Emotional Control

This device, a tablet + collar combo, is able to control the emotions a person experiences and feels. The effect is instant and true to the setting. On the tablet, you can choose one or more select emotions that a collared person is able to feel and their strength. i.e. choosing "Joy: strong, Depression: Strong." makes a person able to go between only intense happiness and severe depression. The emotional control ONLY affects people wearing the collar. The collar locks itself upon wear and must be unlocked using the tablet.
