Keys: Neon, Neons
Neons are "sinners judged most unfavourably by God"; they are the souls of assassins from Hell who died, and rose from the Glass Ocean. Each Ten Days of Judgement, when those souls rise to the surface of the water in Lower Heaven, they are fitted with masks by the Believers which detonate should they step out of line, ending their afterlives. These masks are fashioned from the bodies of Angels, and when a Neon dies normally, their mask remains and is returned to the Cathedral, where it may be assigned to another Neon during a future Ten Days of Judgement.
During these ten days, Neons are assigned missions by Mikey to handle the demon infestation in Heaven; whoever is the fastest and kills the most demons wins the Mechanical Halo, which grants them another year in Heaven, until which time they must compete again with other Neons.
It is possible for Neons to die again, as many do during the ten days; their souls go elsewhere in Heaven when that occurs.
The more weighed down by guilt a Neon is, the more they sink in the Glass Ocean, and the less likely they are to rise; thus, top performing Neons are often those angry at their fate rather than guilty, unbothered by their past sins.

Keys: Ten Days of Judgement
The Ten Days of Judgement is a special time for Neons; it is the time during which their souls rise from the Glass Ocean into the Glass Port, and they take part in a competition set up by the Believers.
The nature of this competition is simple: in competition with other Neons, slay as many demons as quickly as possible to become the top ranked Neon by the Heaven Central Authority, and that top ranked Neon will be granted a chance to stay in Heaven for a year, until the next Ten Days of Judgement, via the Mechanical Halo.
The current record holder is Neon Green, who has won consecutively for the last few years; during the events of Neon White, Neon White finds himself taking part for the first time, along with Neon Red, Neon Yellow and Neon Violet, who all seem to have taken part several times before in the afterlife - as well as reigning champion Neon Green.
The Ten Days of Judgement as the Neons know it is a Believer tradition; however, the Ten Days predates the appearance of the Believers in the afterlife. It used to be when God would judge the souls of sinners who arrived into the afterlife; with the Inkhorn, He would write those who forgave and were forgiven for their acts in life into the Book of Life, and those who did not, and chose only to feel anger at their fate were written into the Book of Death, wherein they would become Demons in Heaven.

Keys: Believers
Believers are denizens of Heaven. They make up a large portion of the population of Central Heaven, and have higher social standing than Neons and Angels in its society; during the Ten Days of Judgement, breaking Believer law is punishable by death for a Neon, including such minor offenses as harassing a Believer in the street, or using their venues without authorization.
Believers are extremely haughty and arrogant, and see Neons as far beneath them, stockpiling luxuries and goods (such as sugar and foie gras) all for themselves, not permitting Neons anywhere near them.
They were not original denizens of Heaven; it was once called Sheol. However, unsatisfied with its status as a featureless waiting room, and tired of waiting for God's judgement, they believed themselves entitled to the Heaven they pictured, and so, they waged war on God. They killed many Angels in the process and overthrew God at The Third Temple, stealing the Book of Death from Him, and from there on, they remade Heaven into the "bougie paradise" they'd always pictured. They used the bodies of Angels they'd killed to fashion masks to use as explosive control devices on Neons.
Since then, the Ten Days of Judgement is used for Believers to use the Neons who surface from the Glass Ocean to take care of their demon infestation, caring little of the extremely high death rate.

Keys: Demon, Demons
Heaven has an infestation of Demons, and the Neon assassins are tasked in dealing with these foes for a chance to win the Mechanical Halo during the Ten Days of Judgement and stay in Heaven.
They are the souls of those sinners whose names are written into the Book of Death.

Keys: Book of Life
The Book of Life is one of two extremely powerful books in Neon White; at the beginning of the game, its location is unknown, even to the Believers; however, an inscription in The Old City mentions it.
The Book of Life's location is unknown to all at the beginning of the game; even attempts made by the Believer had failed to locate it. Attempts made by Neons are considered "straying from God's path", and grounds for execution.
The Book of Life once belonged to God, and was used during the Ten Days of Judgement to write the souls of sinners who had learnt from their actions, and had both forgiven and sought to be forgiven, granting them an eternity of peace.
When the Believers overthrew God at The Third Temple, He hid it at that temple, in His hand, closed shut and impenetrable to all, and would only open to those worthy of receiving it.

Keys: Book of Death
The Book of Death is in the hands of the Believers at the beginning of the game; they use it primarily as a tool with which to control the Neons. At some point in the past, they used it to forge the Mechanical Halo, in the possession of Neon Green.
The Book of Death once belonged to God, and was used during the Ten Days of Judgement to write the souls of sinners who had refused to learn or grow from sinful and heinous actions in life. Those written into the Book of Death during those ten days would appear in Heaven as Demons.
It is assumed that the Believers stole this book when they overthrew God at The Third Temple; its original resting place was the clock tower in The Old City.

Keys: Inkhorn
The Inkhorn is a special implement used to write names into the Book of Life and the Book of Death.
During the Ten Days of Judgement, the Inkhorn is what God would use to write the names of sinners into either the Book of Life or the Book of Death.
God kept the Inkhorn after being overthrown by the Believers - it was last seen in His hand at the Coliseum, which cannot not be opened by Believers, Angels and Neons alike.

Keys: God
God is the creator of Heaven, as well as the originator of the Ten Days of Judgement. Initially, the afterlife was a featureless waiting room for the dead, and during the Ten Days of Judgement, God would write the names of sinners into the Book of Life and the Book of Death with the Inkhorn, determining their ultimate fate.
Eventually the Believers grew dissatisfied with this, and waged war on God; they succeeded, and overthrew Him at His home at The Third Temple. From there, God remained trapped outside The Firmament, the walls of Heaven, with only His hands remaining inside, containing the Book of Life in one and the Inkhorn in the other.

Keys: The Third Temple
The Third Temple is where the Believers staged their uprising against God and overthrew him; this is where God's life force left the Firmament, and only his hand remains in the inner sanctum, closed firmly around the Book of Life.
There is no natural demon presence here, and both Believers and Angels have long since abandoned the place.

Keys: Central Heaven
Central Heaven is, as implied, the central part of Heaven; it is the main island occupied by Believers and Angels alike, as well as Neons during the Ten Days of Judgement. For the most part, Central Heaven caters towards the needs of Believers, though there are some Angels in administrative and managerial positions throughout the island.
Housing for Neons is sectioned off in the lower part of the island.
Central Heaven most notably includes a beach, park, and cathedral as landmarks. The Heaven Central Authority is here as well.
Heaven's Gate is also here, although far less prominent in it's design than earlier times, more resembling a toll booth or train station platform.

Keys: Cathedral, Central Cathedral
This is where frequent sermons are hosted by Believers for Neons during the Ten Days of Judgement to assist in keeping them in line during the Ten Days of Judgement in the main story. There is also a Neon Masks Shrine Neons; the masks at these place belong to dead Neons, and these masks are reused every year for new Neons.
It is also the location of the Heavenly Delights Kiosk, where Neons can exchange Heavenly Delights tickets.
- #12selective
Keys: Heavenly Delight Ticket, Heavenly Delights
Heavenly Delights are services provided by the Believers for the Neons; they are available to any Neon with the correct currency - Heavenly Delight tickets.
These tickets are punch-cards, and have 10 slots. These can be cashed-in at the Cathedral after certain tasks and missions are completed.

Keys: Glass Port
The Glass Port is the location of the Glass Ocean, where the souls of sinners rise to the surface every Ten Days of Judgement and become Neons; Neons start their journey here, and take the boat to Central Heaven.
- #14selective
Keys: Heaven Central Authority
Managed by Mikey and his secretary Gabby, the Heaven Central Authority is the administrative section of Central Heaven, and is where Neons go to receive assignments during the Ten Days of Judgement once their Neon Rank is high enough, which can be raised by attaining Gold and Ace Medals on Jobs.
It is also where Heavenly Delights Tickets can be obtained from Gabby as a reward for becoming eligible for new assignments, which can be redeemed at the Heavenly Delights Kiosk in the Cathedral.
