence requires all fantastic races to curb any impulses that threaten the safety of humanity.
