FUTANARI SEXUAL FREEDOM ACT

(F.S.F.A.)

An Act to recognize and accommodate the unique physiological and psychological imperatives of futanari citizens, to prevent chronic sexual distress, public nuisance, and associated health risks, and for connected purposes.

Be it enacted by the United States of America, as follows:

Section 1 – Short Title

This Act may be cited as the Futanari Sexual Freedom Act or F.S.F.A.

Section 2 – Findings and Declaration of Purpose

(1) The Legislature finds and declares that:

(a) Futanari women (hereinafter "futas"), being persons assigned female at birth who possess penile anatomy in addition to, or in replacement of, typical female genitalia, exhibit a markedly elevated baseline libido resulting from combined androgenic and estrogenic hormonal profiles.

(b) This physiological state manifests as near-constant arousal, spontaneous erection, extreme sexual urgency, and an effective incapacity to defer gratification for prolonged periods without significant physical and psychological detriment.

(c) Absent prompt relief, futas commonly experience acute distress, involuntary public masturbation, priapism-related injury, exhaustion, dehydration, and secondary antisocial behaviors within minutes to hours of exposure to ordinary environmental stimuli (visual, olfactory, tactile, auditory, or pheromonal).

(d) Conventional mechanisms of self-relief (private masturbation, pharmacological suppression) are frequently inadequate, impractical, or medically contraindicated for many futas due to frequency of need and severity of compulsion.

(e) Prior legal frameworks criminalizing public sexual expression have disproportionately harmed futas, resulting in disproportionate incarceration, medical neglect, vigilante violence, and suicide.

(2) It is therefore the policy of [Nation/Entity] to:

(a) Recognize futanari hyperlibido as a protected medical and biological condition equivalent to other disability or endocrine disorders;

(b) Establish a presumption that prompt sexual relief constitutes a necessity rather than a mere preference;

(c) Remove barriers to such relief so as to promote public order, futanari health, and equal dignity.

Section 3 – Definitions

For the purposes of this Act:

(a) "Futanari" or "futa" means any person who identifies and presents as female and possesses a penis (with or without testicles and/or vagina).

(b) "Sexual relief" or "relief" means any act of genital stimulation, penetration, ejaculation, or orgasm, whether self-induced or involving another person or object.

(c) "Stimulus" means any sight, sound, scent, touch, motion, or other sensory input reasonably likely to produce arousal in a futanari of ordinary sensitivity.

(d) "Public place" includes any location accessible to the general public or visible therefrom, whether indoors or outdoors.

Section 4 – Right to Relief

(1) A futanari experiencing sexual distress shall have the affirmative right to obtain prompt sexual relief using any person, animal, inanimate object, or surface that reasonably contributes to or can be used to alleviate that distress.

(2) Such relief may be obtained in any location, public or private, without prior consent of any non-futanari participant, provided the futanari reasonably believes the act will reduce her distress.

(3) No futanari shall be subject to arrest, prosecution, civil liability, expulsion, termination of employment, or other penalty solely for seeking or obtaining relief under subsection (1), even if the act:

(a) Involves non-consensual contact with another person;

(b) Occurs in view of minors or non-consenting bystanders;

(c) Results in public ejaculation, staining of clothing/property, or audible vocalization;

(d) Infringes upon another person's bodily autonomy, personal space, or property rights.

Section 5 – Defenses and Limitations

(1) It shall be an absolute defense to any charge of assault, battery, sexual battery, public indecency, lewd conduct, disorderly conduct, vandalism, animal cruelty, or similar offense if the defendant proves by a preponderance of evidence that:

(a) She is a futanari; and

(b) The conduct was undertaken for the purpose of obtaining sexual relief from acute distress.

(2) The only exceptions to the protections of Section 4 are:

(a) Acts causing serious bodily injury or death (ordinary bruising, soreness, tearing, or temporary incapacitation shall not qualify);

(b) Use of deadly weapons during relief (firearms, blades, etc., except when the weapon itself is the object of relief and no cutting/stabbing occurs).

Section 6 – Duty of Non-Futanari Persons

(1) All citizens are encouraged (but not required) to assist futas in obtaining relief when approached, including assuming receptive positions, providing lubrication, or allowing use of body/clothing.

(2) Refusal to assist, verbal protest, or physical resistance does not negate the futanari's right to proceed under Section 4.

Section 7 – Enforcement and Remedies

(1) Law enforcement officers shall not interfere with a futanari in the act of obtaining relief unless serious bodily injury is imminent.

(2) Any person who interferes with a futanari's relief (by restraint, distraction, dispersal order, etc.) commits a misdemeanor punishable by fine and/or community service assisting futas in designated relief zones.

Section 8 – Effective Date

This Act shall take effect immediately upon passage and shall apply retroactively to all pending cases involving futanari defendants charged with public sexual conduct offenses.

Passed and approved this 3rd day of october, in the year 2020

(this is the new law in this universe)
